Subject:- Request for justified
actions in regulating promotion and transfer of AAOs.
Sir,
It
has been learnt that, in pursuance of the existing policy, your office is not
going to post any of the qualified candidates of the AAO (Civil) Examination,
2017 to their respective stations of posting despite existence of vacancies of
AAOs in those stations. As such, due to availability of very insignificant number
of examination passed candidates, only a few selected AAOs of earlier batches
who are waiting for posting to their respective choice stations from
outstations shall be transferred.
Since
there are nearly one thousand vacancies of AAOs and the existing employees are
not only suffering from the burden of work load but they have also been kept
away from their legitimately due benefits, we would like to draw your attention
to following suggestion of ours:–
1. All candidates qualified AAO (Civil)
Examination 2017 may be posted to their own/choice stations against existing
vacancies of AAO available in such stations. - It would benefit both
individuals and department/government as the vacancies of the stations shall be
filled up on one side and the government would be free from the liabilities of
retransferring them to their choice stations on completion of tenure and paying
transfer benefits twice on the other side.
2. As the suggestion in 1 above shall
end up with discrimination to all AAOs of earlier batches posted and working in
the stations out of their choice and the Associations have always been
advocating that - “a senior
posted at outstation due to non-availability of vacancy at his choice station
should be brought back at his choice station vice the junior promoted later on
when vacancy arises at the choice station”;
all such AAOs may be posted back to their choice stations against
existing vacancies.
3. There is a clear cut provision in the
Recruitment Rules of JAO/AAO for filling up of 10 percent posts through
promotion of Senior Accountants who have completed ten years service in the
grade and crossed 53 years of age. Since this process has been discontinued
abruptly from 2015 onwards without any valid ground, may be restored
immediately.
4. All unfilled vacancies after taking
steps suggested in 1, 2& 3 may kindly be filled up locally by granting
promotions as “Acting AAOs” in terms of the provisions envisaged in para 4 of
the O.M. No.A.32016/2/ 2010/MF.CGA/Acting AAO/443 dated 21st
September 2012 O.M. No.A.32016/2/ 2010/MF.CGA/Acting AAO/733 dated 28th
March, 2013 and O.M. No.A.32016/2/2010/ MF.CGA/ Acting AAO/205 dated 30th
December 2016 of the CGA to eligible persons till regular AAOs become
available.
In
this connection, we would also like to bring it to your kind information that despite
huge vacancies of AAOs, majority of the heads of the Departments of Civil
Accounts Organization are not processing the willingness being submitted by the
Senior Accountants for years together resulting the offices to suffer without
the AAOs and the senior most Senior Accountants despite being eligible for
promotion are forced to retire without having a single promotion in their
entire service career. There are glaring examples from CBDT, Ministry of
Finance, CAPD and many other offices where the willingness were not processed
for more than a year. Not only this,
some of the authorities are not processing the willingness of the Senior
Accountants at all. Such authorities are CBEC, Ministry of Health & Family
Welfare and Ministry of External Affairs etc. Moreover, the CGA Office has
devised a rule setting aside the guidelines of the DOP&T that the Senior
Accountants retiring within less than three months period shall not be granted
even the adhoc promotion while the Principal Accounts Offices and CGA office
are delaying the processing of the promotion cases on technical grounds. This
problems needs to be resolved immediately.
Further,
as per DOPT guidelines in OM No. 28036/8/87-Estt. (D), dated 30th March,
1988-“where the appointing authority is not the Ministries, the authority
competent to approve adhoc appointments may be decided by the Administrative
Ministries themselves. The competent authority so authorized by the Ministries
should be one level higher than the appointing authority prescribed for the
post.” Therefore, adhoc appointments can be continued till three years at the
level of AAO and CGA is competent to grant approval for continuation of adhoc
appointment beyond the period of one year.
We therefore,
request you to kindly consider our above suggestions and take favorable
decisions on them as these would serve the interest of both department and
employees simultaneously.
