Sir,

             I on behalf of the All India Civil Accounts Employees Association Category II, welcome you in the city of Trivandrum.  I also convey sincere thanks for providing us a few minutes time despite your busy schedule.

            As the representative of the Employees organizations of Civil Accounts and being the Secretary General of All India Civil Accounts Employees Association Category II in specific, I would like to draw your kind attention to the following few points.

1.                              When a delegation of the representatives of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category II met you in Delhi in your Chamber on 2^nd June 2015 and submitted a memorandum carrying the request for undertaking cadre review of Group B and C category employees and settlement of 19 other long pending issues of the AAOs and other categories, you had kindly assured to hold a discussion on all the issues at the earliest. We therefore, request that a meeting for discussion and settlement of 20 items submitted to your kind self may be convened at the earliest.

2.                              Prior to 2002 all categories of employees from the grade of AAO to Group-D were the members of All India Civil Accounts Employees Association and the Civil Accounts authorities were all along a recognized the Association.  However, in 2002 after completion of membership verification under CCS (RSA) Rules, 1993, the then Civil Accounts authorities conveyed the composite All India Civil Accounts Employees Association that it would be granted recognition under CCS(RSA) if it removes the cadre of JA0/AAO from its membership. The JAO/AAOs now AAOs had therefore, formed a separate Association in the name of All India Civil Accounts Employees Association Category II in 2003 and submitted all relevant documents required for recognition under CCS (RSA) Rules 1993. We thereafter requested the authorities to undertake membership verification and grant recognition to the Association. The Association also observed all formalities it was asked and obeyed all instructions given to it from time to time. But it is very unfortunate that, even after more than a decade the Association has not been granted recognition under CCS (RSA), Rules, 1993 on the plea that, it does not represent 35% of the total number of employees which is totally untenable.

Moreover, inspite of repeated requests, the office of the Controller General of Accounts is not issuing instructions to the departmental heads and DDOs to deduct its membership subscription at the enhanced rate it has proposed after deciding for the same in its conferences.

There are nearly two thousand AAOs and among them many are working in remotest corners of the country. The grievances of the employees in the cadre need to be addressed in a regular manner. As the All India Civil Accounts Employees Association Category II has no recognition, authorities do not interact with the representatives of the Association officially on the issues of its members.

The situations discussed above are not prevailing in any of the Accounts and Audit departments of the country. In the Indian Audit Accounts Department, though the employees’ organizations of AAO and rest of the category of employees have been categorized as Category II and Category III respectively at the lower formations but at the apex level a single joint forum is allowed to represent both categories. We therefore request you to

a)      Grant Recognition to the All India Civil Accounts Employees Association Category II immediately in terms of the relevant rules of the Government of India.

Or

b)      Re-categorize the employee’s organizations as was there prior to 2002 and allow the AAO and rest of the category of employees to be the members of same Association i.e.  All India Civil Accounts Employees Association.

3.                  As has been discussed in the para 2 above, the AAOs compose a large section of the employees and they are working in a strategic position of the department. They have multifarious functions and they are basically responsible for maintaining technical soundness in the functions of the departments. The transfer policy being operated in the Civil Accounts organization is basically for the AAO cadre only. But the transfer policy being with several impractical aspects the AAO cadre altogether has been suffering extremely. The Associations have been persistently requesting the authorities to adopt a mutually agreed transfer policy and they have submitted their proposals several times. Now also issue is a part of the 20 point memorandum submitted by the representatives of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category II on 2nd June 2015.

4.                  Fixation of pay of officials at Rs.7500/-x1.86 + G.P of Rs.4800/- to those who were promoted as AAO after 01.01.2006 from the date of promotion and orders for giving revised option as implemented in C&AG may also be implemented in Civil Accounts setup.(implementation orders of C&AG enclosed).

5.                  The Hon’ble CAT, Chennai bench in a common order dated 29.10.2010 passed in OAs 966 & 967 of 2009, has ordered to extend the benefit of MACP scheme in favour of the AAOs by fixing their Grade pay at Rs.5400/- with effect from the date on which the said benefit was extended to the Accts/Sr.Acctts and the accrued arrears were disbursed to the applicants in various offices of C& AG. The Civil Accounts Organisation being a part of Organised Accounts cadre the same benefit should be extended to AAOs in Civil Accounts setup.

At the end we would like to request you once again to settle these issues at the earliest and a meeting with the representatives of the Associations may be convened urgently to resolve all the 20point charter of demands submitted by us jointly.
