The Accountant from CAPD, Delhi who was
transferred to Chennai vindictively last month has been ordered to
join in Delhi office today itself and he has joined accordingly.
It's a product of the efforts of AICAEA,
Delhi Branch and also the NFCAA.
We hope, CCA, CAPD shall also revoke the
transfer of the MTS Comrade from Chennai to Delhi.

Dear Comrades,
The 6(six) member Sub-committee composed by the Federal Executive meeting of the National Federation of Civil Accounts Associations(NFCAA) held online on 4TH September 2020 has finalised the following charter of demands.
Charter of Demands
1. Immediate implementation of 1st Cadre Review of Group "B" and "C" cadres of Civil Accounts Organisation and merger of Acctt./Sr. Accountant and DEOs as Accountant
2. Negotiated settlement of AAO (Civil) Exam related issues
3. Grant of recognition to the All India Civil Accounts Employees Association Category II being the second major Association as per the verification report.
4. Restoration of procedure of promotion of Senior Accountants as AAOs under 10% promotion quota w.e.f 2015 and adhoc promotions under uniform criteria in all Ministries /Departments against the existing vacancies.
5. Grant of one time relaxation to MTS for promotion to LDC for departmental exam every year.
6. Revised Pay Scale of Rs. 5400 in PB2 (Pay level-9) to all A.A.Os with effect from 01-01-2006.
7. Appropriate action against the DDOs and the nodal authorities for non-compliance of provisions of CCS (RSA) Rule, 1993 and regularization of Membership of association
8. Ensuring functioning of RPAO, Jute Cell (under RPAO Textiles) as per provisions of CAM- retransfer the 4 officers belonging to PAO, Jute Cell from office of the Jute Commissioner, Kolkata.
9. Implementation of Covid19 guidelines of various ministries, stoppage of harassment of employees and compensation in case of death due to Covid 19.
10. Transparent transfer policy for AAOs, withdrawal of vindictive transfers of non-gazetted cadre and clearing request transfers on medical ground on priority.
11. Setting up of complaints committees under all heads of the Departments in terms of the "Sexual harassment of women at work place (Prevention, Prohibition and Redressal) Act 2013".
12. Settlement of all pending compassionate appointment cases.
It has been decided by the Federal Executive meeting that, there shall be Branch wise Day long Dharna on 6th October 2020 maintaining social distancing. Branches of Delhi shall sit for Dharna in front of CGA office.
The detailed Circular containing all decisions of Federal Executive meeting is being circulated shortly.

Subject: Non-payment
of salary for the months of July and August 2020 to COVID-19 infected pregnant
women employee by the Principal Accounts Office, Ministry of Agriculture & Farmers' Welfare –request
for intervention regarding.
Sir,
I have been directed to invite
your kind attention to the item No. 4 of the AGENDA submitted
vide our letter No:- AICAEA-AICAEA CAT II/HQ/A-3/2020/1865-87 dated 13.08.2020
requesting you to kindly convene a meeting with the representatives of the
Association and the representation of Smt. Shweta Jain, working as Sr.
Accountant in Pr. Accounts Office, Ministry of Agriculture & Farmers'
Welfare and state that, in spite of the best possible efforts by us and the
victimised official, the administration of your office and the DDO in
particular has not made payment of salary of the official who
performed her duty. Due to complications in her pregnancy, Smt. Jain was on leave in
the month of January and February. She had reported for duty in the month of
March 2020. However, after issuing advisories by the DOP&T and imposition of
lockdown by the Government of India subsequently to contain the spread of
Pandemic of COVID-19, she had been working from home since 20th March to 31st
July, 2020 and it is on record. Smt. Jain being in her advanced stage and her
entire family including herself being infected by coronavirus was passing a
very difficult situation and her father in-law has expired as a result of
COVID-19 infection in the meantime.
In the advisory issued by DoPT
vide O.M. dated 17.03.2020, it has been specifically advised that:
“…. All employees who are at
higher risk i.e. older employees, pregnant employees and employees who have
underlying medical conditions, to take extra precautions. The Ministries/
Departments may take care not to expose such employees to any front-line work
requiring direct contact with the Public. “
In reiteration of the above O.M.,
the DOPT vide its OM dated 19.05.2020 has given further clarifications
in the following manner-
“………Person with Disabilities and
Pregnant women may also not be included to the roster to be prepared”.
But the administration of the
Ministry of Agriculture, Co-operation & Farmers Welfare had included Smt.
Sweta Jain, Sr. Accountant in the roster system. Not only this, in spite
of the requests by her for considering her difficulties and appreciating that
she had been working from home in conformity with the advisories issued by
different Ministries of Government of India and the Controller General of
Accounts, Department of Expenditure in respect of the Civil Accounts Employees
in specific, the administration of the Ministry of Agriculture,
Co-operation & Farmers Welfare had issued memo to her seeking explanation
while a few more employees of the same office were given relief from roaster
duty by the AAO establishment of the same office unauthorizedly and those
employees despite remaining absent from 20th March 2020 onwards had
been paid been paid full salary for the period of their absence.
Due to complications, Smt. Jain
had proceeded to maternity leave and she delivered a child even before
completion of 8th months and being the mother of a prematurely born
child she has been facing a very critical situation mentally, physically and
financially. But it is extremely unfortunate to record here that, in
spite of being on maternity leave, the Administration of CCA, Ministry of
Agriculture & Farmers' Welfare has not released her salary for the months
of July and August 2020.
Above discussed actions on the
part of the Administration of CCA, Ministry of Agriculture & Farmers'
Welfare being nothing but a gross violation of the DOP&T OM No.
11013/9/2014-Estt.A.III dated 19-05-2020 and most cruel approach towards a
Coronavirus infected Pregnant Woman employee , I have been directed to request
you the following:-
1. Direct
the Administration of your department to release the salary of the official for
July and August 2020 immediately.
2. Initiate
appropriate departmental actions against the officers indulging in the practice
of discrimination among the employees and harassing a section of them by using
their official position.

