1.
IMMEDIATE IMPLEMENTATION OF 1ST CADRE REVIEW OF ALL GROUP B&C EMPLOYEES AND OFFICERS OF CIVIL ACCOUNTS ORGANIZATION AFTER TAKING INTO CONSIDERATION THE PROPOSAL SUBMITTED BY COC.
Proposal finalized. Altogether 176 posts shall be reduced.
MTS: -30% promotion prospects (15% on seniority-cu8m fitness and 15% on Department Examinations). Allowing graduate MTS to appear for Accountant Examination shall be considered.
LDC:- To be upgraded as Accounts Assistant to pay Level 4.
D.E.O:-Shall be merged with Accountant.
Acctt:-Demand of staff side for upgradation to pay Level 6 shall be re-considered.
Sr. Acctt:- Pay Level 7
            10% posts of AAO to be earmarked as supervisor Acts. to pay level 8 for promotion of Sr. Acctt. Only one computer operator shall be merged with Sr. Accountant
AAO:- 158 posts to be increased in addition to 2171 posts. Demand of AICAEA CAT II to grant pay Level 9 shall be re-considered.
AO:-      Pay Level 10-450 posts
Sr. AO:-Pay level 11-588 posts
Dy. Dir.  Pay level 12- 90 posts
There would be increase of 131 posts in addition to existing 997 posts.

SECRETARIAL STAFF:-
Steno Gr. D:Pay level 4-84 posts
Steno I:         Pay Level 6-52 posts
PS :                  Pay Level 8/9- 35 posts
Sr. PS:            Pay Level10-6 posts
PPS:                Pay Level 11- 3posts

Estimated additional Financial burden annually shall be Rs.12.99 crore.
           
FINALISED RECOMMENDATIONS SHALL NOW BE SENT TO MIN. OF FINANCE BY C.G.A. FOR APPROVAL TO  IMPLEMENT

EXTENSION OF BASIC FUNCTIONING FACILITIES TO ALL RECOGNIZED SERVICE ASSOCIATIONS AS PER G.O.I. AND J.C.M. NORMS - PROVISION OF FURNISHED OFFICIAL ACCOMMODATION - STOPPAGE OF VINDICTIVE TRANSFERS OF OFFICE BEARERS OF THE ASSOCIATIONS AND  UNINTERRUPTED FOREIGN SERVICE FACILITY - CONTINUATION OF THE SEAT IN ((NATIONAL COUNCIL)) J.C.M.  TO A.I.C.A.E.A. IN PARTICULAR.
 Seat in JCM (NC) has been restored due to recommendations of CGA. AICAEA as well as the Co-ordination Committee offered thanks to all the officers of CGA office for their help and recommendation.
Necessary action to provide accommodation to AIAPAO (Civil) and office furniture to AICAEA shall be made.
3.
GRANT OF RECOGNITION TO A.I.C.A.E.A. CAT-II IMMEDIATELY BEING THE SECOND MAJOR ASSOCIATION IN TERMS OF CCS (RSA) RULES 1993.
Under active consideration. President AIAPAO (Civil) has been requested to look in the discrepancy prevailing in four Ministries to expedite the process of granting recognition to the Association.
4.
GRANT OF GROUP ‘A’ STATUS TO ALL SR. ACCOUNTS OFFICERS ON SENIORITY BASIS.
Under progress
5.
GRANT OF LEVEL 7 OF THE PAY MATRIX TO SENIOR ACCOUNTANT.
Already considered as a part of Cadre Review.
6.
MERGER OF D.E.OS AS SENIOR ACCOUNTANTS.
Already considered as a part of Cadre Review.
7.
GRANT OF GP RS.5400 IN PB. 2 – LEVEL 9 W.E.F   1-1-2006 TO A.A.O. AS PER 7TH CPC RECOMMENDATIONS.
Under persuasion with the Government. Staff side and Member (JCM) Staff Side to pursue with the MOF
8.
GRANT OF PROMOTION TO ALL ELIGIBLE M.T.S. TO L.D.C. AS ONETIME MEASURE AND ENHANCEMENT OF PROMOTION QUOTA TO 33.33%.
Item No.9 shall be taken up with Secretary Expenditure. AICAEA may write a letter with all details to CGA authorities

ONE TIME AGE RELAXATION FOR PROMOTIONAL EXAMINATION TO L.D.C.
10.
GRANT OF PROMOTION AS A.A.O.TO ALL ELIGIBLE SENIOR ACCOUNTANTS UNDER 10%PROMOTION QUOTA.

PROMOTION FROM AO TO SR. AO 0N SENIORITY BASIS.

GRANT OF 2ND AND 3RD M.A.C.P. TO ACCOUNTANT/SR. ACCOUNTANT TO THE PRE-REVISED GRADE PAY OF 4800/- AND 5400/-. RESPECTIVELY AT PAR WITH SR. ACCOUNTANTS OF Z.A.O., C.B.D.T., MUMBAI.
Referred to PCAA, CBDT seeking clarification
13.
IMPLEMENTATION OF TRANSPARENT TRANSFER POLICY IN RESPECT OF GROUP “B” OFFICERS BY HOLDING DIALOGUE WITH EMPLOYEES & OFFICERS ASSOCIATIONS.
Dialogue with Associations shall be arranged shortly.

ADDITIONAL POINT
RESOLVING THE SITUATION ARISEN AFTER AAO (CIVIL) CIVIL SUPPLEMENTARY EXAMINATION 2018
1. Concern expressed by staff side appreciated. Actions shall be taken in consultation with examination cell.
2. Conducting of Examination shall continue.
3. AICAEA to provide the information relating to candidates left with one paper to clear and its other suggestion urgently through a letter so that decisions can be taken by the authorities expeditiously.
