Association.
Sir,
I have been directed to state that
National Executives meeting of this Association held on 18th &
19th June 2018 has observed with extreme disappointment that, even
after a year of taking change of the office of CGA, the present Controller
General of Accounts has not convened a single meeting with the National
Executive of All India Civil Accounts Employees Association. All India Civil
Accounts Employees Association is a recognized Association and no earlier CGA
had taken such a position. They had
convened regular meetings with the National Executives of All India Civil
Accounts Employees Association and always endeavored to resolve the grievances
of the employees.
The, meeting of the National
Executives therefore, adopted a fresh Charter of Demands and directed me to
forward the same to you with the request
of convening the meeting with the National Executives of the Association
without further delay.
I am therefore, enclosing herewith
the charter of demand and request you to kindly convene the meeting at your
earliest convenience.

of Demands of AICAEA finalized by National Executive Meeting held at New Delhi on 18th & 19th
June, 2018
1.
Immediate
submission of Cadre Review Report of Gr. B & Gr. C Officers and Employees
and immediate implementation thereof after discussion with the Co-ordination
Committee of Civil Accounts Officers’ & Employees’ Associations.
2.
Filling
up of vacancies in all cadres.
3.
Implementation
of 7th CPC recommendation and grant corresponding G.P of Rs. 4,600/-
to Sr. Accountants (Level-7 of Pay Matrix).
4.
Grant
of Promotion to all eligible MTS to the post of LDC as one time measure.
5.
Grant
of promotion to the eligible Senior
Accountants to the post of AAOs against
existing 10% promotion Quota and Ad-hoc
Promotion in terms of C.G.A. Orders Dt. 31.12.2016 as discussed in the letter
No:- AICAEA-AICAEA Cat-II/HQ/A-2/2018/156 dated 09.05.2018.

Issuance
of orders of enhanced Qualification Pay on passing Departmental Confirmatory Examination
of Accountants and AAO© passed candidates as per 7th CPC recommendation.

regular promotion and implementation of MACP on the due date of the incumbents
in all cadres.

bringing back/ allotment of work for newly formed RPAO, Jute Cell (Under RPAO
Textiles), Min of Commerce as per provisions of CAM.

facility to AICAEA like all other Central Govt. Departments.

11. Discussion of the proposal of
Association on restructuring of AAO (Civil) Examination.

transfer policy for AAOs by holding dialogue with employees & officers Associations
and implementation of the existing policy transparently without any
discrimination.

Departmental Qualifying Examination 2017 under Rule 5(3) of CCAS (Lower

15. Counting of service for grant
of benefit of II ACP to Sr. Accountant appointed as Accountant–
(a)
From
the date passing departmental competitive examination conducted by SSC.
(b) From the 1st July of the next
year of passing open examination conducted by SSC as per orders of DoPT and
MHA.
16. Removal of injustice to newly
recruited Accountant in the matter of granting 1st increment through
rectification of the procedure of Departmental Confirmatory test.
17. Grant of two financial up
gradation to MTS under ACP scheme who had completed 24 years of service before
implementation of MACP Scheme as has been done by the O/o the Pr. Of Audit and

