IMMEDIATE MERGER OF ACCOUNTANT AND SR ACCOUNTANT

IMMEDIATE PROMOTION OF ALL MTS/LDC TO NEXT HIGHER GRADES AGAINST THE
VACANCIES AS ONE TIME MEASURE.

1.
Immediately after taking over charge by the present Controller General
of Accounts on 1st December, 2019, the
Co-ordination Committee of Civil Accounts Employees and Officers Associations
which represents the AICAEA, AICAEACAT II and AIAPAO (Civil) had submitted a
Memorandum to her in person on 2nd December 2019 containing 22 demands
with the request of convening a meeting with the representatives of the
Associations. The Co-ordination Committee vide its letter dated 27-01-2020 once
again requested CGA to kindly Convene the meeting at her earliest convenience. But, it is two and a half months now
Controller General of Accounts has not convened any meeting with the
representatives of the Associations.
2.
When a two member Delegation comprising Com. V. Bhattacharjee, Secretary
General, AICAEA/
NFCAA and
Com. Dharampal Singh, Asstt. Secretary General, AICAEA had attended an informal
meeting convened by the Additional Controller General of Accounts on 26th December 2019, 10(ten)
major issues were discussed and the brief resume of the meeting was circulated
vide NFCAA Circular No:- NFCAA/HQ/A-1/Cir-11/2019 dated 28.12.2019 for your
information. However, in order to
refresh your memory, the same is once again reproduced below:-

Official side informed that the matter now being
pending with the Department of Expenditure, Office of the Controller General
of Accounts has been pursuing it from highest levels for its early
settlement. New Secretary, Department of Expenditure shall be approached as
soon as he takes over the charge of the office.

2.
|
Restoration of AAO (Civil) and other Departmental
Examinations from the level of MTS to LDC and LDC to Accountant etc.
|
Staff side
insisted that it is 3(three) years the AAO (Civil) examination is not taking
place. So also
the situation in respect of other departmental examinations and chain linked
effects of such a condition has blocked the promotional prospects of about a
thousand MTS/ LDC/ DEO/ Steno/ Accountant/ Sr. Accountant.
Official side informed that the issue being
the priority matter, the office of the CGA is also equally concerned.
Expeditious actions are in progress.

Extending recognition to AICAEA Cat-II
|
Official side informed that it is at the final
stage and as soon as the Controller General of Accounts resumes duty the
matter is expected to move faster towards finalisation.

4.
|
Atrocities of CCA, Mines:
Harassment and terrorization to the Employees and
non-compliance of Orders of CGA by CCA, Steel and Mines and his
administration - request for intervention regarding
|
Additional Controller General of Accounts
acknowledged the receipt of the AICAEA letter dated 19-12-2019 on the subject
matter and the official side had sought further detailed reporting from staff
side. Accordingly, the Staff side explained the facts of like
1. Transferring Accountants/
Senior Accountants from outstation PAOs like Lucknow, Kolkata and Jaipur etc.
to Pr. Accounts office of Ministry of Mines, Delhi on the plea of shortage of
staff and by terrifying and threatening the employees
2. Resorting to
inter-Ministry transfer of the honest and sincere employees
illegally from Ministry of Mines to Ministry of Steel, Delhi
3. Retaining the AAO of his
favour ignoring the CGAs orders for rotational transfers and even after
reporting of duty by the substitute of the AAO concerned.
4. Interference in the
internal functions of the service Associations by the administration of the
CCA, Steel and Mines.
Official side stated that the matter shall be
looked into and necessary actions required shall be initiated.

Uniformity in implem-entation of rotational
transfer orders
|
Official side stated that steps are being taken
to ensure that all orders on rotational transfers are made effective in a
week.
|
6.
|
Transfer requests of Non-Gazetted Group B & C
Cadres
|
Actions are on as per the request of Association
in recent meetings.
|
7.
|
Merger of Accountant/Sr. Accountant and Grant of
Pay Level 7
|
Letter of AICAEA dated 11th December proposing
merger of Accountant and Senior Accountant and grant of level 7 of the pay
matrix is under active consideration and a decision in this regard
shall be taken soon and informed to the All India Civil Accounts
Employees Association.

8.
|
Restoration of functioning of PAO, Jute Cell,
Kolkata
|
It was assured that the matter shall be discussed
once again with CCA, Commerce in terms of the facts narrated by the
staff side.
|
9.
|
Settlement of compassionate cases
|
On the basis of further explanation on the
justification of allowing the individual to report for duty appointed on Compassionate
ground, the official side stated that, the issue being pending with CCA,
Commerce, the authority concerned shall be once again discussed and requested
to settle the matter as early as possible.
As per the decision in the meeting of 30th October, 2019 collection
of reports on pending requests for compassionate appointments from all
Ministries/Departments is in progress.

