Subject: - Minutes of the Meeting held on 10.07.2018 at 3.00
P.M. with National Executive Members of All India Civil Accounts Employees
Association and All India Association of Pay and Accounts Officers (Civil)-reg.
Sir,
After careful examination of the
OM No:- A11019/25/2018/MF.CGA/NGE/AICAEA/269 dated 11th July, 2018
on the above mentioned subject, the Co-ordination Committee was disappointed to
find that the issues discussed under a broader spectrum and assurances offered
to the representatives of the Associations have not been reflected in the
minutes issued by the office of Controller General of Accounts.
In fact no pointed discussion was
held on any of the issues as mentioned in the minutes of the meeting. Apart
from the listed items, discussion on the issues relating to restructuring of AAO
(Civil) Examination, conducting regular examinations for all grades,
continuation of 10% promotion of Senior Accountants, grant of benefit of grade
pay of Rs. 5400 w.e.f. 01.01.2006, improvements in promotion prospects in
general, Transfer Policy and rotational transfer policy were also the part of
the discussion.
The assurances of official side with
regards to the finalization and forwarding of recommendations for cadre review
of Group B&C cadres to Ministry of Finance within a month’s time, convening
full-fledged official meeting with the National Executives of constituent
Associations of Co-ordination Committee on the pending demands within a
fortnight and convening a separate meeting exclusively on Restructuring of AAO
(Civil) Examination are absent in the resume’ of the meeting.
Moreover, the last para of the
minutes is a foreign substance as no remarks of such type were made by the
official side or by the Chairperson in the meeting.
The Co-ordination Committee is
also surprised to note that, while the CGA authorities convened the meeting to
develop a mutual understanding between the official side and the Co-ordination
Committee on one side, so that the Co-ordination Committee may not resort to
the organizational action of Day Long Dharna on 12th July 2018, they
have issued OM No:- A11019/25/2018/MF.CGA/NGE/AICAEA/269 dated 11th
July, 2018 on the other side threatening the employees to desist from dharna. This
was uncalled for as it is a reflection of lack of confidence of official side
on bilateral dialogues and a breach of mutual trust.
However, the Co-ordination
Committee being the representatives of responsible employees organizations
stands by its assurance and in terms of the understating received from the
discussion of 10th July 2018, it has directed its state/station level
committees not to organise dharna on 12th July 2018.
But at the same time, the
Co-ordination Committee shall also prefer to convey that if no tangible action
is taken by the authorities as per the assurances offered in the meeting of 10th
July 2018, the Co-ordination Committee shall be compelled to resume the
organizational actions.

Subject: - Discussion on the Charter of Demands of the
Co-ordination Committee.
Sir,
The apex level Co-ordination
Committee of Civil Accounts Employees and Officers Associations offers its
thanks to the authorities of CGA office and the Joint Controller General of
Accounts in particular who had kindly invited the representatives of the
Associations on 10th July 2018 and discussed with them with the
endeavor to resolve the pending demands of the officers and employees across
the table though mutual dialogue.
However, the Co-ordination
Committee regrets to record here that the Sr. AO (NGE) who is always maintaining
a prejudiced approach against the Associations functioning under this Coordination
Committee had subsequently vitiated the pleasant atmosphere generated by diluting
the positive gesture shown by the Jt. CGA and denying to carry out the
follow-up actions on the understanding arrived at in the meeting.
The Co-ordination Committee therefore,
records its strong protest against the approach of Sr. AO (NGE) and solicits
appropriate action on the matter.
