In
continuation of the earlier Circular dated 23rd September 2013, all
Branches are request to implement the following decisions of the extended
Federal Executive meeting held on 20th & 21st
September 2013.
DAY LONG DHARNA ON 22ND OCTOBER 2013
The
signature campaign programme decided in the extended Federal Executive meeting
held on 20th & 21st September, 2013 was implemented
successfully. Signatures of members were collected by N.E. Branch (Shillong and
Guwahati) West Bengal Branch (Kolkata & Farakka), Andhra Pradesh Branch
(Hyderabad), Karnataka Branch (Bangalore) Tamilnadu and Pondicherry Branch
(Chennai and Madurai), Kerala (Cochin, Calicut and Trivandrum), Mumbai, Nagpur,
Delhi Gujrat (Ahmedabad) and Uttar Pradesh (Lucknow) were forwarded to
Federation Headquarters. Despite non-response of the some of the Branches and
Units representation containing more than 2000 (two thousand) signatures was
handed over to CGA on 9th October 2013 by a delegation comprising Com.
A. K. Mehta, President, AICAEA Cat-II, Com. V. Bhattacharjee, Secretary
General, NFCAA, Com. N. K. Sharma, Finance Secretary, AICAEA, Com. S. C.
Bamrara, Asstt. Secretary General, AICAEA, Com. Ravinder Kumar, President,
AICAEA, Delhi Branch and Com. V. K. Keshri, Asstt. Secretary General, AICAEA
Cat-II. It has been reported by the Branches that they have handed over one set
of signatures to the senior most officer of their respective stations on 8th/9th
October, 2013. Delhi Branch has handed over the signatures to the CCA, Ministry
of Urban Development, New Delhi.
On
14th October 2013, Secretary General met CGA. Apart from discussing
the issues like acceptance of refusal of promotion as AAO by the President,
AICAEA, reconsideration of requests of posting of some individuals on promotion
as LDC, AAO etc., Secretary General also discussed the issue of revocation of
transfer orders of all persons transferred vindictively to different stations
by CCA, UD from PAO (Ptg), Delhi. Though CGA acknowledged the grievances
reflected through the mass representation of the employees but he did not offer
any commitment of settling the issue before the Diwali festival as per the
request of Secretary General.
Com.
Basudeb Acharia, MP was also discussed by the Secretary General. He informed
that, he is pursuing the issue and a meeting shall be tried to be fixed with
Minister of Urban Development on 22nd October 2013 if the Minister
is available in Delhi.
In
this meantime, it has also been brought to our knowledge that, the
administration of CCA, UD has been telephonically calling the individuals
working in different PAOs of M inistry
of UD, Delhi and threatening them that they would face the consequence for
signing in the mass representation. This shows the CCA, UD is not only adamant
and undemocratic but vindictive too. We condemn such action of CCA, UD and
require to bring this fact to the notice of the higher authorities.
Further,
in view of above circumstances, we are having no other alternative but to move
forwarded with our organizational approach.
Therefore,
all Branches are requested to hold the Dharna programme on 22nd
October 2013 In a befitting manner and forward the following resolution to all
concerned.

This
joint lunch hour meeting of the members of All India Civil Accounts Employees
Association ……………………………Branch and All India Civil Accounts Employees
Association Category-II …………………….Branch held as a part of the Day Long Dharna,
expresses its strong resentment against non-settlement of the issue of
re-transfer of five Senior Accountants transferred vindictively by the CCA, UD,
Delhi from PAO (Ptg), Delhi to Chennai, Mumbai, Nashik and Kolkata. The CCA, UD
had leveled charges against the persons transferred that, they had been doing
illegal activities in the office and that’s why they have been transferred to
different stations as punishments. But when confronted he could not establish
any of the charges leveled by him.
This
meeting also records it resentment against the inhuman approach of the
authority towards the employees as their family members are suffering extremely
and wife of one of the very elderly persons is struggling for survival due to
cancer.
It has also been brought to the knowledge of
this meeting that, the administration of CCA, UD has been calling the
individuals working in different PAOs of Ministry of UD, Delhi and threatening
them that they would face the consequence for signing in the mass
representation submitted to the Controller General of Accounts. This shows the
CCA, UD is not only adamant and undemocratic but vindictive too. This meeting
therefore, records it strongest protest against the anti-employee and
vindictiveness of the CCA, UD.
The
meeting therefore, urges upon the authorities to kindly intervene and resolve the
matter without further delay and initiate an inquiry against the activities of
CCA, UD.

OFFICE MEMORANDUM
Subject: Model Recruitment Rules for the various posts of Accounts Cadre-reg.
The Model RRs for the posts of Junior Accounts Officer/Accountant and Accounts officer of Accounts Cadre issued by this Department have been reviewed in the light of 6th CPC recommendations.
2. The designation with pay scale for various posts of Accounts Cadre shall be as below:-

1. Junior Accounts Officer/Accountant PB-2, GP-Rs. 4200
2. Accounts Officer (i) PB-2, GP-Rs. 4600
(ii) PB-2, GP-Rs. 4800
Accordingly, the revised Model Recruitment Rules for the same are enclosed as Annexure to this Office Memorandum.
2. Ministries/Departments may review the existing rules and notify the , revised rules conforming to the Model Recruitment Rules. These may also be forwarded to all autonomous/statutory bodies for adoption. The Ministry of Home Affairs is also requested to forward these Model RRs to the UT Administrations for appropriate action.
