Subject: - Preventive measure to be taken in Central Government
Establishments to contain the spread of Novel Corona virus (COVID -19) -
extension of the date of closing financial year to 30th April 2020-
request reg.
Sir,
We are enclosing
herewith a copy of the letter No. NC-JCM-2020/CS/PM dated 20th March
2020 issued by the Secretary, National Council (Staff Side) JCM to the Cabinet
Secretary to Government of India on the subject “Preventive measure to be taken in Central Government
Establishments to contain the spread of Novel Corona virus (COVID -19)”. It has been requested to Government of India by the
Secretary, National Council (Staff Side) JCM to kindly appreciate the health
concern of the Central Government employees of the Country and declare closed
holidays for Central Government Employees from 23-03-2020 to 31-03-2020. We
endorse the request made in the letter and request the Government of India through your kind self to consider the request
of the National Council (Staff Side) JCM and take a favorable decision.
Further, on behalf of
the employees and officers of Civil Accounts Organisations (which is the
Integral part of the Department of Expenditure functioning under the overall
control of Controller General of Accounts, Department of Expenditure), we would
like to submit that more than 700 (Seven hundred) Pay and Accounts Offices, Zonal
Accounts Offices and Regional Pay and Accounts Offices (PAOs/ZAOs/RPAOs) of
about 50(fifty) plus Ministries and Departments of Government of India are
functioning across the county.
Every PAOs/ZAOs/RPAOs
are managing payment and accounting system of hundreds of DDOs. These offices
receive hundreds of documents such as bills, challans, letters, Bank Statements
etc. from DDOs, Banks, pensioners, Headquarter Offices and other PAOs/ZAOs/RPAOs
from different parts of the Country on a day to day basis via couriers,
Department of Post and by hand etc . The
quantum of the papers from different walks of life reaching to the offices
specified in the preceding para in the shape of bills during Month of March
every year in specific become enormous and unmanageable. All such documents are
handled by MTS/LDC/DEOs/Casual Labour engaged and they send for the disposal of
the documents which are thereafter chronologically handled by Accountants/Senior
Accountants, AAO and AO/Sr. AO till the disposal of these documents and payments
in respect of bills. For accounting purpose, another set of same categories of
employees handle those documents once again. These apart, hundreds of representatives
of DDOs and visitors keep on loitering in the office premises chasing the bills.
There is no system to take adequate care in handling non-sanitized inflow of documents
into the offices or to stop the crowd of visitors as precautionary measures at
least in the present scenario when the prime objective of all to strive for breaking the chain of spreading corona virus.
Though the DOP&T
has issued more than one advisories asking to take preventive measures to stop
the spread of corona virus but in Civil Accounts organization many of such
steps shall not work as the Financial Year closing activities are nearing and
programmes for payment and accounting cannot be operated from home of the
officials due to risk of data tampering in the process of payment activity
involved therein.
Therefore, under the
above circumstances, we request you to kindly consider the proposal for closed
holidays from 23rd to 31st March 2020 and take the
decision to extend date of closing of financial year 2019-2020 to 30th
April 2020 as a special case to curb the spread of corona virus and safety of
the officers and employees of Civil Accounts organization.
We hope you will kindly
consider our concern and take a favorable decision.