10.
|
Promotion of Senior Accountant under 10%
promotion quota
|
Matter is pending with the Ministry of Finance
and it has proposed to refer it to DOPT.
However, in view of the request of the Staff
side, the matter shall be discussed with the Department of Expenditure at the
higher level.
|
But, other than items No:-
4&5, no assurance given in the meeting has so far been honoured. Regarding
AAO (Civil) Examination, only Regulations and Syllabus had been published vide OM
dated 15th January, 2020.
3.
After waiting for nearly a month, the AICAEA vide its letter No:-
AICAEA/HQ/A-2/2020-665-667 dated 27.01.2020 had
requested Controller General of Accounts to kindly convene an exclusive meeting
for bilateral settlement of following issues connected with the AAO(Civil)
Examination:-
1. Exemptions secured by all the candidates may be allowed to carry forward
in the respective papers, and the chances availed by those candidates be
exhausted as per para 5 of the OM dated 15th Januarys 2020 (e.g. If a candidate has availed two (02) chances and has
passed three (03) papers, he/she may be exempted to appear those respective
three papers and allowed to appear rest five (05) papers in 04 more chances as
per para 5 of Regulations 2020).
2. Those candidates who are due to clear only one paper i.e. who have
cleared 7 out of total 8 papers by exhausting 6 (six) chances may be given at
least one chance to appear as per the CGA’s Special Examination Regulations
2011.
Subsequently
vide letter of even number dated 11.02.2020, the AICAEA in addition its
persuasion to different officers of the office of Controller General of
Accounts personally, requested Controller General of Accounts once again to
convene the meeting at her earliest convenience. But, these requests have
been ignored by the Controller General of Accounts.
4. Since the AAO(Civil) Examination system itself has been made inoperative by the authorities
of Controller General of Accounts for last three years, the AICAEA vide its letter
No:- AICAEA/HQ/A-2/2020/126 dated 12.02.2020 explained the harmful effects of discontinuation of the AAO (Civil) Examination for
last three years on the totality of Civil Accounts Employees right from MTS to
AAOs and requested her to take urgent steps to restore the AAO(Civil)
Examination immediately. But, the Controller General of Accounts has neither
agreed to meet with the representatives of the Association nor taken any
tangible step to resolve the stalemate.
5. Further it is more than
three years now, the authorities of the
Department of Expenditure have not convened a single meeting of the
Departmental Council (JCM) with the AICAEA. Had this forum been brought
into operation and had the meetings been there during the last three years,
many of the long pending issues including the major issues on which we are
being forced to agitate now would have been settled long back. Therefore,
our protest against this matter shall also be there.
Under the above circumstances and in pursuance of the 16th/8th
AICs of AICAEA/AICAEA Cat-II held at Hyderabad from 3rd to 5th
January 2020, the National Federation of Civil Accounts Associations calls upon
the totality of membership to unite and hold day long Dharna in front of the
office of the Senior most officer of the station on 20th February
2020, from 10.30 AM to 4 PM under the banner of NFCAA (AICAEA & AIACEA
CAT-II) Branches.
A Resolution may be adopted
in the lunch hour meeting at the Dharna spot and forwarded to the Controller
General of Accounts and the Secretary Department of Expenditure. The draft of
the Resolution is annexed to this circular.
Further, many of our members might not be aware of
the 22 (twenty two) charter of demand of
the Co-ordination Committee of Civil Accounts Employees and Officers
Association. So the charter of demands is also annexed to this circular. It
may be circulated among the members to make them aware about our demands.

RESOLUTION IS NOT ADOPTED AND FORWARDED TO THE AUTHORITIES CONCERNED THEN THE
IMPACT OF THE IMPLEMENTATION OF THE PROGRAMME REDUCES TO LESS THAN HALF AS IT
REMAINS CONFINED IN THE KNOWLEDGE OF PARTICIPANTS ONLY AND AUTHORITIES DO NOT
EVEN KNOW THAT A PROTEST ACTION WAS DONE BY THE EMPLOYEES IN SUPPORT OF THEIR

