FEDERAL EXECUTIVES MEETING FROM 19th -21th MARCH
2020 IN DELHI: DECISIONS
As per notice dated 11-03-2020 and in pursuance of
the decisions of Federal Executive Meeting of 23rd February 2020 held at
Mumbai, the extended meeting of the Federal Executives of National
Federation of Civil Accounts Associations was held on 19th March 2020 and
discussed the agenda items already circulated vide notice dated 11-03-2020. The
proceedings of the meeting is as below-
It was decided by the house that Comrade Ravinder
Kumar, Working President, NFCAA to preside over the meeting. The meeting
started formally with the consent of the chairperson. At the very beginning
Secretary General, NFCAA Comrade V. Bhattacharjee initiated the
discussion and reported that Com. B. Sitharam, Working President, AICAEA
reported his inability to attend due to personal reasons and Com. A. Huparikar, President, AICAEA reported
his inability to attend the meeting on 17th March night due to health issues particularly.
Other absentees did not inform anything. North East Comrades had informed
well in time that they wouldn’t be able to leave the station due to law and
order problems in the city and local political disturbance. On the
threat of nCorona virus and its impact on our meeting, Com. Secretary General
appreciated the efforts of state machinery and steps taken by GOI to curb the
spread of nCorona as well as the courage of those few who travelled to attend
this meeting.
Before entering in to the formal agenda items, the
meeting discussed the contents of the letter dated 18th March 2020 received from
the Controller General of Accounts reporting about the status of the 22 point
Charter of demands and requesting to comply the DOPT advisory to prevent
coronavirus threat and also ensure that the work in the close of the financial
year is not disturbed. After detailed deliberation for an hour, the meeting
decided to cooperate with the Government of India and the Civil Administration
of Delhi in the National interest. Hence, the meeting unanimously adopted
a resolution protesting the indifferent and anti-employee attitude of the
Secretary, Department of Expenditure and the Controller General of Accounts and
also to postpone the decision of holding Dharna in front of the office of CGA
on 19th March 2020 and in front of
the Department of Expenditure on 20th March 2020 till the time the crisis situation
arisen in the country settles down. The resolution was instantly emailed to Secretary,
Department of Expenditure and Controller General of Accounts from the meeting
itself. The meeting
thereafter, took up the agenda items for discussion.

REVIEW OF
THE STATUS OF THE DECISIONS TAKEN IN THE FEDERAL EXECUTIVE MEETING OF 23RD
FEBRUARY 2020 HELD IN MUMBAI
Com V.
Bhattacharjee, Secretary, NFCAA appraised all about the decisions taken in the
Federal Executive meeting held at Mumbai on 23rd February 2020 like holding
branch wise Dharna on 27th February 2020
and observation of International Women’s Day 2020, Day long Dharna at CGA
office and Ministry of Finance, etc. He read out the operational part of the
decisions taken in the meeting of 23rd February 2020. The house accepted the minutes/
proceedings.

REVIEW OF
THE SUCCESS OF THE BRANCH WISE DHARNA HELD ON 27TH FEBRUARY 2020
Chairperson
Comrade Ravinder Kumar suggested branch/station wise updates on the success of
the Branch wise Dharna held on 27th February 2020. It was observed that Dharna
was held at Delhi, Mumbai, Chennai, Kolkata, Nagpur, Shillong, Hyderabad and
Pune. Participation in this agitation program was not satisfactory due to
various reasons like non decisive attitude of authorities on the issue of AAO
Civil Exam leading to differences amongst prospective candidates in favour of
exemption and modalities to be followed. All members present took part in the
discussion and they reiterated that agitational programs should be taken
seriously by all and participation level needs improvement and charter of
demand is a common document through which our grievances are put forth a single
demand should not shadow the whole program. Comrade Subhash Bamrara, ex-working
President, AICAEA, Delhi Branch and Comrade P. K. Singh, Assistant Secretary
General gave inputs to the discussion.

REVIEW OF
THE OBSERVANCE OF INTERNATIONAL WOMEN’S DAY 2020.
Comrade V.
