from 15th to 17th July 2015 in Chennai
The 14th All India Conference
of All India Civil Accounts Employees Association, 6th All India Conference
of All India Civil Accounts Employees Association Category II and 6th
National Convention of Women was held from 15th to 17th July 2015 in COM. S. K. VYAS
NAGAR, World University Service Center,
No.8, Mayor V. R. Ramanathan Salai, Chennai.
It is a unique feature that two major Associations of the Civil Accounts
Organization conventionally hold their Confidences on the same dates in a
common venue and it indicates that no power
on the earth could segregate the unity of Civil Accounts Employees and the
National Federation of Civil Accounts Associations so far. Delegates from N.E.,
West Bengal, Andhra Pradesh, Tamilnadu and Pondicherry, Kerala, Mumbai, Nagpur,
Karnataka, Delhi, Uttar Pradesh and Gujrat Branches participated in the
Conference. Women delegates from
Tamilnadu and Pondicherry Branch, Delhi Branch, Mumbai Branch, West Bengal
Branch and Madurai Unit attended the Women Convention and the Conferences.
Before
commencement of Delegate sessions of two independent Associations separately,
joint Inaugural session was held on 15st July 2015 after flag
hosting and offering of floral tribute to the Martyrs Column.
The
flag of the Association was jointly hoisted by Com. K. Venkatasubramanian,
President, All India Civil Accounts Employees Association and Com. A. K. Mehta,
President, All India Civil Accounts Employees Association Category II amidst
shouting of slogans in the language of workers and different regional languages
of the country. Offering of Floral Tributes to the martyrs’ column was held in
a systematic manner. All Guests, Federal Executive members, National Executive
Members of AICAEA and AICAEA CAT II and all Delegates offered floral tribute to
Martyrs column. Com. A. B. Sunilkumar, Secretary General of the All India
Association of Pay and Accounts Officers (Civil) was present during the flag
hoisting and he offered floral tribute to the Martyrs column along with all
other Delegates.
INAUGURAL
SESSION
The Inaugural Session was started at 10 A.M. of 15th
July 2015 in the
COM. I.S. BILTORIA AUDITORIUM, COM. S.
K. VYAS NAGAR, World University
Service Center, No.8, Mayor V. R. Ramanathan Salai, Chetput, Chennai – 600031
and it was the Joint Session of All India Civil Accounts employees’ Association
and All India Civil Accounts Employees Association Category-II.
A Presidium comprising Com. K.
Venkatasubramanian, President, All India Civil Accounts Employees Association,
Com. A. K. Mehta, President, All India Civil Accounts Employees Association
Category II and Com. (Mrs.) Lakshmi Swaminathan, Chairperson, National Women’s
Committee presided over the function. Com. V. Bhattacharjee, Secretary General,
All India Civil Accounts Employees Association as well as the Secretary
General, National Federation of Civil Accounts Associations and Com. G. K. Nair, Secretary General, All India Civil Accounts
Employees Association Category II, Com A. Balasubramanian, Convener Reception
Committee were on the Dias.
Com.
K. Venkatasubramanian, President, All India Civil Accounts Employees
Association offered the welcome address on behalf of the Reception Committee.
He welcomed the Delegates, Guests, Observers and visitors through his brief
speech.
Com. A. K. Padmanabhan,
President, Centre of Indian Trade Unions formally inaugurated the Conferences. In his
inaugural speech he discussed the policies being pursued by the present
Government, the ongoing global economic crisis and its impact on working class
and also the need of building up united movement of the working class of the country.
He appealed upon the Civil Accounts Employees to prepare for the indefinite
strike with effect from 23rd November 2015 to be resorted to by Railway,
Defence and rest of the Central Government Employees of the country under the
banner of the National Joint Council of Action(NJCA) of the Central Government
Employees and also make the call of strike on 2nd September 2015
given by the major Central Trade Unions and independent federations of the
country against the basic anti-working class policies of the Government a grand
success. He wished the Conferences to be grand success.
Shri M. J. Joseph, Controller
General of Accounts attended
the function as Chief Guest. He was accompanied by Shri David Raju Dy. Controller
of Accounts, Chennai and Ms. Priyanka, Asstt. Controller of Accounts, Chennai.
While addressing the house, CGA discussed different issues. He stated that his
office shall ensure a transparent transfer policy in the organization.
Referring the demand of Cadre Review, he asked the Associations to provide more
details on this demand. CGA also stated that, since the Civil Accounts
organization is going to step into its 40th year of its existence
next year, country wide programmes of different forms have been planned to
organize by him.
Com. A. B. Sunilkumar, Secretary
General All India Association of Pay and Accounts Officers (Civil) addressed the house on behalf of
his organization. He emphasized on the need of building up strong unity among
the employees and officers of the Civil Accounts organization. He also stated
that, on the common issues of Civil Accounts Employees and Officers, the
recently revived Co-ordination Committee of Civil Accounts Employees and
Officers Associations shall decide to fight unitedly.