22 POINT CHARTER OF DEMANDS
HANDED OVER TO THE CGA ON 2ND DECEMBER 2019
BY
THE CO-ORDINATION COMMITTEE OF CIVIL ACCOUNTS EMPLOYEES AND OFFICERS
ASSOCIATIONS
1.
Immediate implementation of 1st
Cadre Review of Group “B” and “C” officers and Employees and Officers of Civil
Accounts Organisation – providing copies of Recommendations of the proposal for
Cadre Review to stake holder Associations and forwarding of supplementary
proposals after rectification of faulty recommendations in respect of
Acctt./Sr. Accountant and DEOs -
(a)
As per the policy of the Govt., amalgamating the Accountant and Sr.
Accountant as a single cadre of Sr. Accountant
at pay level 7 of the pay matrix respectively in place of existing
proposal of level 5 and 7.
and
(b)
Merger of the cadre of Data Entry operators
Grade “A” to Accountants instead of proposed cadre of “Accounts Assistant”.
2.
Restoration of AAO (Civil) Examination system
discontinued since last two years - implementation of the new pattern of
examination and continuation of exemptions acquired by the candidates in the
old pattern of examination in consideration of proposals given by the AICAEA.
3.
Grant of recognition to the All India Civil
Accounts Employees Association Category II being the second major Association
in terms of the provisions of CCS (RSA) 1993.
4.
Appropriate action against the DDOs and the
nodal authorities for non-compliance of provisions CCS (RSA) Rule, 1993 and the
instructions of Controller General of Accounts regarding deduction and
remittance of Membership Subscription of the Associations.
5.
Extension of basic functioning facilities to
all recognized service associations as per G.O.I. and J.C.M. norms –
(a)
Provision of furnished official accommodations
to all Associations as agreed on the meeting of 10th April 2019.
(b)
Reimbursement of traveling expenditure to the
National Executive Member of A.I.A.P.A.O(Civil) by the Dy. CA, CBIC, Chennai
for attending official meeting with the C.G.A.
(c)
Stoppage of vindictive transfers of office
bearers of the Associations by the Pr.
CCA, MHA in Delhi and Kolkata in
violation of DOP&T guidelines
and
(d)
Allocation of due numbers of seats as per
norm in the J.C.M. (National Council) and the J.C.M. (Departmental Council) to
A.I.C.A.E.A. in particular.
6.
Merger and Grant of Group “A” status to
Accounts officers and Sr. Accounts officers as their counterpart working in
IA&AD has already been extended the same.
7.
Grant of promotion to Senior Accountants as
AAOs
(a)
Under 10% promotional quota which has been
discontinued since October 2015 without any valid ground
(b)
On adhoc basis under uniform criteria in all
Ministries and Departments against the existing vacancies.
8.
Revised Pay Scale
of Rs. 5400 in PB2 (Pay level-9) to all A.A.Os with effect from 01-01-2006.
9.
Grant of one time age relaxation to MTS for
promotional examination to LDC.
10.
Settlement of all pending compassionate
appointment cases and PAO, Commerce Kolkata in particular against which
assurances of intervention was given in the meetings.
11.
Grant of 2nd and 3rd
MACP to Accountant/Sr. Accountant to the pre-revised grade pay of 4800/- and
5400/- uniformly.
12.
Adoption and implementation of mutually
agreed transparent transfer policy in respect of Group “B” Officers and providing
opportunity for oral deposition to the stake holder Employees & Officers
Associations on the comments submitted on the draft policy. Implementation of
local rotational transfers on year to year basis and no dislocation from
station.
13.
As assured in the meeting of 16-08-2018,
bringing back/ allotment of work for newly formed RPAO, Jute Cell (Under RPAO
Textiles)- ensuring functioning of PAO, Min of
Commerce as per provisions of CAM- retransfer the 4
officers belonging to PAO, Jute Cell from office of the Jute Commissioner,
Kolkata - Vesting of PAO functions relating to procurement of Jute bags
now being done in the office of Jute
commissioner.
14.
Settlement of request transfers of AO/Sr.
AO/AAO/ACCTT/ SR. ACCTT/DEO/LDC/MTS and implementation of transfer orders
within the time frame.
15.
Holding DPC for MACPs on the date prescribed
by the DOP&T and grant of MACP benefits on due dates.
16.
Taking measures to stop the cyber frauds,
ensuring adequate training on cyber security to all employees and officers
under CCAS cadre in a time bound manner and issuing of compendium as agreed in
the earlier meetings.
17.
As agreed in the meeting, issuing of
instructions to CPIOs for following the provisions of the sections of RTI Act
2005 and appropriate action against the CPIOS supplying information defying the
provisions of RTI act 2005.
18.
As agreed in the meetings, setting up of
complaints committees under all heads of the Departments in terms of the
“Sexual harassment of women at work place (Prevention, Prohibition and
Redressal) Act 2013”.
19.
Filing up of vacant posts under direct
recruitment Quota from the SSC and withdrawal of policy of inviting UDCs and
LDCs of various subordinate departments to work as Accountants on deputation
basis.
20.
Withdrawal of ban on forwarding the applications
of Assistant Accounts Officers for deputation posts being discrimination
towards the Assistant Accounts Officers and a major impediment for their career
prospects.
21.
As agreed in the earlier meetings, issuing
instructions to Ministries/ Departments to issue and circulate
Seniority/Gradation lists for the purpose of promotion to all grades.
22.
As agreed in the meetings, upgradation of
Training Institutes and providing training to all categories of employees
regularly without discrimination.
