Subject: - Cadre Review of Group B&C Cadres of Civil Accounts Organization – demand raised by the Co-ordination Committee reg.

Sir,
            In pursuance of the discussions held in the meeting on 14th March 2018 between the Internal Cadre Review Committee and the representatives of the Associations under your Chairmanship, the All India Association of Pay and Accounts Officers (Civil) vide letter No.AIAPAO(C)/CHQ/2017-18/Cad Re Pr/22 dated 14-04-2018 has forwarded the proposals for cadre review of the AO and Sr. AO cadre. Similarly the proposals for the cadre review of cadres from the level of AAO to MTS have been submitted jointly by the All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category II vide letter No. AICAEA-AICAEA CATII/HQ/ A-2/7Cadre Review/2018/147 dated 20th April 2018.
This Co-ordination Committee being the joint platform of the above named Associations endorses the proposals submitted by its affiliates from their respective platforms and likes to submit that the following broad aspects reflected through the proposals submitted by the affiliates of this Co-ordination Committee may kindly be taken into consideration by the Internal Cadre Review Committee while preparing its recommendations for submission to the higher authorities:-
1.        Objective of formation of “Departmentalized Accounting Wings” now called as “Civil Accounts Organization” has been achieved but the elevated social and financial status of Group B & C cadres ought to be there being a far cry yet – may kindly be recommended to resolve.
2.        In last forty two years there is more than 62.5% growth of ICAS cadres and the Group C & D (now MTS) suffered negative growth to the extent of 20% which caused serious imbalances of hierarchical pyramid of the Civil Accounts Organization – may kindly be recommended to bring in order.
3.        In spite of computerization and automation, need for manpower requirements in the lower formations of the organization continued to rise as a natural course due to increase in workload as a result of expansion of Ministries/Departments, introduction of various new schemes and plans with target of making the Digital India a success, at least 25% additional posts in Group B and C cadres may be suggested to create.
4.        In order to ensure objective functioning, the model of PAO/ZAOs may be recommended to compose at least with one AO/ Sr. AO, one AAO, four Senior Accountants, one Accounts Assistant and one MTS. Conditions prevailing in the Pay and Accounts offices  of Ministry of Human Resource Development which are functioning without Accounts/Senior Accounts Officers recommended for dispensation. 
5.         The Field Pay Units of CBDT may be recommended for conversion as full-fledged ZAOs.
6.        As per the ICAS cadres, the Group B& C cadres may also be recommended to bring under the control of a single authority i.e. Department of Expenditure, Ministry of Finance.
7.        Long pending demand of the Associations on the basis of the scientifically established justification of equal status and pay scales to Group B and C Employees on par with Central Secretariat cadres disturbed repeatedly and denied of late may be recommended for restoration.
8.        It may kindly be recommended that each and every Group B and C personnel from entry level should be made entitled to at least five promotions in the entire service career.
9.        Group B cadre of CCAS  may be recommended for  taking out of  the purview of induction to ICAS for the purposes of promotion as existing in CSS, CPWD etc
10.   In the changed scenario of working condition and responsibilities of the employees, the posts may be recommended for upgradation.
11.   As per the standing policy of the Government of India, it may be recommended that, there should not be more than ten years residency in one post/scale.
12.   In order to remove stagnation, AO/Sr.AOs may be recommended for at least three non- functional up gradation i.e. from level 10 to level 11, 12 and 13 and should accrue based on a time bound manner.
13.   In respect of the rest of the Group B& C level, principle of one work one salary, one post one salary and equal pay for equal work may be made the criteria for devising the pay structures in the cadre review process and multiple posts and cadres performing same nature of work may be recommended for merger/upgradation to the main functional posts and converted into a single cadre.
14.   In order to give minimum relief to the officers and employees from the existing condition of stagnation in same post from the date of appointment and absolute blockage from career advancements, 33.33% posts in all grades may be recommended to make promotional posts from lower grades which would still less than the promotional quota existing in Central Secretariat.
We also endorse the pay structures demanded by the All India Association of Pay and Accounts Officers (Civil), the All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category II through their independent proposals and request that following structure of cadres for Civil Accounts Organization (CCAS) may kindly be recommended.

2.      Being Group C Employees may be allowed to appear the Departmental exami-nation for the post of Accountant on completion of three years (proposed for merger with Sr. Accountant).
3.       Graduates may be allowed to appear AAO (Civil) examination after completion of three years.

(Upgradation of LDCs)
Level–4 of Pay Matrix Rs:- 25500/-
PROMOTION
as Senior Accountant
By reserving at least 33.33% percent posts in the grade  of Senior Accountant (proposed for merger of Accountant/Sr. Accountant as Sr. Accountant) by following methods:-
1.     On seniority basis on completion of 5 years.
2.     With one year continuous regular service in the grade and on passing the Departmental Examinations for Senior Accountants.
3.     On passing four papers of AAO (Civil) Examination after completion of three years.

SR. ACCOUNTANT
(through merger of Sr. Accountant, Accountant, DEO Grade-A, DEO–Grade–B, Computer Operator) 
Level 7 of Pay Matrix Rs. 44900/-
PROMOTION
As Assistant Accounts Officer
33.33% posts of AAOs may be reserved for promotion of Senior Accountants on seniority–cum fitness basis with removal of condition of 53 years of age for eligibility.  May be granted the pay scale of AAO on completion of 10 years of service as Senior Accountant.

Level 9 of Pay  Matrix Rs. 53100/-
1.     Posting as AAO after qualifying in the Departmental Examination to be treated as direct recruit.
2.     Promotion of AAOs to the post of PAO may be done in five years.
3.     Mutually agreed transparent transfer policy for the AAOs.
4.     33.33% posts in the grade of AAOs may be filled by promotion of Sr. Accountants on seniority-cum fitness basis with removal of condition of 53 years of age for eligibility and 66.66% by AAO(Civil) examination

We request you that, the Co-ordination Committee and the National Executives of its Affiliates may kindly be provided the opportunity of giving oral deposition in support of the proposals submitted by the as it has been learnt that none other than the affiliates of this Co-ordination Committee i.e. All India Association of Pay and Accounts Officers (Civil), the All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category II has so far submitted any Cadre Review proposal to the Internal Cadre Review Committee.
We also request you that, since the processing of the recommendations by the Internal Cadre review Committee have already crossed the time limit of three months on 15th April 2018, the recommendations of the committee may kindly be submitted to the appropriate authority within 31st May 2018 
            This Co-ordination Committee shall be thankful, if you kindly consider the request of the Co-ordination Committee and take an early favorable decision.