Bhattacharjee informed the meeting that International Women’s day 2020 was
observed at Kolkata and Chennai as per social media reports and all other
branches who have not celebrated should review the position. All members were
of the opinion that observance of International Women’s Day is not a customary
event its sign of acknowledging that 50% population who struggles equally for
betterment of Central Govt. employees and officers.

REVIEW OF
THE STATUS OF MAJOR PENDING ISSUES PENDING WITH CGA
a.
CADRE REVIEW OF GROUP B & C CADRES: - Secretary General, NFCAA
informed that the file of Cadre review of Group B & C has been forwarded
way back by O/o. CGA and it lacks persuasion and officers of CGA don't want the
file to be cleared. The authorities of the Department of Expenditure were
also met by a delegation last week and it could be learnt that no action has
been initiated in this respect. Only united agitation will help to succeed.
b.
RESTORATION OF AAO (CIVIL) EXAMINATION SYSTEM AND NEGOTIATED SETTLEMENT
OF SYSTEM OF EXEMPTIONS: - CGA is not serious on the issue of examination and few of over
enthusiastic candidates approached the Court and failed to have favourable
verdict and thereby caused setback to negotiations clinched by AICAEA. NFCAA
has always favoured prospective candidates and even tried to help even in court
matters financially though institutionally. Meeting felt the need for dialogue
between Association and authorities for an amicable solution and fresh attempts
be made after the end of the present threat of Coronavirus and prevailing
normalcy.
c.
GRANT OF RECOGNITION TO AICAEA CAT-II LYING PENDING IN THE CGA OFFICE
FOR MONTHS:- CGA has
forwarded the proposal of recognition of AICAEA Cat-II to the Department of
Expenditure as per established procedure and the fact is established from their
recent letter addressed to AICAEA. The meeting urged the need to follow up with
our JCM leader on the matter. Comrade V. Bhattacharjee updated the information
on the matter. He informed that the issue was discussed with the authorities of
the Department of Expenditure on 11th March 2020 and said necessary efforts will be taken
to ensure early settlement of the issue.
d.
MERGER OF ACCOUNTANT AND SR. ACCOUNTANT: - The matter has been
discussed elaborately in the meeting and Secretary General, NFCAA told that
formal proposal with all justifications has been submitted thrice and seems to
be cleared in due course but recently officers at CGA office got disoriented
due to non-merger of AO/Sr.AO. The meeting expressed astonishment over the
development and felt better coordination amongst all three associations is the
need of hour and persuasion is needed.
e.
PROMOTION OF ALL MTS/LDC TO NEXT HIGHER GRADES AGAINST THE VACANCIES AS
ONE TIME MEASURE: - Secretary
General NFCAA informed that office of CGA demanded copy of earlier such orders
as basis for processing the demand and a very old order exists with AICAEA West
Bengal Branch which needs to be supplied to fortify our demand. The meeting
urged that necessary steps be taken to obtain a copy of such order and
necessary negotiations be started at the earliest.
f.
RESTORATION OF THE SYSTEM OF GRANT OF PROMOTION TO SR. ACCOUNTANT AS AAO
AGAINST 10 PERCENT PROMOTION QUOTA:- The system of granting promotion to Sr. Accountant
as AAO against 10% promotion quota has been stopped from October 2015
abruptly by the office of CGA and after follow up with authorities it was found
that a reference is made to DoE for restarting the process and the
Association has specific information that DoE is not interested in answering
this query as they were never consulted while stopping such promotions. The
meeting urged that the office of CGA be intimated about displeasure of members
of AICAEA on the matter and a specific reference be made to ensure 10% quota promotions
pending new RRs.
g.
MERGER OF DEO WITH CADRE OF ACCOUNTANT: - Secretary General, NFCAA
informed that CGA authorities are not in favour of merger of cadre of DEO with
cadre of Accountant even though there involves no financial implication and its
mere question of giving status to less than 100 employees who worked for
organization for almost four decades and suffered due to change in work pattern
over the years. The meeting urged more persuasion in the
matter.
h.
SETTLEMENT OF REST OF THE DEMANDS IN 22 POINT CHARTER: - Other demands including
the demands of AIAPAO (Civil) are pending at various stages in the office of CGA.
5.