Com. M. Duraipandian, General
Secretary, Co-ordination Committee of Central Government Employees and Workers,
Tamilnadu State
was also present as an invited guest and addressed the house. He appreciated
the role being played by the Civil Accounts Employees in Tamilnadu. He placed a
very critical view on the politics of the Government and appealed upon the
Civil Accounts Employees to prepare and participate in the one day Strike on 2nd
September 2015 and indefinite strike with effect from 23rd November
2015 call for which have been given by the Central Trade Unions and the NJCA
respectively. He wished the conferences to be grand success.
All
the Guests and leaders came to the session and addressed the house were
accorded warm welcome by the Reception Committee through garlanding and
offering of shawls by various leaders of the organization.
OPEN SESSION
The Open Session was held on 15th July 2015 in the Com. I.S.
BILTORIA AUDITORIUM, COM. S. K. VYAS
NAGAR, World University Service Center, No.8, Mayor V. R. Ramanathan Salai, Chetput,
Chennai – 600031 and it was the Joint Session of All India Civil
Accounts Employees’ Association and All India Civil Accounts Employees
Association Category-II .
Com. K. K. N. Kutty, President, Confederation of Central Govt. Employees and Workers offered
the key note address. Com. Kutty narrated the challenging situation
arisen in front of the working class due to various anti-working class
approaches of the ruling class and other development around the globe. He
explained the latest position of the demands and issues of the Central
Government Employees pending in the National Council (JCM) and Anomaly
Committee etc. The approach taken by the staff side National Council JCM
towards the 7th CPC and the background under which the NJCA has
taken the decision of organizing the indefinite strike of central Government
Employees with effect from 23rd
November 2015 was narrated by him. He further informed that the National
Executive meeting of the Confederation has endorsed the call of one day strike
on 2nd September 2015 in support of the charter of demands of
Central Trade Unions and the Charter of Demands adopted by the NJCA. He appealed
upon the Delegates to exert their best efforts to make the ensuing strike
actions successful.
Com. R.N. Parasar, Secretary
General, National Federation of Postal Employees addressed the house. He explained
the anti-people policies of the present government and its adverse affect on
the working class as well as the Central Government Employees. Referring the
subject “Role playing by NFPE in the movement of Confederation and importance
of smaller affiliates of Confederation” allotted to him, Com Parasar appraised
the house that the NFPE has always remained as a part of the Central Government
Employees Movement and it was one of the founder members of the Confederation
of Central Government Employees& Workers from its inception.
Com. M. S. Raja, Secretary
General, All India Audit and Accounts Association and Chairman JAC, addressed the delegate session.
He discussed on the subject- “approach made by JAC before 7CPC and future task
of JAC”. He informed about the approach taken by apex JAC on the pay scales of
different cadres before 7CPC and the outcome of the discussion held with the
7CPC by his organization.
Com. S. Mohan, Secretary General,
All India Audit and Accounts Officers Association, Chennai had attended and
addressed the Session. He discussed on
the “need for unity between officers and employees in Audit and Accounts
organizations”. He informed that recently the Confederation of Central
Government officers has been formed in its proper form and it shall function
very co-cordially with the Confederation of Central Government Employees and
Workers. He also assured full co-operation of his organization in all struggles
of the Central Government Employees movement.

‘C’ deliberated briefly on the
subject matter- “path to be adopted
to further strengthen the bond of unity among Central Government Employees
organizations”. He explained the need for deep-rooted unity among the employees
and necessacity of making the ensuing strike actions successful.
All
the Guests and leaders came to the session and addressed the house were
accorded warm welcome by the Reception Committee through offering of bouquet by
various leaders of the organization.
The
Open Session was declared over after the speeches and felicitations to veteran
Comrades were over.
WOMEN’S CONVENTION
The
6th Joint National Women’s’ Convention of AICAEA and AICAEA Cat-II was held on 16th July 2015 from 2.30 to 4.30 PM under the banner of
National Federation of Civil Accounts Associations(NFCAA). The convention was
presided over by a Presidium comprising Com. (Mrs.) Lakshmi Swaminathan, Chairperson,
National Women’s Committee, NFCAA and Com. G. K. Nair, President, NFCAA. Women
delegates from Kolkata, Delhi, Mumbai, Madurai, Hyderabad and Chennai attended
the Convention. Almost totality of the Women employees from Chennai city
attended the convention.
Com. V. Bhattacharjee, Secretary General, NFCAA gave a brief introductory speech on the
background of formation of the National Women Committee and its present status
and functioning. Apart from other things, he informed that, the Women Committee
has come to existence in the year 2004 in the first convention held at Nagpur.
Chairperson and Convener of the of Women’s Committee are the part of the National Executive
Committee of the Association and authorities are also extending all facilities
to them as National Executive members which is unique feature and such
provision is available only in the Civil Accounts organization among the
Central Government Employees organizations. He offered the assurance that the
demands raised by the convention shall be the part of the Charter of Demands of
the National Federation of Civil Accounts Associations.
