AGENDA

1.    Inadequate safety measures and supply of substandard sanitizers:

The office of CGA vide O.M. dated 17.04.2020 has issued National Directive for COVID-19 management wherein it is stated that "All rooms/sections should have adequate sanitizers. Further, appropriate requisition may be obtained from the Administration Section." The sanitizers provided by the Principal Accounts Office (Admn.) are inadequate in quantity and of sub-standard quality.

On account of inadequate safety measures, supply of sub-standard sanitizers in specific and some more serious issues listed in this document, when the representatives of our Branch Associations from Delhi went to the authority responsible for administration on 28th July 2020, the Senior Accounts officer (Admn) along with the DDO left the office instantly refusing to meet the representatives of the Branch Association on the plea of having a meeting with the Chief Controller of Accounts. Moreover, instead of taking corrective measures against their unjustified actions, the administration targeted some of the office bearers of the Association and sought explanation from them levelling false allegations.  

We request for taking adequate safety measures against the threat of COVID-19 infection and settlement of the issue arisen on account of seeking the safety measures for the employees.

 

2.    Reimbursement of  Transport Allowance to the employees performed their duties during Lockdown period (April-May2020) :  

The Ministry of Home Affairs vide Order No. 40-3/2020-DM-I(A)dated 24.03.2020, and its subsequent orders dated 25.03.2020, dated 27.03.2020, dated 02.04.2020, 03.04.2020 and 10.04.2020 respectively has directed to run the offices with bare minimum staff and reiterated the policy of work from home for all others. The DOPT Vide OM No. 11013/9/2014-Estt.A.III dated 22nd March 2020 once again advised all concerned to strictly observe the procedure of running the office with skeletal staff and implement the advice of 'work from Home. In pursuance of the order and advisories issued by the DOPT and Ministry of Home Affairs, instructed to provide all amenities as may be necessary, including transportation at Government cost to the staff to enable them to discharge their duties as per advisories for continuation of the functioning of PAOs of the Ministry and carry out the guidelines issued by the authorities concerned.  

The Department of Personnel and Training vide OM No. 11013/9/2014-Estt.A.III dated 23rd  April 2020 had once again issued a fresh advisory regarding functioning of offices during lockdown period. 

In order to promote the procedure of "Work from Home" for ensuring smooth payment functions CGA vide OM. No. 3(2)/TA-II/2020/173 dated 08-04-2020 has relaxed the provisions of Receipt & Payment Rules, 1983.

But in spite of repeated requests in this matter, the administration of the CCA, Ministry of Agriculture, Co-operation & Farmers Welfare did neither prepare any roster nor followed the provisions of the advisories at least during the 1st and 2nd spell of lockdown period.   Majority of the staff of the office of the Pr. AO, Agriculture & Farmers Welfare of Delhi and none of the staff in Kolkata in particular was provided any facility including transport facility to attend the office during the period. Instead they were asked to commute to office on their own arrangements and risks.

It was therefore very clear that, administration of the Ministry of Agriculture, Co-operation & Farmers Welfare did not bother to follow any guidelines issued by the Govt. in respect of their safety measures against the threat of infection by COVID-19 virus or ferry the employees during the lockdown period and took their services through the method of work from home.

Instead the Administration of CCA, Ministry of Agriculture Co-operation & Farmers Welfare has withheld the Transport of Allowance of some selected employees for the month of April 2020 unfairly and arbitrarily which therefore, may kindly be restored.

 

3.    Deduction of leave unreasonably  and illogically: - 

Due to lockdown, the employees who had proceeded on leave and went out of station with prior permission of the competent authority were unable to join the office on account of non-availability of transportation/ availability of train/air tickets etc. But the administration of the CCA, Ministry of Agriculture, Co-operation & Farmers Welfare instead of taking a rational approach towards the genuine problems of the employees had resorted to harassing the employees.  It has sought explanations from individuals by issuing memos to the employees and verbally threatened them that in the event of non-submission of leave applications for the complete lockdown period, they shall be penalized.  

The administration of the CCA, Ministry of Agriculture, Co-operation & Farmers Welfare has therefore, setting aside all reasonable approaches of the Government for dealing with the adverse situation arisen due to spread of COVID -19 Pandemic, has preferred to take coercive action against its employees in an erratic fashion.

Since the DoPT vide O.M. dated 28.07.2020 has also issued clarification with regard to dealing with absence of the employees during the lockdown period, we request for settlement of the issue through discussion across the table.

 

4.    Cruel approach towards Persons with Disabilities, Pregnant Women and Coronavirus infected persons:

 As per the instructions issued by DoPT vide O.M. dated 27.03.2020 and 19.05.2020, Person with Disabilities and Pregnant women were not to be included in the duty roster. But the administration of the Ministry of Agriculture, Co-operation & Farmers Welfare has included both persons with Disabilities and Pregnant women in the roster system.  Not only this, in spite of the requests by them for considering their difficulties and appreciating that they had been  working from home, memos were issued to them seeking their explanation regarding their irregular presence in the office. 

The pregnant woman is in her advanced stage and her entire family including herself has been infected by coronavirus.  Her father in-law reportedly has expired recently due to COVID-19. 

The official with disabilities was confronting a very critical situation as his father had suffered a heart attack during the period.  

But the administration of the CCA, Ministry of Agriculture, Co-operation & Farmers Welfare, instead of appreciating the circumstances and becoming sympathetic towards the Persons with Disabilities, Pregnant Women and Coronavirus infected persons has withheld the salaries of all such officials. 

Of late it has also been learnt that, one of the officials of the lowest paid category, who was unable to attend the duties due to declaring of his residential complex as Red Zone by the district administration, is being harassed and denied salary on the ground of non-submission of leave etc. We request undoing of all these vindictive actions.

5.    Non-compliance of roster system issued by HoD by IAW: -

IAW, Ministry of Agriculture, Co-operation & Farmers Welfare vide O.M. dated 13.07.2020 has directed its staff not to take any kind of leave and to attend the office regularly till the submission of All pending reports. This Office Memorandum is in contradiction with the guidelines/directions issued by nodal Ministries/Department. The office space for IAW is inadequate for strict compliance of social distancing (6 feet) in presence of full staff strength.

Since this situation is enhancing the risk of infection among the staff of IAW at risk, we request for implementation of roster system in IAW.

 

6.    Deducting membership subscription and remittance to the Association:

As per the provisions of CCS (RSA) Rules, 1993 and the instruction of DOP&T and the Controller General of Accounts, the monthly subscriptions deducted from the employees of a particular Association should be remitted to the particular Association concerned or its Bank Account concerned under intimation to the Association concerned. Despite submitting the duly filled membership form of AICAEA by the individuals, the subscription amount is not being deducted by the DDO.  

 

Further, as per the standing instructions of the Controller General of Accounts, in the event of transfer of an official from the payment control of one DDO to another DDO, the parent DDO should indicate the deduction particulars in the LPC of the individual member transferred. But the administration and the DDO are not following the instructions of the authorities as a result of which the Associations and the members concerned of the Associations are facing various problems and they are denied their democratic rights.

 

We request that the above matters may kindly be sorted out through mutual discussion.

 

7.  Non reimbursement of local conveyance charges: 

Local Conveyance charges upto a maximum of ₹300 per month is reimbursed to the non-gazetted government servants who commute to different establishments to perform their official duties within a radius of 8 kms from the precincts of the office. Conveyance charges claims approved by the respective Sr. AO concerned for the FY 2019-20 are yet to be reimbursed.

 

We request for clearing of all pending conveyance claims.
