You
are aware, from 2017 onwards we are fighting for 1st Cadre Review of
Gr-B&C Cadres and due to this, the Controller General of Accounts was
compelled to initiate processing of our 1st Cadre Review with the
appointment of an “Internal Cadre Review Committee” on 16th January 2018. After
continuous dialogue for one and half years the Cadre Review proposal has
reached to finality in the meeting held on 24th June, 2019. But, the
official side is adamant to down grade the status of DEOs and refusing to
recommend for granting of pay level 6 of pay matrix to Accountants on the plea
that it would add financial burden as if the Cadre Review of ICAS officers held
five times till now had no additional financial implication. Being responsible
employee’s organizations we have not agreed with the official side. Now the
issue is pending with the highest authorities and inspite of their assurance of
forwarding the proposal on 15th July, 2019 in the informal meeting
on 11th July, 2019, Controller General of Accounts has not taken any
action.
Secondly,
inspite of our full co-operation, authorities have not yet finalized the
modalities for AAO (Civil) Examination which was supposed to be introduced from
the year 2018. No decision has been conveyed against our requests for
continuation eight papers, continuation exemptions acquired in old system to
new system and allowing graduate MTS to appear AAO (Civil) Examination.
Authorities
are not granting recognition to All India Civil Accounts Employees Association
Category-II for last three years despite having more than 21% membership.
From
October 2015 onwards, the authorities are not granting promotion to Sr.
Accountants as AAO under 10% quota as a result which hundreds of the Senior
Accountants are retiring without having their legitimately due promotions.
No
action on the request for granting age relaxation for MTS who were not given
the opportunities of appearing promotion Examination during the period between
2012 and 2017.
The
Civil Accounts authorities have not taken any tangible action for grant of
group ‘A’ status to Sr.AO while their counterparts have been granted the same in
other accounting organizations.
The
issue of granting revised pay scale to AAOs with effect from 01-01-2006 is also
suffering from the apathy of the authorities.
In
nut shell it may be informed that none of the issues out of the 21 items
discussed on 10th April and 24th June 2019 has reached to
final stage so far and we all are suffering .
In
view of the above situations, the Co-ordination Committee has decided that all Office
Bearers of the affiliates of COC shall resort to continuous “Sit-in” programme
from 30th July, 2019 onward. The modalities of the programme shall
be as under:-
1. The programme shall be organized
under the banner of the “Co-ordination Committee of Civil Accounts Employees
& Officers Association”.
2. The “Sit in” programme shall be held at
all stations from 11 AM and end at 4.30 PM every day from 30th July
2019 onward in front of the senior most officers of the stations concerned.
3. All office bearers of National,
Branch, Unit levels and active members shall take part in the “Sit in”.
4. Controller General
of Accounts being the senior most officer in Delhi, the programme shall be held
in front of the office of Controller General of Accounts.
5. Sufficient numbers of placards containing
the demands should be displayed at the programme spot.
The
Co-ordination Committee Civil Accounts Employees and Officers Associations vide
its letter No:- COC/CA/2019/Corr-12 dated 23.07.2019 conveyed the decision of
holding the sit in programme to Controller General of Accounts. Copy of the
same is annexed to this circular.

and 20 other long-pending grievances of officers and employees of Civil
Accounts Organization–non-settlement reg.
Sir,
We
would like to invite your kind attention
to the above mentioned subject and bring it to your kind information that, in
order to discuss and settle the 21(twenty one) demands submitted by us,
official meetings on 10th April & 24th June 2019
respectively were held for discussion between the official side of the office
of Controller General of Accounts and few staff side representatives from All
India Civil Accounts Employees Association and All India Association of Pay and
Accounts Officers (Civil) and All India Civil Accounts Employees Association
Category II under the Chairpersonship of Shri J.P.S. Chawla, Addl. Controller
General of Accounts in which the Joint Controller General of Accounts Group ‘B’
was also present. As the minutes of the meeting held on10th April
was not issued by the official side, the Chairman had kindly directed the
official side in the meeting of 24th June 2019 to issue the
composite minutes of two meetings within a weeks’ time. Further, in a
discussion on 11th July 2019, Jt. CGA group B had assured a
delegation of the representing Associations of this Co-ordination Committee
that the minutes shall be issued within 15th July 2019. But, it is a
month now, the Official Side of CGA office has not so far issued the minutes.
