Subject: - Non-functioning of Departmental Council (JCM), Department of
Expenditure and non-settlement of pending issues - reg.
Sir,
We the undersigned
have been directed to invite your kind attention to the letter No:-
AICAEA/HQ/A-4/2019/114-117 dated 28.01.2020 and submit that, due to not
convening the 1st meeting of the Department Council (JCM),
Department of Expenditure for nearly four and a half years and non-settlement of
following pending demands of the employees and Officers of Civil Accounts
Organization, the members of the Departmental Council (JCM) as well as the apex
level Executive Committee Members of above Associations shall meet in Delhi on
19th and 20th March 2020 to review the status of the
pending demands. In case the meeting is not satisfied with the updated status
of the pending issues, the members of the Departmental Council (JCM) and the
apex level Executive Committee Members of above Associations shall sit for a
day long Dharna in front of your Department on 20th March, 2020 to
record their protest.
The demands in support of which the Dharna shall be organized
are as under:-
1) CONVENING THE VERY FIRST MEETING OF THE
DEPARTMENTAL COUNCIL (JCM) FOR DISCUSSION AND SETTLEMENT OF 15 PENDING ITEMS
(EVEN THOUGH IT WAS FORMED FOUR AND A HALF YEARS EARLIER).
2) RECOGNITION TO ALL INDIA CIVIL ACCOUNTS
EMPLOYEES ASSOCIATION CATEGORY II.
3) INCREASING
THE STRENGTH OF STAFF SIDE MEMBERS IN DEPARTMENTAL COUNCIL (JCM) AS PER THE
RECOMMENDATION OF C.G.A.TO ELEVATE IT TO THE PRESCRIBED SIZE AS PER THE
PROVISION PRESCRIBED IN THE JCM SCHEME.
4) AS PER THE RECOMMENDATION OF C.G.A., ALLOTMENT
OF PROPORTIONATE NUMBER OF STAFF SIDE (2ND) SEATS TO THE CIVIL
ACCOUNTS ORGANISATION IN THE NATIONAL COUNCIL (JCM).
5) RESTORATION OF 10% PROMOTION FOR SENIOR
ACCOUNTANT DICONTINUED ARBITRARILY FOR LAST FIVE YEARS.
6) CONVERSION OF D.E.O. AS ACCOUNTANT WHO HAVE
BEEN DEPLOYED TO WORK AS ACCOUNTANT/SR.ACCOUNTANT.
7)
ONETIME
RELAXATION FOR PROMOTION OF MTS AND LDCS TO NEXT GRADES AGAINST EXISTING
VACANCIES.
We are however,
confident that, the situation would not reach to such an
impasse in case there is a personal intervention your kind self.
We therefore, request you to kindly intervene immediately
and take appropriate action for the settlement of the demands discussed above.
