            The extended National Executive meeting of this Association held at New Delhi on 20th & 21st September 2013 observed that, though four months have elapsed after  the meeting between the official side and the National Executives of this Association was held under your Chairpersonship on 30th May 2013  but the items discussed in the meeting are yet to be settled.

  The meeting therefore, directed me to request you that, to avoid further delay in settlement of the items, a meeting with the National Executive of this Association may kindly be convened before the closure of the month of October 2013 for the review of the progress of the items discussed.

            I have also been directed to request you to ask your office to inform the date of meeting atleast a fortnight in advance so that the National Executive Members from different parts of the country could procure their journey reservations and travel comfortably.

RESOLUTIONS ADOPTED IN THE  EXTENDED NATIONAL EXECUTIVE MEETING OF A.I.C.A.E.A. AND  ENDORSED BY THE EXTENDED FEDERAL EXECUTIVE MEETING OF N.F.C.A.A. HELD AT NEW DELHI ON 2OTH  AND 21ST SEPTEMBER 2013.

RESOLUTION  AGAINST  MALFUNCTIONING OF PAO II CENTRAL EXCISE NEW DELHI.

The extended National Executive Committee meeting of All India Civil Accounts Employees Association held at New Delhi on 20th and 21st instant unanimously resolves to convey its strong protest with deep resentment over the situation prevailing in the O/o the PAO-II, Central Excise, New Delhi. The National Executive Committee Members were totally shocked over the state of affairs prevailing at that Office, particularly the autocratic style of functioning of the Pay and Accounts Officer of that Office.

From the incidents and events reported by the representatives from Delhi it is noted that  the concerned PAO does not have faith on any of her subordinate staff and carry-on the functions of the Office, with the help of outsourced person(s)  who are loyal to her for reasons unknown. The working atmosphere of the office has been total vitiated and  the Employees have been suffering from the feelings that they are being let down by their own PAO by not trusting any one / not allowing to do their respective functions of work assigned to them, in their individual capacity, as staff  members of the respective Office.

By her irrational functional behaviour, the PAO II could manage to create an impression/ mind set on the higher authorities that no staff is discharging the work assigned to him/her and she is the only person really care about the working atmosphere and in discharge of functions. Even the very important type of works like GPF & Long Term Advances etc, have now been kept under her personal control as PAO and she is attending the disposal of the cases connected with that work with the assistance of an LDC, avoiding and neglecting the assistance of the Sr. Accountants who were originally attending such types of works, previously.

It is noted from the reporting of the representatives that though the duties/works, assigned to the respective staff, have been completely carried out without any arrears, the PAO is trying to create an impression on her higher authorities that works are unfinished/not attended to, properly. 

 It is crystal clear that the intention of the incumbent working as PAOII, Central Excise, New Delhi is not to keep up the work but to find fault with certain section of staff and create a false impression about Staff, in the minds of her higher authorities, in order to build up misunderstanding and unrest between Association and the Administration.

The meeting noted that the Unit Association and  the All India Civil Accounts Employees Association,  Delhi Branch have already brought this unruly behavior of the PAOII to the attention of the higher authorities of the  O/o the Pr. C.C.A./CBEC/New Delhi which has not, so far, yielded any result.

In the light of the above circumstances, this meeting once again  requests the PR. CCA, CBEC  to kindly intervene in this matter and resolve the problem, so that, a cordial working atmosphere could prevail in the Office. The meeting expresses hope that the authorities shall give due importance to the already deteriorated situation and take necessary steps, immediately, to solve the issue, so a peaceful working atmosphere could be ensured in the Office and also, any sorts of further spoiling of understanding with the Association could very well be averted to.
The meeting resolves to forward the copies of resolution to CGA, Pr. CCA, CBEC and all others concerned.

RESOLUTION AGAINST VINDICTIVE TRANSFER OF FIVE ELDERLY SENIOR ACCOUNTANTS TO OUT OF STATION BY CCA, UD.

