DECISIONS OF THE FEDERAL EXECUTIVE
MEETING HELD ON 18TH & 19TH JUNE 2018

A well attended Federal Executive meeting of the National Federation of Civil Accounts Associations (NFCAA) was held in Delhi on 18th & 19th June, 2018 after the inauguration of the Central Office of the All India Civil Accounts Employees Association at Room No:- 351, Loknayak Bhawan, Khan Market, New Delhi on 18th June 2018.
The Federal Executive meeting was presided over by a presidium composed of Com. Ravinder Kumar, Working President, NFCAA, Com. Ajit Huparikar, President, AICAEA and Com. Chinmay Mukhapadhyay, President, AICAEA Cat-II.
At the very outset, the meeting reviewed the decisions taken in the last Federal Executive meeting held in Mumbai on 4th & 5th April 2018. Com. V. Bhattacharjee, Secretary General, NFCAA placed the issues discussed in the last federal council meeting. He stated that the decisions taken in the last Federal Executive meeting was reported in the Circular No. 6 dated 26.04.2018 of NFCAA. The prime subject of the said meeting was finalization of approach of National Federation of Civil Accounts Association (NFCAA) on Cadre Review proposals. According to the decision of the meeting, the Cadre Review proposals have been submitted to the Internal Cadre Review Committee of CGA office both by All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Cat-II after streamlining everything with All India Association of Pay and Accounts Officers (Civil) on the platform of Co-ordination Committee (COC) of Civil Accounts Employees & Officers Associations. As regards other departmental demands, it was decided to submit separate letters by both Associations to Controller General of Accounts demanding meeting. It was also decided that no formal meeting with the National Executives of the Association shall be accepted with an officer below the rank of Addl. Controller General of Accounts. In order to enhance the membership and subscription, Branches and Units (in respect of AICAEA) had been given appropriate directives. On the matter of recognition to All India Civil Accounts Employees Association Cat-II, it was decided to write a detailed letter to Controller General of Accounts enclosing the evidential documents as the Association is having more than 20% members. As regards Foreign Service of Secretary General, it was decided that the Delhi based office bearers shall take decision observing the situation. The 8th Federal Council meeting was decided to hold at Bangalore. Regarding discrimination with the MTS, it was decided to write a protest letter to Controller General of Accounts which shall be prepared by the additional Secretary General.
After the review, the meeting took up the fresh agenda items for discussion.
1. Pendency of Departmental Demands and not holding meetings by Controller General of Accounts:-
The federal executive meeting observed that, it is more than year the present CGA is holding the office, but he has not convened any meeting with the recognized Association like All India Civil Accounts Employees Association and All India Association of Pay and Accounts Officers (Civil) which is totally unconventional and hence untenable. The meeting therefore decided that, though some of the agenda items have been submitted to the Departmental Council (JCM), Ministry of Finance for the meeting by the All India Civil Accounts Employees Association but there are various issues pending for settlement and hence, both All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Cat-II shall submit their demands to CGA seeking formal meeting with the National Executives of the Associations. The meeting had formed a sub-committee comprising Com. B. Sitaram (Chennai), Com. K.K. Yadav, (Delhi) with, Com. P.K. Acharya (Kolkata) as its convener to work out the items for Charter of Demands.
The finalized Charter of Demands has been submitted to CGA by the All India Civil Accounts Employees Association on 10th July 2018.
The Problems facing by the Employees of erstwhile PAO, Supply, Kolkata Placed in the office of Jute Commissioner, Kolkata was discussed and it was decided to take up the matter with the appropriate authorities.
2. Cadre Review:
No progress on Cadre Review was observed by federal executive meeting. It is more than seven months; the Internal Cadre Review Committee has not submitted their proposal to CGA so far.
In view of this situation, the meeting endorsed the decision taken by the Co-ordination Committee (COC) Civil Accounts Employees & Officers Associations and called up on the members to participate in the programmes.
3.  Restructuring of AAO (Civil) Examination:-
The meeting was of the opinion that basically the All India Civil Accounts Employees Association is the stake holder as the members of All India Civil Accounts Employees Association are the exclusive candidates for the AAO (Civil) Examination. Hence CGA authorities, like previous occasions should hold formal meeting with the National Executive of All India Civil Accounts Employees Association.
It was decided by the meeting that, as per the deadline for submission of proposal within 30th June 2018 the All India Civil Accounts Employees Association shall submit its proposal and the proposal shall be prepared on the basis of the suggestions received from the members.
Accordingly a delegation comprising Com. V. Bhattacharjee, Secretary General, Com. Ravinder Kumar, Finance Secretary and Com. K.K. Yadav, Asstt. Secretary General, AICAEA handed over the proposal of the Association to CGA on 29th June 2018. (The document has already been circulated separately).
4. Transfer Policy of AAO (Group B) Gazetted Officers:-
The office of Controller General of Accounts vide a circular dated 19th April 2018 had requested All India Civil Accounts Employees Association to submit its views on the proposal for review of existing transfer policy in Group B Officers. Accordingly the All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Cat-II have submitted their proposals to Controller General of Accounts on 5th May 2018 demanding dialogue on the issue.
But no response has been received from Controller General Accounts Office. The meeting decided to take-up the matter with Controller General of Accounts.
