RESOLUTION
This meeting of the Co-ordination Committee of Civil Accounts Employees Associations being held today the 17th August, 2019, in Delhi deliberated on the outcome of the meeting held between the official side of the office of the Controller General of Accounts and representatives of the All India Civil Accounts Employees Association, All India Association of Pay and Accounts Officers (Civil) and All India Civil Accounts Employees Association Category-II on 16th August, 2019 under the Chairpersonship of the Controller General of Accounts.
1st Cadre Review of Group B & C Cadres
 It was observed by the meeting that the “Internal Cadre Review Committee” formed for the purpose of 1st Cadre Review of Group B & C Cadres of Civil Accounts Organization, being not balanced with the representatives of different categories of employees of the Organization, suffered from the weakness of biased approach and thus prepared a faulty Cadre Review proposal without ensuring the balance of Pyramidal structure of the organization. The tip of the Pyramidal structure of the Civil Accounts Organization is already very  heavy due to five cadre reviews of the top level management and no cadre review at the base level for last forty two years.
Though the Internal Cadre Review Committee for one reason or the other has placed the first and second supervisory levels and the cadres of Stenos/ Secretarial Assistance system at the appropriate formations and proposed scientific pay structures for these cadres but, it has taken a very unjustified, unscientific and illogical approach against the Cadres of Accountant /Senior Accountant and Data Entry Operators  which are the largest folk of basic work force and functioning instruments of the Civil Accounts Organization. These cadres have been denied justice by an unscientific proposal for grant of level 7 and level 5 to Senior Accountants and Accountants respectively disregarding the facts that, both have been assigned the same works, 6th CPC had recommended for placing the Accountants to the Grade Pay of 4200/- in PB2 (level-6). The internal Cadre Review Committee also failed to appreciate that, non-elevating the Accountants to Pay Level 6 shall degrade the level of Civil Accounts Organization as the quality freshers from the recruitment source must not be available. Not only this, the Internal Cadre Review Committee also took a very biased and adamant approach of merging the DEOs with the lower cadre of LDCs instead of Accountants while historically these employees were recruited by down gradation of the posts of Accountants to perform the technical jobs of that level and they were offered higher pay scale than the pay scale of LDCs initially, elevated subsequently to the pay scale of Accountants till the pay scale of Accountants was further upgraded by the Govt. of India  and now placed at par with the pay scale of UDCs.
The meeting also observed that, the Civil Accounts authorities have forwarded the proposal finalized by the Internal Cadre Review Committee to the Department of Expenditure by keeping the Associations in dark ignoring the very fact that the Associations are the stake holders.
AAO (Civil) Examination and earned exemptions
So far as the issues of conducting the AAO (Civil) Examination in new pattern and continuing the hardly earned exemptions in the old pattern to the candidates in the new pattern etc. are concerned, it has been observed by the meeting that the authorities have taken a total unreasonable and anti-employee approach.
There are nearly five hundred vacancies at the level of AAO. But for the last two years, the authorities are not conducting the examinations nor granting promotions to the eligible officials. Moreover, on the basis of totally unjustified unprecedented stand, authorities have taken the approach of punishing the innocent employees by not allowing them the benefit of exemptions they have acquired by appearing in the old pattern AAO (Civil) Examination introduced with effect from the year 2006. There is no logic that, while as per suggestion of the Association, existing 8(eight) paper system has been agreed to continue in the new pattern of the examinations, the benefit of exemptions are being denied to the candidates. This decision on the part of Controller General of Accounts is not only against the natural justice but totally anti-employee.
As a result of the backlog created by the Controller General of Accounts a cap on the future prospects of totality of the Group C/ non-gazetted Gr.B employees right from MTS to Senior Accountants  of the Civil Accounts Organization  has been tightened automatically for the last five years in the following form :-
  • the prospective candidates are not getting the opportunity to appear the examinations even after becoming eligible.
  • those candidates who have registered their credibility by acquiring exemptions in good number of papers are being denied the credit of their eligibly and
  • finally due to the above reasons rest of the categories are not getting their legitimately due promotions for last five years.
Recognition to All India Civil Accounts Employees Association Category-II
The meeting also observed that, apart from the issue of granting the more than overdue recognition to All India Civil Accounts Employees Association Category-II there is no seriousness on the part of the authorities to resolve the other items discussed in the meeting of 16th August, 2019.
Other Important pending issues
The meeting also noted with utter disappointment that the issues of Grant of Group “A”” status to the Sr. Accounts officers, Grant of promotion to Senior Accountants as AAOs under 10% promotional Quota which has been discontinued since October 2015, grant of Revised Pay Scale of Rs. 5400 in PB2 (Pay level-9) to all A.A.Os with effect from 01-01-2006, protection against Cybercrime and regular training facilities for all categories of employees are not in the priority list of the Civil Accounts authorities.

This meeting of the Co-ordination Committee therefore, being totally aggrieved with the outcome of the meeting of 16th August, 2019, once again urges upon the Controller General of Accounts to kindly appreciate the plight of the totality of the officers and employees and take at least following favourable actions:-
1.     In partial modification of the 1st Cadre Review proposal, recommend to Department of Expenditure for grant of level 6 to the Accountants and merger of cadre of DEO with the cadre of Accountant.
2.     Reopen the AAO (Civil) Examination immediately and grant legitimately due benefit of the continuation of exemptions acquired by the candidates in the old pattern examination and give them the facility of clearing the un-cleared papers in the new pattern within limited chances available for them.
3.     Grant Recognition to All India Civil Accounts Employees Association Category-II before the end of August, 2019 and
4.     Initiate appropriate steps on priority basis to settle the rest of the four items discussed in the meeting at the earliest.
The meeting resolves to forward the copies of this resolution to the Controller General of Accounts & the Secretary, Department of Expenditure.