          This extended National Executive Committee Meeting of the All India Civil Accounts Employees Association held at New Delhi on 20th and 21st instant, unanimously resolves to conveys its deep resentment and shock regarding the style of handling of the issue of allowing the transferred 5 elderly Sr. Accountants, to join at first, at the same office and then asking them to move out of New Delhi, immediately, under coarse, threaten and under compulsion on the part of the Administration of the C.C.A., U.D.

          It is known that the above 5(five) Sr. Accountants who are elder in age and experience, working at PAO (Ptg), New Delhi have been transferred to different parts of the country, at the last leg of their service tenure, purely under vindictive approach of the CCA, UD Administration. 

          Hence, the aggrieved employees’ organizations, in general, resorted to normal course of democratic form of agitations like Lunch Hour Demonstrations and Dharna etc., conducted at all over India but it is disappointing to record that nothing has moved the Administration nor they realized the gravity and sentiments of the employees over the issue.

During the course of unrest of the employees, the intervention of the CGA was sought, but it is regretted to note that even the prompt and timely advice of the CGA has fallen into mischief ears.

          However, in the morning session of 30th of August 2013, the Administration of CCA, UD had asked four Sr. Accountants to join in the same Office from where they were transferred but in the same evening, they were relieved under the warning and threat that they should proceed and report to their respective place of posting immediately, failing which, they would face the consequences. Since no other alternative was available with them,   the transferred Sr. Accountants had carried out orders of the authority obediently and reported for duty in the new place of posting across India. Such a tactics seem to have been played by the administration of CCA, UD with the ulterior intention of detaching the concerned employees from confidence and shelter of the Association and convey to authority that the issue has been handled by it efficiently. 

          The facts of vindictive actions of CCA, UD towards the innocent employees was brought to the knowledge of the Honorable Minister of Urban Development too by the All India Civil Accounts Employees Association with the request to intervene and settle the matter. It is also learnt that the Honorable Minister, on humanitarian grounds, in the general interest of the welfare of the employees, has kindly intervened in this matter.

But this meeting observes with regret that even the interventions of the highest Authority of the Civil Accounts organization and Honorable Minister for Urban Development could not bring out the justice to the victims.
          Hence, the meeting once again urges upon the respective authorities to kindly direct the administration of CCA, UD to re-transfer all the persons to their original station of posting immediately and help to restore congenial working atmosphere in the organization.

          This meeting resolves that, if the content of resolution is properly taken care of, in its true spirit and understanding, the existing relationship between the authorities and the employees would travel as long path, failing which, the All India Civil Accounts Employees Association cannot be held responsible.

          The meeting further resolves to forward the copies of the resolution to the Minister of Urban Development, Controller General of Accounts, Ministry of Finance, CCA, UD, Secretary General, Confederation of Central Govt. Employees and workers and all others concerned.

CONFEDERATION’S VIEW
ON

7th CENTRAL PAY COMMISSION
ANNOUNCED BY THE GOVERNMENT

Central Government today announced the constitution of the 7th CPC. Confederation of Central Government Employees and workers has been demanding appointment of 7th CPC right from 2011 onwards. We have conducted continuous agitational programmes including Parliament March and also one day nationwide strike on 12th December 2012. After 12th December Strike we have decided to go for indefinite strike and strike ballot is also announced. We congratulate the entire Central Government employees who rallied behind Confederation. Confederation is the only organization which has conducted serious agitation demanding constitution of 7th CPC.

Government has not yet announced the Chairman, Committee members etc of the 7th CPC and also terms of reference. Further our demand for merger of DA, giving effect from 01.01.2011, inclusion of three lakhs Gramin Dak Sevaks under the purview of 7th CPC, granting DA merger to GDS and settlement of other demands in the 15 points Charter of Demands are also pending. Before announcing the terms of reference of 7th CPC. If Government is not ready to accept our above demands, Confederation National Executive will meet shortly and shall decide for further course of action.