REVIEW OF
THE STATUS OF MAJOR PENDING ISSUES PENDING WITH DEPARTMENT OF EXPENDITURE:-
a.
CONVENING THE VERY FIRST MEETING OF THE DEPARTMENTAL COUNCIL (JCM) FOR
DISCUSSION AND SETTLEMENT OF 15 PENDING ITEMS: - Secretary General, NFCAA
reported there is no progress in the matter.
b.
RECOGNITION TO ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION CAT-II: - The current status of file
is its pending at first level and the matter will be pursued shortly.
c.
INCREASING THE STRENGTH OF STAFF SIDE MEMBERS IN DEPARTMENTAL COUNCIL
(JCM) TO ELEVATE IT TO THE PRESCRIBED SIZE IN TERMS OF THE JCM SCHEME:- Secretary general
NFCAA informed the meeting that Office of CGA has agreed to the proposal of
increasing the strength of staff side members from 10 to 20 and formally
forwarded the proposal. The meeting expressed its satisfaction for this
favourable move on the part of then CGA but the authorities of the Department
of Expenditure have not taken any action in this matter.
d.
ALLOTMENT OF PROPORTIONATE NUMBER OF STAFF SIDE (2ND) SEATS TO THE CIVIL
ACCOUNTS ORGANIZATION IN THE NATIONAL COUNCIL (JCM):-Secretary General NFCAA
informed the meeting that O/o. CGA has agreed to the proposal of allotment
of proportionate number of staff side (2nd) seats to the Civil Accounts Organization in the
National council (JCM) and forwarded the proposal to DOE on which the
DOE has not informed anything so far.
e.
RESTORATION OF 10% PROMOTION FOR SENIOR ACCOUNTANT: - No major improvement in
the matter and still pending.
f.
CONVERSION OF DEO AS ACCOUNTANT: - Matter will be possible to be pursued once
dialogue is initiated by DoE in a formal meeting.
g.
ONE TIME RELAXATION FOR PROMOTION OF MTS AND LDCS TO NEXT GRADE AGAINST
EXISTING VACANCIES: - Matter will be
pursued once dialogue is initiated with DoE in a formal meeting.
6.
REVIEW OF
THE SUCCESS OF THE PROGRAMME OF DAY LONG DHARNA IN FRONT OF CGA OFFICE ON 19TH
AND IN FRONT OF FINANCE MINISTRY ON 20TH MARCH 2020:-
Secretary
General appraised the house that on account of effective persuasion by NFCAA
for settlement of the pending demands, the office of CGA issued the OM on 18th March 2020 against Day
long Dharna as usual. Strong reaction from leaders led to letter from office of
CGA on late evening of 18th March 2020 citing
the up-to-date status of the pending demands requesting deferring the both
agitations due to nCorona threat and prohibitive actions proposed by Delhi
Govt. After due deliberations and detailed discussion, the meeting opined that,
the decision of Dharna stands and after the prevailing normalcy in the country,
if demands are not fulfilled or necessary progress is not seen item wise, the
programme shall take place. Exact dates shall be finalized by federation
headquarters with due discussion with all stakeholders at appropriate time.
Intimation of decision of this meeting in the form of resolution already
forwarded to authorities in the very beginning of this meeting clearly stating
the condition in which decision of differing the agitation program taken and
displeasure of members on undemocratic precedents followed by the office of
CGA to undermine lawful agitation by issuing unreasonable OM.
7.
UNITED
MOVEMENT WITH THE AIAPAO (CIVIL) AND FUNCTIONING OF COC OF CIVIL ACCOUNTS
EMPLOYEES & OFFICERS ASSOCIATIONS: -
The meeting
discussed the contribution of AIAPAO (Civil) in the common struggle of Civil
Accounts with regard to Cadre Review and other demands. A change in
scenario occurred after the conferment of Group “A “status to Sr. AOs and Delhi
Conference of the Association as it has not ensured any warmth in
organizational relationship. NFCAA has as per its tradition appealed for unity
and requested cooperation from AIAPAO (Civil) but a gesture of reply to the
letter with regard to request for extending support to the agitations on 19th and 20th March 2020 is still
pending. The meeting decided to maintain status quo and endeavour for
continuation of effective functioning of COC of Civil Accounts Employees &
Officers Associations in the greater interest.
