Subject:- forwarding of Resolution I adopted in the
Joint Delegate session on the demand of Cadre Review and other 19( nineteen)
pending issues concerning with the Employees
Sir,
We the undersigned are enclosing herewith a
self-explanatory Resolution on the above
mentioned subject adopted in the joint delegate session of the Delegates of 14TH
All India Conference of All India Civil Accounts Employees Association and 6th
All India Conference of All India Civil Accounts Employees Association Category
II held in Chennai from 15th to 17th July 2015.
We have already handed over a Memorandum
to your good self on 2nd June 2015 containing the proposal for Cadre
Review and requested for settlement of other important pending demands. We
request you to kindly convene a meeting between the official side and the
National Executives of All India Civil Accounts Employees Association and All
India Civil Accounts Employees Association Category –II at your earliest
convenience so that the issues could be discussed and settled.
The date and time of the meeting may kindly be informed to us
atleast a fortnight ahead so that our outstation National Executive members
could attend the meeting.

Resolution-I
This Joint Delegate
session of the Delegates of 14TH All India Conference of All India
Civil Accounts Employees Association and 6th All India Conference of
All India Civil Accounts Employees Association Category II being held in
Chennai on 17th July 2015 deliberated on the demands of the officers
and employees of Civil Accounts organization which are pending for a pretty
long time.
However, out
of the Charter of Demands, the demand of Cadre Review and nineteen other very
important demands in the form of a Memorandum were handed over to the
Controller General of Accounts on 2nd June 2015 by a delegation of
All India Civil Accounts Employees Association and All India Civil Accounts
Employees Association category II. After a brief discussion with the
delegation, Controller General of Accounts had assured that, a full-fledged
meeting on the memorandum submitted shall be convened and expeditious steps to
resolve the grievances of the employees and particularly on the matter of cadre
review shall be taken.
This apart,
the meeting of the Co-ordination Committee of Civil Accounts Employees and
officers Associations held on 18th June 2015 in Kolkata had also
forwarded a resolution urging upon the Controller General of Accounts to kindly
undertake cadre review of Group B and C officers of Civil Accounts organization
as there was no cadre review after 1987 which was done after implementation of
the recommendations of 4th CPC.
The above
requests were made by the officers and employees Associations under the
background that, in pursuance of the recommendations of 6 CPC and subsequent
decision of the Govt. of India the Cadre Review was undertaken by different
departments and in a large number of departments, the cadre review has already
been done and implemented.
The joint
delegate session of the delegates of 14TH All India Conference of
All India Civil Accounts Employees Association and 6th All India
Conference of All India Civil Accounts Employees Association Category II noted with utter disappointment that despite
repeated requests, the apex level authorities of Civil Accounts organization
have not initiated any action for cadre review of Group B and C officers and
employees of Civil Accounts organization
while the cadre review of the ICAS cadre of Civil Accounts organization has
already been done and implemented by the Controller General of Accounts.
Since the
discontent among the employees and officers has been precipitating, this joint
delegate session resolves to urge upon the Controller General of Accounts to
kindly under take cadre review for Group–B and C officers and employees immediately
on the basis of the proposal submitted by the Associations.
This joint
Delegate session resolves to forward the copy of the Resolution to the
Controller General of Accounts and all others concerned.
