Subject: - Non-merger of PAO, ISP and PAO, CNP, Nashik – request
regarding.
Sir,
I
would like to bring it to your kind information that, there are 2 (two) PAO
Offices functioning at Nashik under CCA, Ministry of Finance viz. PAO, CNP and
PAO, ISP at Nashik Road. As per the existing scenario, sanctioned strength of
both the offices is 1 PAO/Sr. AO, 2 AAOs, 6 Accts/Sr. Acctts and 1 MTS
respectively. Presently, working strength of both the offices is 1 PAO, 1 AAO,
2 Acctts/Sr. Acctts only.
As
the Cadre Review of Civil Accounts Organization is under process, it is
understood that the proposal is under consideration at CCA, Ministry of Finance
for merger of both the PAOs i.e. ISP and CNP, Nashik into one PAO with
sanctioned strength of 1 PAO/Sr. AO, 1 AAO, 3 Acctts/Sr. Acctts and one MTS.
Proposal is at final stage and is going to be recommended by O/o CCA, Ministry
of Finance to the Internal Cadre Review Committee of your office.
Though,
it is agreed that, after corporatization of mints and Presses, work load has
drastically reduced but quantum of Pension cases involved in e-revision was
huge. 5775 cases in PAO, CNP and 6969 cases in PAO, ISP and revision of these
cases was herculian task which is still under process in PAO, ISP. In addition,
there are substantial numbers of family pension cases pertaining to
widowed/divorced/unmarried daughters are in receipt at PAO offices for
authorization. All these pension files are being managed by PAOs of ISP and CNP,
Nashik separately. Both the departments i.e. ISP and CNP are separate entity
and working independently with separate HODs.
As
the proposal is under consideration for merging of both the PAO i.e. ISP and
CNP in to one, this move will not only reduce the sanctioned strength in each
cadre but it will be very difficult to manage such huge records of both the
offices at one place consequent on merger of the offices.
We therefore, request you to kindly direct the Internal
Cadre Review Committee of your office to examine the contents of this letter
and take a decision in consultation with the Chief Controller of Accounts,
Ministry of Finance keeping in consideration the interest of organization and
its employees.

You are aware that, due to our
persistent struggle, the Controller General of Accounts had amended the
Recruitment Rules of erstwhile JAO/AAOs cadre in 2000 and reserved 10 percent
posts in the cadre of JAO for promotion of Senior Accountants on seniority
basis.
After implementation of 6CPC the
office of the Controller General of Accounts vide para 2 of
the O.M. No:-A-60015/1/2008/MF.CGA (A)/NGE/Pay Com/29 dated 2nd June
2009 had re-designated
JAO-AAO as AAO and took the decision of granting promotion to Senior
Accountants as AAOs against 10% posts of AAOs. But after November, 2014 the office
of the Controller General of Accounts had discontinued promotion to Senior Accountants
as AAOs under 10% promotion quota on the plea that DOPT had raised objection.
When we raised our objection to
the stand of Controller General of Accounts and demanded for continuation of
promotion of Senior Accountants through organizational actions, the office of
the Controller General of Accounts Office vide its letter dated 15.10.2015 had
assured us that, in order to ensure that career prospects of the Senior Accountants
(who are basically retiring in the cadre in which they are being recruited) are
not stalled, it shall create the posts of Supervisor (Accountants) and at the
time of amending the Recruitment Rules for AAOs, the RR for Supervisor (Accountants)
shall also be adopted and notified along with the RRs of AAOs.
But, no action by the Controller
General of Accounts was taken within last three years. Though the office of
Controller General of Accounts has been processing for the amendments in the
RRs of AAO but it has not taken any step to frame the Recruitment Rule of
Supervisor (Accounts).
Due to our persistent
persuasion, the Controller General of Accounts had agreed to grant adhoc
promotion to all eligible Senior Accountant and a fresh order in this respect
was issued by the office of the Controller General of Accounts on 30th
December, 2016. But, this order has not been implemented in its true spirit and
in violation of all rules, the office of the Controller General of Accounts is
refusing promotions to many of the Senior Accountants on the ground that they
are retiring within less than three months service while entire problem is a
byproduct of the mishandling of the requests or recommendations for adhoc
promotions and delayed processing of those by the Heads of Departments.
In February 2017, it was attempted by the then Controller
General of Accounts to fill up 643 vacant posts of AAOs on deputation basis
instead of granting promotions to eligible employees of Civil Accounts
Organsiation and all requests of the Association in this respect was discarded
by the said Controller General of Accounts and her team of officers.
However, by resorting to continuous demonstration and two days hunger strike on
27th & 28th February, 2017 we could be able to compel
the Controller General of Accounts to retreat from the approach of bringing
persons on deputation.
In the meeting between the
official side of the office of Controller General of Accounts and the National
Executive of All India Civil Accounts Employees Association held on 16th
August, 2018, both the issues of granting promotion under 10% promotional quota
and adhoc appointment to Senior Accountants as AAOs were discussed. But, there was
not much headway in this regard. Moreover, the minutes of the meeting has not
also been finalized by the official side so far.
In view of the huge financial
loss and social degradation of Senior
Accountants for last three years, the Central Headquarters of All India Civil
Accounts Employees Association has issued a letter vide No:- AICAEA/HQ/A-2/2018/406-407
dated 10.09.2018 to the Controller General of Accounts demanding the following-
1. Since neither the Recruitment Rules, 2000 for Junior Accounts
Officers and Asstt. Accounts Officers has been amended nor the Recruitment
Rules for Supervisor (Accounts) has been framed for last three years and the
Senior Accountants eligible for promotions as Assistant Accounts Officers under
10% promotion quota as par the provisions of the Junior Accounts Officers and
Asstt. Accounts Officers Recruitment Rules, 2000 were not granted promotion as
Assistant Accounts Officers despite existence of vacancies under the specified
promotion quota, all of them may be granted promotion as Assistant Accounts
Officers immediately.