8.
ORGANIZATIONAL
REVIEW: -
a.
FUNCTIONING OF SPORTS AND CULTURAL COMMITTEE: REPORT BY THE CONVENER,
SPORTS AND CULTURAL COMMITTEE REGARDING: - As the Convener of the committee
was absent in the meeting and has not intimated any progress in the matter, no
discussion could be there.
b.
FUNCTIONING
OF DIGITALIZATION COMMITTEE-REPORT REGARDING: - As the
Convener of the committee was absent in the meeting and has not intimated any
progress in the matter no further decision could be there.
c.
REVIEW OF THE PROGRESS ON THE EFFORT OF BUILDING UP UNITY AMONG THE
CENTRAL GOVERNMENT EMPLOYEES ORGANIZATIONS: - AICAEA and AICAEA Cat-II were affiliates of
Confederation of Central Govt. Employees & Workers, New Delhi and followed
all dictates and programmes of all nature piously until recent development
before 7th Feb 2020 Nagpur
Conference. The apex leadership and the Secretary General Confederation
in particular has abused power and belittled the employees Associations of Civil
Accounts Organisation and explained power equations where there is no place for
dedication, devotion of our members and perpetual iconic position to leadership
of Unions of Income Tax and Postal Department. A sharp reaction followed
amongst leadership of Civil Accounts and similarly placed smaller Associations all
over India were appraised about the situation and viewpoints exchanged. After
thorough discussion Civil Accounts had decided to boycott participation in the
26th Conference of Confederation at Nagpur and some of the All India
Associations from various parts of the country followed suit. The same
solidarity of purpose led to unification of small Associations/Unions and
needed a platform to co-exist and fight unitedly against anti-employee policy
of the Govt. and on a common agenda. On 18th March 2020 a new National Federation formed by
holding its first conference along with Associations/Unions functioning at the
national level. Many more Associations/Unions are inclined to be
affiliated with the new Federation. The
federal Executive meeting decided that, AICAEA and AICAEA Cat-II being one of
the founder members of the new federation shall strive for betterment of
Central Govt. employees without any bias based on membership.
d. FUNCTIONING OF FEDERATION
HEADQUARTERS:-
The meeting deliberated on the issue of functioning of
Federation headquarters in the wake of retirement on superannuation of Comrade
V. Bhattacharjee who is present Secretary General of NFCAA and Secretary
General of AICAEA. It was decided that consequent on vacating the post of Secretary
General by V. Bhattacharjee due to retirement on superannuation from govt.
service Comrade K.K.Yadav shall hold the charge of Secretary General and start
discharging duties as decided in All India Conference of AICAEA held at
Hyderabad. Vacancy caused for the post of Asstt. Secretary General due to
taking over charge by Comrade K. K. Yadav as Secretary General shall be filled
up by inducting Comrade Ravinder Kumar, Working President of NFCAA &
President of AICAEA, Delhi Branch till any further decision. During the
discussion Comrade K. K. Yadav proposed that Comrade V. Bhattacharjee be
conferred the status as National Executive Member of AICAEA even after
retirement being the Secretary General of NFCAA and by virtue of being the JCM
member and Secretary, staff side Departmental Council, JCM, Department of
Expenditure. Members unanimously agreed to the proposal and agreed to avail the
services of Comrade Bhattacharjee and his experience for the betterment of all.
It was also decided that present arrangements with regard to functioning of the
offices of NFCAA and AICAEA will remain as it is till the next Federal council
meeting of NFCAA. Proposal for induction of Com. S.C. Bamrara after his
retirement as one of the invitees was also agreed by the meeting. The meeting
was thereafter declared as over by the Chairman of the meeting.
PREVENTIVE MEASURE TO CONTAIN
THE SPREAD OF NOVEL CORONA VIRUS (COVID -19): EFFORTS AND SUCCESS
Com.
Shiva Gopal Mishra, Secretary, National Council (Staff Side) JCM had issued a
letter to the Cabinet Secretary to Government of India vide letter No.
