Decisions of the meeting of apex level Co-ordination Committee of Civil Accounts Employees & Officers Associations was held at Nagpur on 11th February, 2019

Dear Comrades/Friends,
As scheduled, the meeting of the apex level Co-ordination Committee of Civil Accounts Employees & Officers Associations was held at Nagpur on 11th February, 2019. More than 30 (thirty) National/Federal Executive Members representing All India Association of Pay and Accounts Officers (Civil), National Federation of Civil Accounts Associations, All India Civil Accounts Employees Association and  All India Civil Accounts Employees Association Category-II from different parts of the country had taken part in the meeting.
The meeting was presided over by a presidium composed of Com. Chinmay Mukhopadhyay, President, AICAEA Cat-II and Com. M.P. Deshpande, President, AIAPAO (Civil), Nagpur Branch with the concurrence of the House.  
Agenda items no:- 1&2 Review of the status of pending demands of COC and Next course of action to be taken.
These two agenda items were taken up in a composite from. At the very outset, Com. V. Bhattacharjee, Secretary General, AICAEA, NFCAA and Joint Convener apex COC, Com. A. B. Sunil Kumar, Secretary General, AIAPAO (Civil) and Joint Convener, apex COC and Com. Amol V. Sule, Secretary General, AICAEA Cat-II and President, NFCAA made their submissions in the form of initiation of discussion. While initiating the discussion, they brought it to the notice of the house that, the demands of all the Associations are pending due to adamant, indifferent and anti-employee attitude of the Controller General of Accounts in particular.
It was reported by them that, it is none other than the Controller General of Accounts himself who is not resolving the issues of the employees and officers of Civil Accounts organization while rest of the officers of CGA office and other Civil authorities are vastly responsive. They are interacting with the representatives of Associations as and when approached. Not only this, they are also endeavoring to resolve the issues referred by the Association to their best possible way.
But, for the last twenty one month’s i.e. the period from taking over charge of present Controller General of Accounts on 1st May, 2017, he did neither meet formally with the National Executives of any of the Association nor held any meeting with the understanding of settling the demands of the Associations through mutual dialogue apart from an initial courtesy meeting. Several requests were made by the Co-ordination Committee and its affiliated Associations to the present Controller General of Accounts formally to hold meeting with the National Executives of the Associations, but he did not even acknowledge those letters.
The present Controller General of Accounts had refused to accept the invitations to the All India Conferences of the affiliated Associations the Co-ordination Committee even as a Chief Guest. No earlier Controller General of Accounts had behaved in such a manner with the recognized service Associations and caused humiliation to the Associations and their members.
The present Controller General of Accounts is not following the Government of India instructions with regard to the facilities to be provided to the Associations. He is not following the instructions of DOPT and Ministry of Finance on extending the facilities provided under JCM Scheme to the recognized Service Associations. In fact he has discontinued all the functional facilities applicable to the recognized Associations under the provisions of Government of India instructions.
Not only above, the present Controller General of Accounts is not even implementing the policies prescribed by the Government of India and the policies adopted and implemented in the Civil Accounts Organization from time to time by the earlier Controller General of Accounts. The present Controller General of Accounts has stalled the rotational and tenure transfer policy of AAO and PAO in Civil Accounts Organization as a result of which hundreds of officers of these Cadres are suffering.
Though there are nearly a thousand vacancies in the grade of AAO, but the present Controller General of Accounts has halted the promotion of Senior Accounts at AAO under 10 percent promotion quota ignoring the provisions in the existing Recruitment Rules and thereby forcing the Sr. Accountants to retire without having their legitimate due promotion.
The present Controller General has paralyzed the departmental promotional examination system by not taking appropriate decisions at appropriate time due to which all the cadres are suffering and the lowest paid MTS employees are retiring in the same grade after serving in the same post throughout the entire service length. 
