Dear Comrades,
MEETING WITH MINISTER OF STATE FOR FINANCE
As informed already, a delegation Comprising Com. S. K. Vyas, Com. M. S. Raja, Chairman, Com. V. Bhattacharjee, Convener apex JAC and Com. A. K. Mehta, Convener, local JAC, Delhi met Shri Nomonarain Meena, Minister of State for Ministry of Finance on 18th January 2010. This appointment materialised subsequent to the letter sent to him by apex JAC on 14/12/2009 (copy Circulated through earlier Circular).
The delegation requested Hon'ble Minister to implement the arbitration award dated 24/08/2004 on grant of higher Pay Scales to the Accounts and Audit Employees with effect from 01/01/1986. The delegation also explained that the Govt. had restored parity between the Central Secretariat Assistants and Sr. Accountant/Auditors after the 4th CPC. However, Govt. had upgraded the Pay Scale of Assistants of Central Secretariat unilaterally in 1990 retrospectively from 01/01/1986 denying the same to Sr. Accounts and Sr. Auditors. The parity between the Central Secretariat Assistants and Sr. Accountant/Auditors was however partially restored by granting it with effect from 01/01/1996 through an order in 2003. Subsequently the Board of arbitration had awarded that the party between the Central Secretariat Assistants and Sr. Accountant/Auditor should be restored w. e. f. 01/01/1986. In the negotiation on the award subsequently, Department of Expenditure had taken the position that, since there would be involvement of expenditure to tune of Rs. 625 crores for payment of arrears, govt. can not afford to implement the award. Appreciating the financial burden of the government, staff side had offered in writing to forgo the arrears and requested to grant the notional fixation benefit with effect from 01/01/1986 without any arrears. But the Department of Expenditure has not responded to this request favorably.
The delegation, requested the H'ble Minister to kindly consider the proposal of staff side and take an early favorable decision in this respect. Responding to the request of the delegation, H'ble Minister informed that he has already received the letter of apex JAC inthis respect and directed his office to call for the informations from Expenditure Department.
COM. BASUDEV ACHARIA WROTE TO P. M.
Through the Circular No:- 7/2009 dated 31/08/2009 we had Circulated the letter we had written to the Prime Minister and the Finance Minister urging upon them to implement the arbitration award notionally from 01.01.1986/01.011996 and actually from 01/01/2006.
We had also requested Com. Basudev Acharia, MP for his intervention. Com. Acharia has taken up the meter with the Prime Minister. Copy the letter of Com. Basudev Acharia is furnished here under.
APEX J.A.C. MEETING AT JAIPUR
In Continuation the Circular No: - 1/2010 dated 14/01/2009, it is hereby informed that the meeting of the apex JAC shall be held at Jaipur on 1st February 2010 5.P.M. The meeting shall be held at the venue of the Conference of All India Audit & Accounts Association ie in AG Colony, Jaipur near Gandhi Nagar Rly Station.
Following shall the agenda for the meeting-----
- Review of the decisions taken in the meeting held on 8th December 2009
- Finalisation of date for Industrial action.
- Any other matter with the permission of Chairman.

Respected Prime Minister,
Please find the enclosed representation received from Shri V. Bhattacharjee, Convener, Joint Action Committee of Audit & Accounts & Employees & Officers Organization regarding "implementation of Award of the Board of Arbitration JCM in CAR No. 3/2001 on the grant of higher Pay Scales to staff of IA&AD and organizes Accounts at par with the Pay Scales of the Assistants of the Central Secretariat.
The matter was discussed, during meeting with Additional Secretary, Department of Expenditure and Department of Personal and Training and it was proposed by the staff, that the actual payment of arrears on accounts of implementation of award may be paid with effect from 19th February 2003 instead of 12/11/2001 as per the award. The JAC had also proposed through its letter dated 2nd December 2008 to forego all the arrears and stated that the award may be implement notionally from 01.01.1986/01.01.1996 and actually from 01.01.2006, the date from which the higher Pay Scales have been granted as per the 6th CPC recommendations. But till the date no action has been taken in this regard.
I request you to kindly go through their genuine appeal and issue necessary instruction to the concerned so that higher pay scale awarded by the Board of Arbitration may now be granted at the earliest.