NC-JCM-2020/CS/PM dated 20th March 2020 on the subject “Preventive measure to be taken in Central
Government Establishments to contain the spread of Novel Corona virus (COVID
-19)”. After
explaining the situation prevailing the country it was requested by the
Secretary Staff side to declare closed holiday for Central Government Employees
from 23rd to 31st March 2020. Accordingly, we made a
request to the Secretary, Department of Expenditure to extend
date of closing of financial year 2019-2020 to 30th April 2020. We
again approached the Secretary, Department of Expenditure on the very next day
on the same plea. The Government reacted
to our approach and Department of Expenditure, Ministry of Finance declared the
function of Civil Accounts system as essential service vide an OM dated
23.03.2020.
In
this situation, the COC of Civil Accounts Employees & Officers Associations
came to the forefront and demanded before Secretary, Department of Expenditure
and CGA vide its letter No.COC/CA/2020/ Corr-03 dated 24.03.2020 to provide the minimum facilities for
functioning of Expenditure and accounting system through the PAO/ZAO/RPAO
during the operation of preventive measures to contain spread Of COVID19.
Responding to the request of COC, the Secretary, Department of Expenditure had
issued DO to all the Secretaries of the Government of India requesting them to
extend the facilities COC had demanded for the purpose of smooth payment
functioning through the country.
Classifying
Civil Accounts Organisation as a part of essential services is no doubt a
positive development. This decision of the Government has definitely elevated
the importance of the Civil Accounts Organisation in all spheres. Though after four decades of its existence,
Civil Accounts Organisation has been classified as essential service, but it
would obviously provide impetus to the eminence of the officers and employees
of Civil Accounts Organisation in future.
The problems and demands of the officers and employees shall now be
looked into from a different outlook by the employer.
NFCAA
offers its greetings to all those leaders who were instrumental in perusing the
Government for taking such a historic decision of declaring the Civil Accounts
Organization as an essential service. Every officer and employee of Civil
Accounts Organisation should feel glorified that they are now eligible to serve
the nation at the time of crisis like the Army, Paramilitary, Medical,
Sanitation, Communication, Aviation and Postal personnel.
At the same time few incidences of high handedness by curfew enforcing
authorities while performing essential services reported by our members are
disturbing and this forum denounce such apathy.

COPY OF THE LETTER DATED 18TH MARCH 2019 FROM
CGA
The joint meeting of the National Executives of All
India Civil Accounts Employees Associations and All India Civil Accounts
Employees Associations Category-II held today the 19th March 2020 in New Delhi as
per schedule, discussed the contents of the letter No:-
A-11019/25/2018/MF.CGA/ NGE/AICAEA/Part/266 dated 18th March, 2020 of the office
of the Controller General of Accounts addressed to the Association.
The meeting disagrees with the very first para of
the letter. It is true that, the issues listed in the 22nd Point Charter of Demands
had been discussed in one or two occasions between the representatives of the
Coordination Committee of Civil Accounts Employees and Officers Associations
and earlier Controller General of Accounts but none of the issues has been
settled by the office of the Controller General of Accounts within last six
months. Moreover, it is very clear from the specified para of the letter itself
that, apart from referring two items and portions of the two more items to the
Department of Expenditure, the office of the CGA has not taken any action on
any other items of 22 point charter of demands within the last six months.
Further, the issues which have been referred to Department of Expenditure
are also suffering from the deficiencies of non-persuasion by the office of
Controller General of Accounts with the Department of Expenditure. It is
9(nine) months, the proposal for Cadre Review of Group B & C cadres is lying
pending with the Department of Expenditure. The issue of granting promotions to
Senior Accountants as AAOs has been pending for the last five years. Granting recognition to AICAEA CAT II is pending with the CGA authorities for last
three years and the most crucial issue of AAO(Civil) Examination system has been
kept in collapsed condition for last three years and repeated requests of the
Associations to discuss and settle the issues connected with the AAO(Civil)
Examination has been set aside.
The meeting also disputes the anti-employee actions
of the authorities of the nature of non-conceding the requests of the
employees Associations to meet and settle the pending issues of the
employees and officers for months together by the Controller General of
Accounts or not settling the problems of the employees otherwise and issuing
circulars like the OM. No.A-11019/25/2018/MF.CGA/NGE/AICAEA/Part/ 265 dated 18th March 2020
threatening to the employees that -
1.