One after another frauds and syphoning of money from the ex-chequers of the Government is draining out due to faulty software of accounting procedure and it is causing the officers and employees to suffer extremely. But, the present Controller General of Accounts is not taking any measure to stop the frauds and protect the innocent officers and employees from such situations.
Though the All India Civil Accounts Employees Association Category II is having more than 21 percent membership and eligible for recognition as a second major Association as per the provisions of CCS (RSA), 1993, but the present Controller General of Accounts has been exhibiting his total disrespect towards the recognition of service Association rules by not extending the Recognition to the Association concerned.
 These apart, the present Controller General of Accounts  has not taken any tangible step during his twenty one month’s  tenure to ensure that the 1st Cadre Review of the Group B&C employees  is done, but at the same time in violation of DOPT norms he is  allowing to progress of  6th Cadre Review of ICAS officers.
On the basis of the above reporting’s, the representatives of the Associations present in the meeting were unanimous in opinion that though all the officers of Civil accounts organization are putting their best effort, but the present Controller General of Accounts is not at all acting as the head of the Civil Accounts organization which was never seen in the Civil Accounts Organisations in last forty years. The meeting therefore, with total disappointment expressed its’ loss of total confidence in the present Controller General of Accounts.
The meeting also noted that only due to unity among there three Associations and united struggle of officers and employees from 22nd to 24th January 2019 in the form of Black Badge Wearing and staging Day Long Dharna on 24th January 2019 in all stations of the country, Controller General of Accounts had directed his officers to negotiate with COC representatives on 24th itself. In the meeting on 24th, Joint CGA had requested the COC to withdraw its ongoing agitations and informed that the proposal of Cadre Review shall be furnished within 28th February, 2019 and forwarded to the Government with prior consultation with the representatives of the Associations. Further, the issues connected with restoring the facilities applicable to recognized Associations as per JCM scheme, granting recognition to All India Civil Accounts Employees Association Cat-II and other pending issues shall be settled bilaterally. But the meeting observed that the assurances given by the Jt.CGA shall not transform into reality without amendments in the approach of Controller General of Accounts who heads the Organisations. 
Under the above situation, the meeting took following decisions:-
1.        Seeking immediate intervention of the Government of India.
Since  the present CGA is  not at all  functioning like CGA  and  he is neither meeting recognized  associations nor  implementing the laid down policies of  Government/CGA office itself and he is not also addressing the problems of officers and employees, the Government of India shall be approached through a joint letter for meaningful intervention into the matter. 
2.      Poster campaign
Extensive poster campaign throughout the country  shall be resorted to from 1st March 19 onwards  demanding amendments in the approach  of the present CGA and settlement of all pending demands in addition to Cadre Review, recognition to AICAEA CAT- II and granting functioning facilities to the recognized Associations etc. 
3.      Two days mass Dharna on 12th & 13th March 19 in front of CGA office, New Delhi
Two days mass Dharna on 12th &13th March19 shall be held in front of the CGA Office New Delhi in which hundreds of member of affiliates of COC i.e. AICAEA, AICAEA CAT II and AIAPAO (Civil) from all stations shall participate.
4.      Protest demanding scrapping of NPS and restoration of OPS
The NJCA has given a call for observing 13th March, 2019 by organizing protest actions demanding reversal of NPS. This programmee shall also observe simultaneously on 13th February in front CGA office itself. 
The meeting also discussed the need for enhanced cyber security from hackers with suitable IT support at each PAO and decided to take up the matter jointly and make it a part of the above discussed agitational programmee. 

Agenda item No.3 Steps to be taken to strengthen the COC at all levels.
Due to paucity of time the meeting could not undertake a thorough review of this item. However, the meeting appealed upon the Branches of all affiliates of Co-ordination Committee to build up strong unity among the three Associations by strengthening the Branch/ Regional level COCs. The stations where the COCs exists should be further revitalized and the places where the COC are not functioning should be formed immediately.
