DECISIONS OF EXTENDED NATIONAL EXECUTIVE MEETING
            The extended National Executive meeting of All India Civil Accounts Employees Association was held on 20th & 21st September 2013 in Delhi. 18 National Executive Members including Chairperson and Convener of National Women Committee attended the meeting. Com. Gopala Krishan, Asstt. Secretary General, Delhi did not attend due to ill health. Branch representatives from Nagpur, West Bengal, Kerala, Delhi, West Delhi, Gujrat, U.P. East, Mumbai and Com. (Smti.) Kamlesh Kumari, Vice-chairperson, National women Committee attended the meeting. Com. M. S. Bharne, Com. L. K. Salve and Com. S. Bandhyopadhyay also attend the meeting as special invitees. Following issues were discussed and decisions were taken on them.

Agenda No:- 1. Review of the decisions of 13th AIC held at Kolkata.
            At the very outset, Com. K. Venkatasubramanian, President narrated the position of the organization. He detailed the responsibilities of Secretary General towards apex JAC, Confederation and COC, Delhi in addition to AICAEA and NFCAA. He also explained the problems facing by the Secretary General from the local authorities. He appealed upon the house to explore the possibilities of sending Secretary General to Foreign Service.
               Secretary General placed a brief report on the decisions taken in 13th All India Conference held at Kolkata from 9th to 11th July 2013. The house accepted the reporting and agreed to implement the decisions.
Agenda No:- 2. Departmental demands – next course of action.
            The meeting reviewed the status of the issues discussed in the meeting held between the staff side and the official side of the office of Controller General of Accounts on 30th May 2013 and observed that no issue has made required progress towards settlement. However, the meeting, after discussion referred the matter for consideration of Federal Executive meeting held on 20th and 21st September 2013.
            As regards the issue of transfer of 5 Sr. Accountants of PAO (Ptg.), Delhi to different other stations, the meeting adopted a resolution demanding their immediate retransfer and the same has been forwarded to all the authorities concerned. The meeting also took following decisions:-
1.      Signature campaign by member and submission of signatures to CGA and senior most officers of the Branch Headquarters on 8th October 2013.
2.      Black Badge wearing by members on 8th October 2013.
3.      Day long Branch wise Dharna on 22nd October 2013.
            In respect of opposition to the e-payment, the meeting decided that it shall continue till there is negotiated settlement of the issue.
            Against the atrocities of PAO-II, Central Excise, New Delhi and indifferent attitude of Pr. CCA, CBEC on the matter, the meeting adopted a resolution demanding immediate settlement of the problem through negotiation and forwarded it to CGA and Pr. CCA, CBEC. The meeting also decided that, in the event of non- response of the authorities, the Central headquarters would take appropriate decision.
Agenda No:- 3. Membership verification and increase in membership and
Agenda No:- 4. Organizational review.
            Both agenda items were discussed together and following decisions were taken unanimously:--
1.                  In order to increase the number membership and to reach the target of 4000 paid members (as per the decision of Conference) following action shall be taken –
a)      Live Branches shall take necessary step to enroll all employees as members. Representatives of Branches shall even visit outstation units, if required and take effort for enrolment of all persons as members.
b)     National Executive members of neighboring states/stations shall take care of weaker Branches and pursue them to activate.
c)      Following National Executive members shall visit the stations indicated against them. However, the tour programme shall be joint programme alongwith the representatives of AICAEA Cat-II.
Com. V. Bhattacharjee and Com. Abhay Kumar -----------------Uttar Pradesh.
Com. K. Venkatasubramanian and Com. B. Sitaram -----------Karnataka.
Com. A. Huparikar and Com. R. D. Fanibhare-------------------Madhya Pradesh.
Com. V.Bhattacharjee plus one from West Bengal --------------Bihar.
Two National Executive members from Kolkata--------------- Jharkhand.
Com. V.Bhattacharjee and Com. M. S. Bharne-----------------Rajasthan.

              d )      Delhi Branch being the biggest Branch shall take special effort and work out its planning at Branch                    level for enrolling atleast 50% employees as members within 30th November 2013.
Entire exercise of membership mobilization shall end by 30th November 2013 and next course action shall be decided after a review.
2.           On account of organizational requirements, Secretary General shall proceed to Foreign Service immediately and he shall take all necessary efforts in this regard expeditiously.
3.                  An amount of Rs:- 200/- (Rupees two hundred only) shall be donated by the members from arrear DA every time for the purpose of payment of salary to Secretary General.
4.                  The issues like denial of adhoc promotion in PAO, CBEC, Mumbai and threat of abolition of supply setup were raised by the National Executive members for discussion. It was decided that these matters would be discussed in the extended Federal Executive meeting.
Agenda No:- 5:- Implementation of Confederation directive
            This item was decided to discuss in the extended Federal Executive meeting.
            The meeting thereafter was declared as over.