They shall be
proceed with disciplinary actions in the event of their support to the
democratic protests by their Associations,
2.
They should
ensure expenditure management in the close of financial year though no
genuine grievances of theirs would be addressed
3.
They should
abide by the advisory issued by DOP&T and GOI regarding the issue of
preventive measures to contain the spread of Coronavirus by not gathering for
the protest actions without even directing the administrative authorities
to provide sanitisers to the employees and no decision on duty relaxation to be
granted as preventive measures has been taken.
The meeting also protests against the inaction of
the Department of Expenditure, which has kept all issues concerning the Civil
Accounts Employees and Officers pending for years together. Apart from keeping
the issues pending, the Department of Expenditure has not convened even the
first meeting of the Departmental Council (JCM) for the last four years in
spite of clear cut instructions of the DOP&T and Government of India.
The meeting therefore, stands by the decisions
of the protest actions taken by the Associations.
However, the meeting after detailed deliberations
on the contents of the DOP&T OM. No. 11013/9/2014/-Estt-A-III dated 17th March 2020 decides to
cooperate with the Government of India and the Civil Administration of Delhi in
the National interest.
Hence, the meeting unanimously resolves to suspend
the decision of holding Dharna in front of the office of CGA on 19th March 2020 and in front of
the Department of Expenditure on 20th March 2020
till the time the crisis situation arisen in the
country settles down.
The meeting further resolves to forward the
Resolution to the Hon'ble Secretary, Department of Expenditure and Chairman,
Departmental Council (JCM), Department of Expenditure, Ministry of Finance and
to the Hon’ble Controller General of Accounts, Department of Expenditure,
Ministry of Finance.

Government employees of the Country and declare closed holidays for Central
Government Employees from 23-03-2020 to 31-03-2020. We endorse the request made
in the letter and request the Government of India
through your kind self to consider the request of the National Council (Staff
Side) JCM and take a favorable decision.
Further, on behalf of the employees and officers of Civil Accounts
Organisations (which is the integral
part of the Department of Expenditure functioning under the overall
control of Controller General of Accounts, Department of Expenditure), we would
like to submit that more than 700 (Seven hundred) Pay and Accounts Offices,
Zonal Accounts Offices and Regional Pay and Accounts Offices (PAOs/ZAOs/RPAOs)
of about 50(fifty) plus Ministries and Departments of Government of India are
functioning across the county.
Every PAOs/ZAOs/RPAOs are managing payment and accounting system of
hundreds of DDOs. These offices receive hundreds of documents such as bills,
challans, letters, Bank Statements etc. from DDOs, Banks, pensioners,
Headquarter Offices and other PAOs/ZAOs/RPAOs from different parts of the
Country on a day to day basis via couriers, Department of Post and by hand etc . The quantum of the
papers from different walks of life reaching to the offices specified in the
preceding para in the shape of bills during Month of March every year in
specific become enormous and unmanageable. All such documents are handled by
MTS/LDC/DEOs/Casual Labour engaged and they send for the disposal of the
documents which are thereafter chronologically handled by Accountants/Senior
Accountants, AAO and AO/Sr. AO till the disposal of these documents and
payments in respect of bills. For accounting purpose, another set of same
categories of employees handle those documents once again. These apart,
hundreds of representatives of DDOs and visitors keep on loitering in the
office premises chasing the bills. There is no system to take adequate care in
handling non-sanitized inflow of documents into the offices or to stop the
crowd of visitors as precautionary measures at least in the present scenario
when the prime objective of all to
strive for breaking the chain of
spreading corona virus.
Though the DOP&T has issued more than one advisories asking to take
preventive measures to stop the spread of corona virus but in Civil Accounts
organization many of such steps shall not work as the Financial Year closing
activities are nearing and programmes for payment and accounting cannot be
operated from home of the officials due to risk of data tampering in the
process of payment activity involved therein.
Therefore, under the above circumstances, we request you to kindly
consider the proposal for closed holidays from 23rd to 31st
March 2020 and take the decision to extend date of closing of financial year
2019-2020 to 30th April 2020 as a special case to curb the spread of
corona virus and safety of the officers and employees of Civil Accounts
organization.