5.   COC of Civil Accounts Employees & Officers Associations demands and functioning:
This is an effective and successful common platform of the officers and employees of Civil Accounts Organization. This platform has changed the direction and movement of the officers and employees movement in civil accounts organization. The COC had met in Delhi on 18th June 2018 in Delhi. The meeting had decided to adopt a common charter of demands in addition to the demand of immediate Cadre Review. The COC meeting had also decided to submit the Charter of (Common) Demands to Controller General of Accounts on 26th June 2018 and in the event of no response from CGA within 10th July 2018 following action programmes shall be organized.
1.     Day long Dharna at all stations on 12th July 2018.
2.     Black Badge wearing on 7th August 2018 and two days continuous Dharna from 8th to 9th August 2018.
The meeting of the federal executives endorsed the call and appealed to all members to make the programmes totally successful.
It has also been decided to organize joint tour programme as per the decision of the COC.  The programme shall be worked out and circulated separately.
6. Implementation of decision of Confederation:-
The National Convention of Central Government Employees was held under the auspices of Confederation of Central Government Employees & workers at Hyderabad on 10th June 2018 in support of scrapping of NPS and other 9 Demands. Nearly one thousand Central Government Employees from entire country had attended the Convention. Apart from the leaders of Civil Accounts from Hyderabad, Com. Ajit Huparikar, President (Hyderabad), Com. B. Sitaram, Working President (Chennai), Com. Ajay Kumar Patole, Addl. Secretary General (Mumbai) AICAEA and Com. Amol V. Sule, Secretary General (Mumbai), AICAEA Cat-II took part in the Convention and spoke on behalf of their respective Associations and COCs concerned. The convention took a series of agitational programmes including one day strike on 15th November, 2018.
The meeting of the Federal Executives endorsed the decisions taken by the National Convention. The meeting however, resented the omission of participation of representatives of the Associations of Civil Accounts from the report of the Confederation and directed the Secretary Generals of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Cat-II to convey the disappointment of the meeting to the Secretary General of Confederation of Central Government Employees & workers.
7. Organizational Matters:
i) Recognition to category-II:- the meeting noted that as per the record and report sent by DDOs and  also in terms of other relevant records, the AICAEA Cat-II is having nearly 21% membership and therefore, the Association being the second major Association is eligible for recognition under CCS(RSA) Rules 1993. But, unfortunately the office of Controller General has created three reports from one of membership verification. Initially they disclosed the membership of the Associations   as 18.15 percent. Then they brought it down to 17.03 percent and finally made it as 13.44% by suppressing the figures and documents forwarded by the nodal authorities from the field offices and on one plea or the other, they are refusing recognition to the Association.
The attitude of CGA office was taken very seriously by the meeting. The meeting directed the Secretary General, AICAEACAT II to write a detailed letter to CGA enclosing full proof and documents without any further delay. The meeting also directed the AICAEA CAT II to take all other necessary actions required for achieving the recognition.
Accordingly, the AICAEA CAT II has handed over the letter to CGA on 10th July 2018 while the meeting was convened by the authorities with COC representatives to hold preliminary dialogue on 25 point Charter of demands.
ii) Enhancement of membership and Foreign Service of Secretary General:- The meeting decided that, steps should be taken to enhance the membership base by reaching to the members physically.
Regarding remittance of membership subscription, the meeting once again directed the Branches and Units to request the DDOs to send the details of deduction particulars to Central Headquarters and Branches concerned. 
On the issue of revival of Foreign Service of Secretary General, the meeting decided to take necessary steps. The meeting directed Secretary General to take action in this regard.
iii) Unit and Branch Conferences and Branch level Women Convention:-The meeting called upon the members to revive/strengthen the Branches and Units.  The meeting stressed that, if there is no Unit and Branch and if those do not function properly in a democratic manner, organization cannot be strong and without the strength of the organization no demand can be achieved. Moreover, when Units and Branches reach to weak bonding or their connectivity get loosen, all anti-employee forces garner strength to destroy the unity of the employees and start working as agents of the authorities which we are now seeing in the Civil Accounts Organization.
All Branches have therefore, been directed by the meeting to initiate urgent steps to remove sluggishness in functioning and infuse liveliness in them. The Branches which do not have Women subcommittees may form those immediately. In the mean time some Units of N. E. Branch have held their Unit Conferences which is a good action.
iv) Time schedule for Central office functioning : For improvement in the functioning and developing better connectivity with the members, it has been decided by the meeting that, for the  National level Office Bearers available in Delhi and the Committee Members of Delhi Branch, a schedule for attending and sitting in the Office of Central Office of the Association in Loknayak Bhawan, New Delhi will be prepared and they shall have to follow the same to strengthen the Association in Delhi in particular.
iv) 8th Federal Council Meeting of NFCAA at Bangalore:- It has been decided by the meeting to hold the 8th Federal Council Meeting of NFCAA AT Bangalore. The preferable dates shall be 3rd to 5th October 2018.  Regarding extending organizational and financial support to the host branches were worked out and Com. Prasanna Kumar, Assistant Secretary General (Bangalore) was requested to convey the decisions of the meeting to the Branches and guide the Branches. It was further decided that, Secretary Generals of AICAEA and AICAEACATII shall also visit Bangalore.  
Before conclusion of the meeting, Com. Chinmay Mukhapadhyay, President, AICAEA Cat II had placed a note on the practical difficulties facing by the Pay and Accounts Offices in their routine functioning and it was decided that, the issue shall be discussed in the next meeting.
 Thereafter the meeting was declared as over.