The
Internal Cadre Review Committee for the 1st Cadre Review of Group
B&C cadres was appointed on 16th January 2018 with the direction
to submit its recommendations in 3(three) months. Subsequently, the term of the
Committee was extended for three more months. The staff side had extended full
co-operation with the Internal Cadre Review Committee as well as the office of
CGA and waited patiently for 18(eighteen) months for finalization of the entire
cadre review proposal. The Staff Side was given to understand in the meeting of
24th June2019 and in the informal discussion with Jt. CGA Group B on
11th July 2019 that the Cadre Review proposal shall be forwarded the
Department of Expenditure with recommendations of the Controller General of
Accounts by 15th of July 2019. But now it has been learnt that the Internal
Cadre Review Committee has taken a most unreasonable stand to recommend a
downgraded status to the DEOs of CBEC and CPAO to the level of Accounts
Assistant while they were never at the level of LDC and have been performing
the duties of Accountant/ Sr. Accountant. Further, due to an insignificant
increase in annual expenditure, the official side is not ready to recommend for
placing the cadre of Accountants to level 6 of pay matrix which is over due to
this cadre since 2006.
The
proposal for introduction to new system of AAO (Civil) Examination was accepted
by the employees and the All India Civil Accounts Employees Association
too. Following the discussions held with
the official side in this matter, the All India Civil Accounts Employees
Association in particular has made its suggestions. Prominent among the suggestions were
continuation of 8(eight) paper system, continuation of exemptions from old to
new system subject to a maximum of 6 chances, allowing Graduate MTS to appear
the examination etc. But it is more than
a year no favorable decisions has been taken in this regard and as a result of
this, not only the candidates who appeared the examination or to appear the
examination are suffering, but the promotion prospects of the totality of the
lower grade employees of Civil Accounts organization has been squeezed.
It
is more than two years the official side of CGA Office is not processing and
granting overdue recognition to the All India Civil Accounts Employees
Association Category II which enjoys the confidence of more than 21% AAOs. It
has been clearly evident from the information/ documents furnished by the said
Association and discussions held in consecutive meetings that, inefficient
handling of PFMS by the DDOs and unfair approach on the part of some of the
nodal authorities in reporting the membership verification report to CGA office
are the cause of delay. But the official side of CGA office has not taken any
tangible action to resolve the issue and granting recognition to All India
Civil Accounts Employees Associations Category II.
Not
only above issues, there was no settlement of any of the other issues discussed
in the meetings held on 10th April and 24th June 2019.
Promotion of Senior Accountant as AAO under 10% promotion quota has not been
granted from October 2015 onwards. There was no departmental examination for
promotion of MTS as LDC during the period between 2012 and 2017 and no action
on the request for one time relaxation in this regard has been processed. Even
the assurance given for the expeditious settlement of issue of grant of Grant
of Group A Status to the Sr. AOs have not also been settled while their
counterpart in other departments have been extended the benefit.
None
of the heads of the Departments of Civil Accounts organization follow the
instructions of DOP&T and the orders dated 15-12-2015 of your office in the
matter of transfer of Senior Accountants /Accountants, DEOSs, LDC and MTS etc.
In addition to transfer requests, several Compassionate appointment and MACP
cases are pending at the level of PCCA/CCA/CA.
In
the meeting of 24th June 2019, staff side was asked to submit the
list of pending items connected with the office of the Pr. CCA, CBIC for
discussion and settlement of those items at the level of Pr. CCA, CBIC. The All
India Civil Accounts Employees Association has accordingly submitted the items
on 5th July 2019 seeking a meeting with the Pr. CCA, CBIC. But no
response has been received by the Association.
Civil Accounts authorities
like CCA, Agriculture, CCA, Steel & Mines, PCCA, CBIC and PCCA, MHA have
also been contributing for vitiating existing congenial atmosphere by
initiating vindictive actions against the representatives of Associations in
the form of vindictive transfers and departmental actions etc. ignoring the
DOPT and CGA instructions. The PCCA, MHA has resorted to transfer of representatives
of the Associations in Delhi and Kolkata against the DOP&T guidelines.
Therefore
Sir, under the above situations the Co-ordination Committee has been left with
no other alternative but to resort to protest action and it has been decided
that, if there is no settlement of the issues within a reasonable period of
time, the office bearers of the affiliates of the Co-Ordination Committee shall
resort to a continuous sit-in programme with effect from 30th July
2019 throughout the country and they shall be sitting in front of senior most
officers of all stations.
We are sure, within twenty
four hours of receipt of this letter of ours, your office shall very promptly
issue the circular cautioning the employees and officers that, their
participation in any form of protest action would invite the provisions of
conduct rules and verdicts given by the courts. But it would have been more
appreciable, if such type of effort would have taken by your office to resolve
the issues which are pending for years.