Subject: - Removal
of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in
the Civil Accounts Organization.
Sir,
I have
been directed to invite your kind attention to our letter No:-
AICAEA/HQ/A-2/2017/77-79 dated: 31.01.2017 addressed to CGA and duly endorsed
to your office wherein we had given our observations and views on the letter No. 200/13-C/Admn/MHA/2016-17/9034-35 dated
03-11-2016 of your office on the above-mentioned subject (forwarded vide your
office letter No.A-11019/25/2011/MF.CGA(A)/NGE/AICAEA-HQ/384 dated 21-11-2016
of CGA office). It was observed by us that, by not allowing the grade Pay of
Rs. 4600/- to the erstwhile Inspectors (Ministerial) of Pay and Accounts
Office, CRPF, New Delhi who were encadered in to CCAs cadres as Senior
Accountants, the Principal Accounts Office, Ministry of Home Affairs has in
fact denied one of the benefits of MACPs to this category of employees now
working as Senior Accountants.
The encadrement
in PAO, CRPF, New Delhi was done in public interest in pursuance of the
decision taken by the Ministry of Home Affairs, Government of India and
circulated vide CCA, Ministry of Home Affairs vide Office Memorandum No.
45024/7/2009-Pers II dated 12-10-2009.
The matter of
anomaly is that, the erstwhile Inspectors (Ministerial) who were drawing the
grade pay of Rs.4600/- till the date of their encadrement as Sr. Accountants
had been denied this grade pay and were placed in the Grade Pay of Rs.4200/-
from the date of their encadrement with the condition that the difference in
their grade pay would be paid as personal pay to them and it would to be
absorbed in future increments- which was not permissible under CCS (RP) Rules,
2006.
On the other
hand, their juniors in the rank of Sub-inspectors who were granted the benefit
of II MACP by their previous employer i.e. authorities of CRPF were allowed to
continue with the Grade Pay of Rs. 4600/- even after their encadrement as Sr.
Accountants.
As such, the
Senior Accountants who were erstwhile Sub Inspectors are getting three
financial upgradations, first to the grade pay of Rs:-4200, second to the Grade
Pay of Rs. 4600/- and third to the grade pay of Rs. 4800/- while their seniors
who were erstwhile Inspectors (Ministerial) are reaching the to the grade pay
of Rs. 4600/- on completion of thirty years of service.
Erstwhile Inspectors (Ministerial) in the CRPF had entered the
Government service in the posts of ASI (Ministerial) in the Pay Scale of Rs.
4000-100-6000(as per 5th CPC) and in the Grade Pay of Rs. 2800/-(as
per 6th CPC). Therefore, in
terms of the DOPT orders No. 35024/7/2009-Estt. (D) dated 19/05/2008, three
financial upgradations under MACPs for this category of employee shall be as
under-
1.
First upgradation
to the Grade Pay of Rs. 4200/- on completion of ten years.
2.
Second upgradation
to the Grade Pay of Rs. 4600/- on completion of twenty years.
3.
Third upgradation
to the Grade Pay of Rs. 4800/- on completion of thirty years.
The provisions of the DOPT orders
dated 04.10.2012 on MACP quoted in the para (iv) of the Principal Accounts
Office, Ministry of Home Affairs office letter No. 200/13-C/Admn
/MHA/2016-17/9034-35 dated 03-11-2016 deals with the cases of inter
departmental transfers including unilateral transfer cases. Whereas the O. M.
No. 200/61/CRPF/Pr.AO/MHA/2010-11 dated 14th March 2011 issued by
the office of the Chief Controller of Accounts, Ministry of Home Affairs in
pursuance of the Ministry of Home Affairs Office Memorandum No.
45024/7/2009-Pers II dated 12-10-2009 conveyed that the Pay and Accounts
Office, CRPF shall form the part of the Civil Accounts Organization and
officials working in the Pay and Accounts Office, CRPF shall be absorbed/
inducted(not transferred) in to the Civil Accounts Organization in the interest
of service and their pay band grade pay shall be adjusted. Hence, transfers
from one department to another department and lateral induction/absorption due
to amalgamation of the departments are two different conditions and the
provisions of MACP quoted by Principal Accounts Office, Ministry of Home
Affairs are not applicable here.
Therefore, the Senior Accountants
and erstwhile Inspectors (Ministerial) of PAO, CRPF who have been denied one of
the MACPs benefits may kindly be allowed the Grade Pay of Rs. 46OO/- A as II
MACP so that they are ensured three financial upgradations under MACP s.
We request you to kindly take early favorable decision in this respect.

Subject:- Gradation list of Lower Division Clerks (LDCs) as on
15.01.2018 in CCAS cadre under CGA office – Reg.
Sir,
Attention
of this Association was invited to the OM No:-
A-11019/46/2017-18/MF.CGA(A)/NGE/ Pro/Acctts/Vol.I/78 dated 2nd May,
2018 on above mentioned subject which claimed the O.M. as a gradation list of
LDCs. On examining the contents of the O.M., we have observed the following:-
1. As per the clause 2(b) of CCAS (LDC Gr.C) RR
2010, the LDC cadre is a decentralized cadre of different
Ministries/Departments. Therefore, it has not been understood, how a centralized
gradation list of LDCs has been issued by the office of Controller General of
Accounts.
2. The format used for preparing the gradation
list of LDC cadre is deficient of several columns which are required to be
there as per Government prescribed standard proforma for gradation list.
3. As per the annexure to the CCAS (LDC Gr-C
Post) Recruitment Rules, 2010, total number of posts of LDCs in the Civil
Accounts Organization is 717 (seven hundred and seventeen) only whereas in the Gradation
List names of only 249 LDCs have been published.
As such, a serious confusion has
arisen among the Civil Accounts
Employees after issuing the above mentioned O.M. by your office and I have been
directed to request you the following:-
1. Centralization of all cadres under Controller
General of Accounts for all purposes being the long standing urge of this
Association, and as has been proposed by the Association to the Internal Cadre
Review Committee of CGA office, a decision in this respect may be taken for all
other cadres like MTS, Accountant / Senior Accountant and DEO in addition to the cadre of LDC and the
Recruitment Rules may be amended accordingly.
2. If any order has been issued by the Government
changing the proforma for gradation list, a copy of the said order may kindly
be forwarded to the Association.
3. If the sanctioned strength of LDCs has been
reduced by 468 posts, a copy of the orders issued in this respect may kindly be
provided to the Association so that it could be followed by dialogue between
the authorities and the All India Civil Accounts Employees Association for the
purpose of adjustment of surplus LDCs appropriately.
We
shall therefore, be very thankful if a reply to this letter along with the
copies of the documents requested for is forwarded to this Association at an
early date.