Subject:-Absorption
of deputationists as Accountant in Central Civil Accounts Service (CCAS)
Madam,
I have been directed to refer to the above
mentioned subject and state that, a committee was constituted by the office of
the Controller General of Accounts in order to revisit the OM. No.
A-110201/1/2014/MF.CGA (A)/245 dated 23-07-2015 under Chairmanship of the then Addl. Controller General of
Accounts. This Committee had invited the All India Civil Accounts Employees
Association to take part in the meeting of the committee on 25th
June 2019 as a stake holder and share its opinion. Accordingly, the representatives of the
Association had attended the meeting and offered its opinion. Thereafter, the
office of the CGA had issued the OM. No. 11020/1/2014/MF.CGA (A)/112 dated 14th
August 2019 wherein the final decision taken by the office of the Controller
General of Accounts with regard to the
issue of absorption of deputationists as
Accountant in Central Civil Accounts Service (CCAS) was as conveyed and it
was as below:-
“It has been decided
to relax the ban imposed on permanent absorption of deputationists as Accountant
(CCAS) in force vide CGA’S OM. No. A-110201/1/2014/MF.CGA(A)/245 dated
23-07-2015 , as one time measure in
respect of number of deputationists not more than 10% of vacancies reported to
this office for Combined Graduate Level Examination(CGLE)-2017 or minimum one
deputationist and subject to the following conditions and procedure of
eligible cases:- ………….”
In the said OM itself your office had also
emphasized on the following:-
“ (ii) No
request for relaxation in eligibility criteria/conditions shall be forwarded to
this office. Further, the incomplete proposals will not be entertained for
consideration.
(iii) The last date for submission of a consolidated
proposal from Ministry/ Department is 31.10.2019. Any proposal received in this
beyond the stipulated date will not be entertained in any case.”
It was also very clearly recorded in
the above referred OM. of your office that:-
“……..the scheme of the rules warrants that primary
source of recruitment, namely, SSC, should be given its due importance.
Deputation/ extension of deputation should be resorted only when it is not
possible to get candidates from SSC. Deputation/ Extension of deputation should
therefore be on year-to –year basis and meantime the efforts should be
continued to get candidates from SSC.”
The above decisions conveyed by your
office with regard to the issue of absorption of deputationists as Accountant
in Central Civil Accounts Service (CCAS) being totally in the interest of each
and every Group -C employees of the Civil Accounts Organisation who have been
suffering from the serious damage to their career prospects and a final
settlement of one of the long pending demands of this Association, the
Association on behalf its rank and file membership had offered its thankfulness
to the Civil Accounts authorities in the subsequent meeting held with the Civil
Accounts authorities.
But the Association is extremely
disappointed to learn from various sources that, some of the heads of the
departments and especially the Pr. CCA, MHA has reopened the issue of
absorption of deputationists as Accountant in Central Civil Accounts Service
(CCAS) by sending fresh proposals in this regard to your office and your office
is giving a re-look into it. If it is so, then it is very unfortunate and it
will be an incident of withdrawal of the understanding on protection of the
interests of the indigenous employees of Civil Accounts Organisation given to them
through their Organisation.
Therefore, on behalf the Association,
I request you not to re-open the procedure of absorption of deputationists so
that a fresh episode of damage to the career prospects of Civil Accounts cadres
is not r-opened.