ANNOUNCEMENT OF 7TH CPC IS ONE STEP FORWARD AND IT IS THE VICTORY OF THE WORKERS WHO FOUGHT FOR IT.


Protest demonstration held

Protest Demonstration against the austerity measures announced by the Finance Minister was held on 25th September 2013 in the premises of Income Tax, New Delhi by the C-O-C, Delhi State by organizing mid-day demonstration. Members of NFPE, ITEF, Civil Accounts and Police Wireless Participated.  Com. Giriraj Sing, President presided over the meeting. Com. K. P. Rajgopal, Secretary Confederation and Secretary General, ITEF was the main speaker. Com. Amar Pal, NFPE RIII, Com. Kathait, ITEA Gr D, Com. Omvir Singh, GS, ITEA Gr-C, Com Balbinder, NFPE PIII, Com. N. K. Sharma, AICAEA, Com(Smt.) Kamlesh Kumari, Convener, Women sub-committee, Com. A. K. Kanajia, Working Chairman, COC, Delhi addressed the meeting. Com. V. Bhattacharjee, General Secretary also addressed the meeting and offered vote of thanks. Announcement of 7th CPC by the Prime Minister Being the achievement of Confederation, all the speakers congratulated the members.  However they stated that it was a partial achievement and members should be prepared to continue the struggle for realization of rest of the demands.

Dear Comrades,

            As decided, the extended Federal Executive Meeting was held in Delhi on 20th & 21st September 2013. Com. T.R. Janardanan, President, NFCAA presided over the meeting. 61 (sixty one) Federal Executive Members and representatives of the Branches from North East, West Bengal, Andhra Pradesh, Tamilnadu, Kerala, Mumbai, Nagpur, Pune, Gujrat, Uttar Pradesh and Delhi participated in the meeting. Com. M. Krishnan, Secretary General, Confederation of Central Govt. Employees & workers attended and addressed the meeting. He explained the importance functions of confederation and approach taken by the confederation to fight the anti-employee policy of present Govt. in the form of 15 point charter of demands. He informed that the programme of seeking strike ballot for resorting to indefinite Strike has been rescheduled on 11th, 12th and 13th November 2013.  Com. Krishnan expressed that, Civil Accounts Employees have been playing a pivotal role in the functions of Confederation. He requested to consider the feasibility of putting Secretary General, NFCAA in to Foreign Service in the interest of both Civil Accounts Employees and Confederation. After the deliberations of Com Krishnan was over,  Com. M.S. Bharne, Vice President, NFCAA offered thanks to Com. Krishnan on behalf of all and assured him that  his guidance and requests shall be given due honour by the federal executives meeting and decisions shall be taken keeping those into view.
            After detailed deliberation, the following decisions have been taken by the meeting.

PROTEST AGAINST VINDICTIVE TRANSFERS
            Against the vindictive transfer of 5 (five) Senior Accountants of PAO (Ptg), Delhi to Kolkata, Nashik, Mumbai & Chennai, the meeting passed a resolution demanding immediate retransfer of persons concerned. Through the Resolution the meeting conveyed to the authorities that, if the demand is ignored, the Association shall not be responsible for causing damages to the relation between the Civil Accounts Authorities and the Employees Associations.
            The effort of Central Headquarters in pursuing the matter with Shri Kamal Nath, Minister for Urban Development through Com. Basudeb Acharya, M.P. was appreciated by the meeting and it was decided that the persuasion should continue.
Further the meeting decided the following--
1.                  A programme of Signature campaign shall immediately be conducted. Branches and Units shall collect signatures of all members on a representation addressed to CGA. (The Draft of the representation is annexed to this circular). Signatures shall be collected in duplicate. One set of signatures shall be forwarded by Branches and Units (which are located outside Branch Headquarters) to Federation Headquarters in the evening of 4th October 2013 positively by Speed post so that the documents reach to Federation Headquarters before 7th October 2013.
2.                 One set of signature shall be handed over to the Controller General of Accounts by a delegation of NFCAA on 8th October 2013 to CGA. The other set of signatures shall be handed over to the senior most Officer of the station/state by a delegation of the Branches of AICAEA/AICAEA Cat-II on the same day.
3.                 On 8th October 2013 Protest Day shall be observed. All members shall wear following Back badge-.

