Subject:- Request for a meeting for discussion and settlement of long pending issues of different nature.

Sir,

            I have been directed to draw your kind attention to the fact that, different  problems and demands concerning with staff members are pending with your office for a pretty long time.  Due to all these, employees and officers of entire setup  are confronting various difficulties and they are deprived of their legitimately due facilities and benefits.

            I have also been directed to request you to kindly convene a meeting with the representatives of the Association (composed of available  National  Executive members and Unit   Office Bearers of CBEC Unit, Delhi ) at your earliest convenience for discussion and settlement of the issues annexed to this letter.

            Your kind and early response to this letter shall be highly appreciable.

AGENDA FOR THE MEETING

1.      Filling up of vacant posts in all cadres.
2.      Grant of annual honorarium to all staff and officers as has been granted in earlier years.
3.      Provision of sufficient office  accommodation/ sitting arrangement with required electricity supply for the staff working in Pr. Accounts office.
4.      Modernization/sitting arrangement in other offices like PAO, Central Excise, New Delhi.
5.      Reimbursement of cost of Briefcase/ official bag/ladies purse to the staff and officers as being reimbursed by other heads of the departments of Civil Accounts Organization.
6.      Repatriation of AAOs working on deputation basis from other departments and promotion of senior most Sr. Accountants even on adhoc basis.
7.      Grant of special casual leave to the representatives of the Associations for attending Association activities as per procedure in practice and followed by all heads of the department of Civil Accounts organization.
8.      Reimbursement of hospitality expenses to the AAOs as being reimbursed by other heads of the departments of Civil Accounts Organization.
9.      Promotion of better employer- employee relations: stoppage of harassment to the employees by local officers.
10.  Local transfers on the basis of policy  and consideration of local transfer requests sympathetically.
11.  Supply of adequate stationery items and supply of towel and utensils etc. atleast once in a year.
12.  Deduction of monthly subscription from the members of the Associations regularly/ monthly and following of procedures of check- off system by the DDOs.
13.   Compensation of the extra work being done by the staff and officers in the year ending.
14.  Payment of TA/DA for performing election duty.
15.   Consideration of transfer requests. Cases of  –
a)      Shri Rahul Gupta, Accountant, Delhi to east UP.
b)     Shri Pawan Kumar, Accountant, Delhi to Patna.
c)      Shri S.P. Nagendranath, Sr. Accountant, Guntur to Hyderabad.
d)     Shri A.Rangaraj, MTS, Chennai to Trichy.
e)      Smt. Lagnajita Roy, Accountant, Dibrugarh to Kolkata.
f)       Shri Ashwajit Meshram, LDC,  Pune to Nagpur.
16.   Acceptance of transfer requests for posting in CBEC from CCA, Supply , CCA, Mines  and  PCCA, External Affairs etc.
17.    Issuing of pay slips to all staff and officers.

Sir,

            I have been directed to  refer to our discussion held  in your chamber on 24th February 2014 on the above mentioned subject. On behalf of this Association I had requested you to kindly extend the benefit of  Headquarters Allowance to the  Sr. Private Secretaries, Private Secretaries and Stenos posted in the office of CGA while all other Category of employees and Officers have been extended the said benefit. You had kindly agreed to consider my request and assured to take a favorable decision in this respect at an early date. But, it could be learned that, no orders in this respect has so far been issued by your office.

            I therefore, request you to kindly intervene into the matter personally and remove the discriminatory treatment facing by on Sr.PA/PA/Stenos working in office of CGA.

Wife of Shri Biswas has also developed a serious  gynecological  problem and she needs to undergo surgery urgently. There is scant medical facility available  at Farakka. Moreover, while the juniors of Shri Biswas have been accommodated  in Kolkata after  promotion, his request is not being considered. Therefore, he deserves a sympathetic  treatment considering his family condition.

Completed more than two years outside Mumbai. He is undergoing treatment of Epilepsy in Mumbai Hospital for quite a long time. Further his wife is employed as a College Teacher in Mumbai under Maharashtra Government. In the interest of his health  and as per  the policy of the government  regarding  posting of spouse in the same station, his case deserves sympathetic consideration.

He is having two infant child. His wife is unable to manage the situation without his presence. He has very reasonably requested to post him at Farakka or any place in West Bengal. Therefore, his case may kindly be considered on humanitarian ground.

He has already represented narrating his inability to stay away from Kolkata for his wife’s chronic ailments who needs regular medical attendance. He being the only male member of the house, his presence is a must. Further, he is the senior most AAO  in Kolkata. But  his  juniors have been promoted  and allocated in Kolkata subsequently and he has been ordered for pro-motion  to out of station. He may be provided justice through re-allocation in Kolkata.

After the death of  father of  Smt. V.N. Wasnik, her mother has become alone and she is living at Nagpur. To take care of her mother Smti. Wasnik applied for mutual transfer with P.V. Yawalkar, AAO, posted in CGWB, Nagpur. Smt. V.N. Wasnik therefore, deserves sympathetic treatment.

Allocated as AAO in Min. of Fertilizers’ & Chemicals, Delhi after qualifying AAO© 2012 examination.  He is unable to go to Delhi as his mother is indisposed due to rheumatoid arthritis and she is under treatment at Mumbai under a reputed organization. Dislocation of Shri Nambiar shall therefore, create a critical situation for his mother .

His  9 years old child has been clinically diagnosed as Autistic (abnormal) child and the treatment of the child is going on in Kolkata, Bangalore and Patna. Further the type of school etc required for the child is not available  at Guwahati. Therefore, Shri Subodh Kumar is not in a position to go to Guwahati and his request needs a humanitarian consideration.

Working in Aizwal for nearly two years. His  old aged father is a bypass sugary patient and mother is a patient of depression. His wife is also a patient of thyroid related diseases. He is having no other male member to take care of his family members. Education of his ward is also suffering very badly. As such his  presence in Kolkata is the urgent  necessity for his mental peace and survival of his family. Since he has served at Aizwal, his request deserves sympathetic consideration.

He is working in Itanagar for nearly two years. His mother is suffering asthma and other age related ailments.  He is also facing lots of problem in connection with  the education of his 12 years old son.  It has become impossible for him to manage  his family affairs by staying far away from his home town for long period. He may be transferred on the consideration that he has served at very difficult station.

He is working at Dibrugarh for more than a year. His parents are suffering from age related ailments. Moreover, difficult-ties in taking care of parents and a new born child by his wife alone has made  him mentally disturbed. His case may be considered on humanitarian ground.

 He is working in Shillong for nearly two years. His wife has already undergone a surgery and being a blood pressure patient it is not suitable for her to stay at  Shillong which located in a very high altitude. He may therefore, be considered for transfer to Kolkata on completion of his tenure.

He has completed two years tenure posting in North East. Shri Saugat Burma, himself and  his wife  are suffering from various ailments. Moreover, his 4years old daughter is unable to withstand the high altitude climate and she is suffering from breathing problem. Shri Saugat Burma, may therefore  be fav-ored with the orders for  transfer at an early date.

Allocated as AAO to Ministry of PPG&P, Delhi  after qualifying AAO© examination. His two years old daughter is suffering from the Kidney disease called “Nephrotic Syndrome”. He is required to visit frequently to Vellore for treatment of His daughter. Shri Sanjay Roy has therefore, requested to consider his posting in Kolkata .

Being very difficult for him to leave his home town, Shri Somenath Chandra has requested for his posting at Kolkata.