2. The process of granting promotion to Senior Accountants as
Assistant Accounts Officers under the 10% promotion quota may be continued till
the Recruitment Rules for Supervisor (Accounts) is framed and implemented so
that the promotions of the Senior Accountants are not stalled abruptly.
It has further been decided
that,
1.
All
Senior Accountants who have not been granted promotion as AAOs under 10%
promotion quota despite being eligible shall submit individual representations
to the Controller General of Accounts through proper channel and endorse the copies of their representations to
Central Headquarters of All India Civil Accounts Employees Association through
their respective Units and Branches.
2.
The
copies of representations should reach to central headquarters of AICAEA within
25th September 2018.
3.
If
the authorities do not respond, we shall have to go for the legal course of
action.
The draft of the representation
is annexed to this Circular. It should be neatly typed and then submitted to
the authorities with proper signature etc. and advance copy should also be sent
to CGA.
All Branches and Units are
requested to give wide publicity of this Circular among the members and guide
them for processing their representations.

Senior Accountants as Assistant Accounts Officers under 10% promotion quota.
Sir,
I have been directed to refer
the subject mentioned above and draw your kind attention to the following few
lines for your kind perusal and favorable action:-
1.
In persuasion of Ministry of
Finance, Government of India Notification dated 29.08.2018, the office of the
Controller General of Accounts vide para 2 of the O.M. No:-A-60015/1/2008/MF.CGA
(A)/NGE/Pay Com/29 dated 2nd June 2009 had conveyed the following
decisions-
(a)
The cadre of Junior Accounts Officer and
Assistant Accounts Officer would be re-designated as Assistant Accounts Officer
and classified as Group “B” Gazetted.
(b)
Till such time, the new Recruitment Rules are
framed, the promotions to the new cadre of AAO would be made in terms of
existing RRs of JAO cadre.
2.
As per (i) & (ii) of
colum 12 of the Central Civil Accounts Service (Junior Accounts Officer and
Assistant Accounts Officer) Recruitment Rules, 2000 placed in the website of
the Controller General of Accounts, Ministry of Finance, Department of
Expenditure-
(i)
90% posts in the grade of
Junior Accounts Officer shall be filled by promotion on seniority- cum-fitness from
a common seniority list to be drawn up and maintained by the Controller General
of Accounts of persons who have passed Junior Accounts Officers (Civil)
Examination,
and
(ii) 10% of posts in the grade of Junior Accounts
Officer shall be filled up by promotion from common seniority list to be drawn
up and maintained by Controller General of Accounts of senior Accounts who have
rendered not less than 10 years service in the grade on selection-cum-seniority
and who have crossed the age of 53 years as on 1st January of the
year.
3.
In persuasion of the decisions
conveyed through the O.M. number referred in point 1 above, your office had granted
promotions to the grade of Assistant Accounts Officer to the eligible persons
till November 2014 in application of the provisions laid down in (1) & (2)
of the colum 12 of Central Civil Accounts Service (Junior Accounts Officer and
Assistant Accounts Officer) Recruitment Rules, 2000 stated in the point No. 2
of this letter.
4.
From December 2014 onwards,
your office has stopped granting promotions to the eligible persons in
application of the provisions (2) of column 12 of Central Civil Accounts
Service (Junior Accounts Officer and Assistant Accounts Officer) Recruitment
Rules, 2000.
5.
This Association was however,
given to understand by your office vide letter dated 26.10.2015 that, in order
to recognize the services being rendered by the Senior Accountants and to ensure
continuation of their career advancements, a separate method for promotion of Senior
Accountants shall be adopted by your office through issuing of Notifications of
Recruitment Rules for Supervisor (Accounts) and AAOs simultaneously. But it
is three years now, your office has not even circulated the draft Recruitments
Rules for Supervisor (Accounts).
Due to above narrated
situations, hundreds of eligible Senior Accountants have not got the due
benefit of promotions as Assistant Accounts Officers from December 2014 onwards
and many of the Senior Accountants have even retired from service while nearly
50% (fifty percent) posts of Assistant Accounts Officers in the Civil Accounts
Organization are lying vacant for last four years and the senior most Senior Accountants
working in the field formations are
shouldering the additional work loads of vacant posts of Assistant Accounts
Officers.
Under the above circumstances
and in pursuance of the point No. 3 of our letter No.
AICAEA-AICAEACATII/HQ/A-2/2018/156 dated 9th May 2018, we would like
to request you the following-
1.
Since neither the Central
Civil Accounts Service (Junior Accounts Officers and Asstt. Accounts Officers)
Recruitment Rules, 2000 has been amended nor the Recruitment Rules for
Supervisor (Accounts) has been framed for last three years and the Senior Accountants
eligible for promotions as Assistant
Accounts Officers under 10% promotion quota as par the provisions of the Central
Civil Accounts Service (Junior Accounts Officers and Asstt. Accounts Officers)
Recruitment Rules, 2000 were not granted promotion as Assistant Accounts
Officers despite existence of vacancies under the specified promotion quota,
all of them may kindly be granted promotion as Assistant Accounts Officers
immediately.
2.
The process of granting
promotion to Senior Accountants as Assistant Accounts Officers under the 10%
promotion quota may be continued till the Recruitment Rules for Supervisor (Accounts)
is framed and implemented so that the promotions of the Senior Accountants are not
stalled abruptly.
This Association shall be
extremely thankful to you, if you kindly appreciate the sufferings of the
Senior Accountants in the shape of both financial loss as well as social
degradation, and provide them justice by taking early favorable actions on the
requests made through this letter.