4.                Day Long Dharna shall be organized by all Branches on 22nd October 2013.
5.                 If there is no settlement of the issue, next course of action programme of higher intensity shall be decided by the Federation headquarters.

ACTION ON DEPARTMENTAL DEMANDS
            It has been decided that CGA shall be requested to convene a meeting within one month with the National Executive of AICAEA for review of the progress of the items discussed in the meeting convened by him on 30th May 2013. Further, the issues like delay in conducting Department Examination and declaration of result, Recognition of AICAEA Cat-II and non-promotion of AAO(C) Exam. qualified Candidates as AAO shall be taken up with the CGA. If no response is received, decision to organizational action shall be taken.

FOREIGN SERVICE OF SECRETARY GENERAL
            The meeting endorsed the decision of the meeting of extended National Executive of the All India Civil Accounts Employees Association (held on 20th and 21st September 2013) to put Secretary General to foreign service with immediate effect and collection of Rs:- 200/- as Special Contribution for foreign service fund from every DA arrears.

IMPLEMENTATION CONFEDERATION DIRECTIVES
            In response to the directive of confederation following decisions have been taken-
1.                  Protest day on 25th September 2013 against total ban on creation and filling up of posts and other austerity measures imposed by the Govt.
2.                   Strike Ballot: - Members shall be mobilized for strike ballot programme from 11th to 13th November 2013.
3.                  12 delegates from Mumbai, Delhi, Madurai, Kolkata, Pune and Ahmedabad shall take part in the Trade Union Class at Mumbai on 15th & 16th November 2013 (names of all delegates being informed separately).
4.                  15 women delegates shall attend 2nd National Women Convention at Delhi slated to be held on 25th and 26th November 2013. List of the delegates shall be published separately.

IMPROVEMENT OF MEMBERSHIP AND ORGANISATIONAL STRENGTH
          To increase the membership base of the organization and to strengthen the organization following steps shall be taken-
1.        All Branches shall ensure enrolment of membership of their units located out of stations.
2.        Federal executive members preferably from neighboring states/stations shall visit the states/stations which are not functioning properly and there are non-members.
3.       Special effort shall be taken in Delhi to enroll at least 50% employees as members within November2013.
The situation shall be reviewed after 30th November 2013.

PROMOTION OF FRATERNITY WITH AIAPAO©
            Com. A. B. Sunil Kumar, President, AIAPAO© and other leaders came to attend the CWC meeting of the Association from Delhi Mumbai, Nagpur, Trivandrum, Chennai and Kolkata participated in a brief joint sitting of NFCAA and AIAPAO © on 20th September 2013. This meeting was addressed by Com. D.P. Sharma, Secretary General, AIAPAO © Com. G. K. Nair, Secretary General, AICAEA Cat-II and Com. V.Bhattacharjee, Secretary General, NFCAA. The meeting of the Federal executive took the decision of taking all effort of building up strong tie of understanding between AIAPAO© and NFCAA.

SUBMISSION OF CONFERENCE ACCOUNTS
          The Accounts of the 13th AIC of AICAEA and 5th AIC of AICAEA Cat-II submitted by Com. Shantanu Bhattacharjee on behalf of West Bengal Branch was adopted by the House.

ISSUES OF PRASAR BHARATI UNITS
            The issues connected with Prasar Bharati units and their settlement through dialogue with the authorities concerned was raised by Com. S. K. Dutta, Vice President, and AICAEA Cat-II. All the issues have been asked to refer to Federation headquarters for its further necessary action.
            The meeting there after was declared as over with vote of thanks to the chair
 
            All Branch Secretaries are requested to forward the copies of this circular to their Units at the earliest.