Sir,
As per media
reports, there will be complete lockdown in states and impositions of
Section 144 of Cr
PC namely
Delhi, Punjab, Haryana, UP, Bihar, West Bengal, Maharashtra and many more will
add if the threat of COVID 19 does not fade away. Railways have totally discontinued the train
services throughout the country.
Modes of
transport and communication will definitely hamper and it will not be possible
to Central Govt. employees and Officers to reach offices situated far off.
Railways and Bus services are ultimate modes of transport. The Honourable Chief
Minister of Delhi in a press conference declared that central govt.
offices like Pay and Account Offices and Post Offices will remain open during
the period of lockout.
We request you
to kindly refer to our letter No. NFCAA/HQ/A-1/Corr-4/2020 dated: 21.03.2020
requesting your good self to convey our concern to GOI and extend the closing
of FY 2019-20 to 30th April 2020 to curtail spread of COVID19 and ensure safety
of central govt. employees and officers. Necessary preventive measures are
necessary to curb the spread of COVID19 as we are at risk of entering stage 3
of the spread. If the PAOs/ZAOs/RPAOs are operated, the
inflow of non-sanitized papers from different walks of life and overcrowding of
offices with officials from DDOs and visitors shall continue unabated which
will expose the employees and officers of Civil Accounts Organisation to the
serious threat of being attacked by the COVID 19 and defeat the efforts of the
government to break the chain of spreading corona virus.
Therefore, we
once again request you to kindly consider the proposal for closed holidays from
23rd to 31st March 2020 and take the decision to extend
date of closing of financial year 2019-2020 to 30th April 2020 as a
special case to curb the spread of coronavirus and safety of the officers and
employees of Civil Accounts organization.

Madam,
We, on behalf of the employees and
Officers of Civil
Accounts
Organisation have been directed to refer the OM. of the Department of
Expenditure referred above in terms of which the services being rendered by the
office of the CGA and all lower formations functioning under it has been
declared as essential service during the operation of preventive measures to
contain spread of COVID19. As
responsible Service Associations we assure our full co-operation with the
Government in these hours of crisis.
We are
however, directed to draw your kind attention to the advisories issued by the
DOP&T
recently
to take preventive measures to contain the spread of corona virus and
provisions applicable for the
officers and employees come under
essential services. In this connection, we also invite your kind attention to
the following few lines so that the
employees and officers of the Civil Accounts Organisation could discharge their
duties and responsibilities daring the
threat of health hazard of COVID 19.
They are:-
1)
Since Curfew and Section 144 of CrPC
have been promulgated in almost all states, there is a need of proper Identity
Cards and document(s) conferring the status of essential services in terms of
the provisions of Essential Services Act, so that the Civil Accounts Employees
and officers are allowed by the Civil Administration to commute/ travel to
their duty spot, which is not taking place in many stations like Mumba, Delhi
and some more stations.
2)
As the services of Railways and almost
all public transport has been halted due to lockdown, transportation needs to
be provided for commuting from residence to office and back as has been made by
the CCA, Ministry of Health and Family Welfare.
3)
Necessary sanitization of vehicles at
regular intervals may please be ordered
4)
Directions may kindly be given for
Providing masks and hand sanitizers in sufficient quantities to all which have
not been made available by the administrations of majority of Departments/
administrations.
5)
Availability of food, water and proper
sanitation may be ordered as total lockdown in the area is imposed.
6)
As mentioned already in earlier
communications, appropriate orders to curb the overcrowding of offices by the
visitors such as representatives of DDOs and visitors may kindly issued
Though
the requests made above are very petty in nature, but these are the general
advisory issued by the Government as preventive measures against the spread of
corona Virus.
We
request your good self to kindly direct all the heads of the departments of
Civil Accounts Organisation to ensure hiring of vehicles and placing those for
the daily travelling of staff and officers posted for essential services.
We
once again assure all support from our members in your efforts of accuracy and
effectiveness of financial management which bring laurels to our accounting
organization.

us a copy of the OM/Circular/ advisory issued by it through email for our
