recognition to AICAEA CAT II and NFCAA
Sir,
We the undersigned are enclosing herewith a
self-explanatory Resolution on the above mentioned subject adopted in the joint
delegate session of the Delegates of 14TH All India Conference of
All India Civil Accounts Employees Association and 6th All India
Conference of All India Civil Accounts Employees Association Category II held
in Chennai from 15th to 17th July 2015.
We have
already handed over a Memorandum to your good self on 2nd June 2015
containing the request for settlement of important pending demands including
the above referred demand. It is more than a decade the issue of recognitions
to All India Civil Accounts Employees Accounts Employees Association Category
II and National Federation of Civil Accounts Associations are pending with CGA
authorities.
The joint delegate session of aforementioned
conferences have requested you to either Grant Recognition to the All
India Civil Accounts Employees Association Category II and the National
Federation of Civil Accounts Associations immediately in terms of the relevant
rules of the Government of India or re-categorize the employee’s organizations
as was there prior to 2002 and allow the AAO and rest of the category of
employees to be the members of same Association as this has been allowed to the
employees Associations of Indian Audit and Accounts Department by the
Comptroller and Auditor General of India.

kindly take early favourable action on the request made through the enclosed

This Joint delegate session of the delegates of 14TH
All India Conference of All India Civil Accounts Employees Association and 6th
All India Conference of All India Civil Accounts Employees Association Category
II being held in Chennai on 17th July 2015 discussed the issue of
non-grant of Recognition to All India Civil Accounts Employees Association
Category II and thereby to the National Federation of Civil Accounts
Associations.
1. The Joint
session noted that, prior to 2002, all categories of employees from the grade
of AAO to Group-D were the members of All India Civil Accounts Employees
Association and the All India Civil Accounts Employees Association was all
along a recognized Association. However, in 2002 after completion of membership
verification under CCS (RSA) Rules, 1993, the then Civil Accounts authorities
conveyed the composite All India Civil Accounts Employees Association that it
would be granted recognition under CCS (RSA) if it removes the cadre of JA0/AAO
from its membership.
The
JAO/AAOs now AAOs had therefore, formed a separate Association in the name of “All
India Civil Accounts Employees Association Category II” in 2003 and submitted
all relevant documents required for recognition under CCS (RSA) Rules 1993. It
requested authorities to undertake membership verification and thereafter, grant
recognition to the Association. The Association also observed all formalities
it was asked and obeyed all instructions given to it from time to time.
But it is
very unfortunate that, even after more than a decade the Association has not
been granted recognition under CCS (RSA), Rules, 1993 on the plea that, it does
not represent 35% of the total number of employees which is totally untenable.
Moreover, in
spite of repeated requests, the office of the Controller General of Accounts is
not issuing instructions to the departmental heads and DDOs to deduct its
membership subscription at the enhanced rate it has proposed after deciding for
the same in its conferences.
There are
nearly two thousand AAOs and among them many are working in remotest corners of
the country. The grievances of the employees in the cadre need to be addressed
in a regular manner. As the All India Civil Accounts Employees Association
Category II has no recognition, authorities do not interact with the
representatives Association officially on the issues of its members.
2. The joint
central working committee meeting of All India Civil Accounts Employees
Association and All India Civil Accounts Employees Association Category II held
at Cochin in 2003 decided to hold the Federal council meeting and form the
National Federation of Civil Accounts Associations (NFCAA). The newly formed
NFCAA requested CGA to grant recognition to the federation in terms of the DOPT
OM dated 03-07-2002. But the Controller General of Accounts vide letter dated
29-10-2003 informed the National Federation of Civil Accounts Associations that
its recognition shall be considered after its affiliated Associations i.e. All
India Conference of All India Civil Accounts Employees Association and All
India Civil Accounts Employees Association Category II are recognized.
3. This Joint
Delegate session observed that the situations discussed above are not
prevailing in any of the Accounts and Audit departments of the country. In the
Indian Audit Accounts Department, though the employees’ organizations of AAO
and rest of the category of employees have been categorized as Category II and
Category III respectively and asked to form separate Associations at the lower
formations but at the apex level a single joint forum is allowed to represent
both categories.
4. This Joint
Delegate session of 14TH All India Conference of All India Civil
Accounts Employees Association and 6th All India Conference of All
India Civil Accounts Employees Association Category II therefore, resolves to urge upon the Controller General
of Accounts to –
a) Grant
Recognition to the All India Civil Accounts Employees Association Category II
and the National Federation of Civil Accounts Associations immediately in terms
of the relevant rules of the Government of India.
Or
b) Re-categorize
the employee’s organizations as was there prior to 2002 and allow the AAO and
rest of the category of employees to be the members of same Association.
5. The meeting
resolves to forward the Resolution to the Controller General of Accounts,
Ministry of Finance, Department of Expenditure, New Delhi and all others
concerned.