Com. (Smt.) U. Vasuki,
Vice-President, AIDWA
inaugurated the 6th National Women’s’ Convention formally. She
explained the problems being faced by the Women employees in work spot, society
and family. She explained that the Women Employees shall be able to protect
their rights unitedly when they would strengthen their organization and
participate in the organizational activities very effectively.
Ms. N. Sumati, Joint Controller
General of Accounts
attended the Convention as Chief Guest.
While offering her greetings, she congratulated the leaders and
appreciated efforts of the organization in uniting and taking effort of protecting
the women’s rights. She assured that full co-operation of the authorities shall
always be there in resolving the problems of the Women employees, if any.
Com (Smt.) R. Seethalaxmi,
National Convener, Women Committee, Confederation of Central Government
Employees and Workers addressed
the convention as main speaker. She explained the activities of the National Women
Committee of Confederation in details. She also appealed upon the employees to
participate and make the strike on 2nd September a grand success. It
was informed by her that, the Confederation is organizing a Workshop
exclusively for women employees on 9th and 10th October
2015 at Hyderabad. Women Delegates from
Civil Accounts employees’ organizations should therefore, participate in the
said workshop as per the allotted quota.
On
behalf of the National Women Committee of NFCAA, Com. (Smt.) N. Durga, Joint Convener presented the biennial report.
Women Delegates from the stations like Kolkata, Chennai and Delhi participated
in the discussion. The report was thereafter declared adopted unanimously.
All

various leaders of the organization.
The 6th National
Convention of Women’s of “National Women Committee” of the NFCAA elected a eleven member National Women Committee
representing Chennai, Madurai, Mumbai, Kolkata and Delhi.
After
the elections of Committee Members, the 6th National Convention was
declared over by Com. (Mrs.) L. Swaminathan,
Chairperson.
JOINT DELEGATE SESSION
The
joint Delegate session of the Delegates of AICAEA and AICAEACAT II was held from
10am of 17th July 2015. The session was presided over jointly by
Com. K. Venkatasubramanian, President AICAEA and Com. A. K. Mehta, President
AICAEA Category II. The decisions of the independent Delegate sessions of two
Associations had been reported by the Addl. Secretary Generals of two
Associations.
Decisions
The Joint Delegate session
discussed the following items of common agenda circulated by AICAEA and AICAEA
CATII and took decisions on them:-
1. National Federation of Civil
Accounts Associations and building up of united movement of officers and
employees of Civil Accounts organization.
Representatives
of both AICAEA and AICAEA CAT II reported about the discussions held on agenda item
in their respective Delegate sessions. It was observed that the authorities are
reluctant to take up the demand of Cadre Review with the government and settle
other major demands. On the issue of grant of Recognition to AICAEACAT II and
NFCAA, the authorities are not ready to take any positive step. After detailed
discussion the joint Delegate Session took following decisions
a) Resolution
demanding immediate settlement of the demand of Cadre Review and nineteen other
very important demands handed over to the Controller General of Accounts on 2nd
June 2015 in the form of a Memorandum were by a delegation of All India Civil
Accounts Employees Association and All India Civil Accounts Employees Association
category II shall be adopted and forwarded to CGA. In addition, there shall be
following organizational actions-
i)
18th August 2015: Black badge wearing, holding unit wise lunch hour
meeting/ demonstration and forwarding of Resolution to CGA.
ii)
10th September 2015: Joint Day Long Dharna shall be organized by the Branch
level NFCAA in front of the office of Sr. most Officer of the station. All
office bearers of the Branches of AICAEA and AICAEA Cat-II shall sit for day long dharna by taking leave.
iii)
14th October 2015: Half day walkout. Totality of the officers and
employees shall stage half day walkout.
b) Resolution
demanding immediate grant of Recognition to the All India Civil Accounts
Employees Association Category II and the National Federation of Civil Accounts
Associations immediately in terms of the relevant rules of the Government of
India or re-categorize the employee’s organizations as was there prior to 2002
and allow the AAO and rest of the category of employees to be the members of
same Association has been adopted and forwarded to the CGA.
c) In order to strengthen the organization, Branch level NFCAA
shall be formed on war footings. Joint steps to improve the membership of both
Associations shall be taken. All action programmes shall be implemented
unitedly by two Associations unitedly under the banner of NFCAA.
d) Membership subscription of both Associations was decided to
enhance as Rs.80/-(Rupees eighty) only per member per month to mitigate the
expenditure connected with organizational activities of various tiers and
maintenance of Foreign Service of the Secretary General of NFCAA.
2. “Joint Action Committee of Accounts and Audit Employees and Officers
Organizations” – building up of united movement of Accounts and Audit Employees
and Officers.
The functioning of Joint Action Committee
was reviewed by the Joint Delegate session. It was observed that, though the
apex JAC played its role before the 7th CPC but the 7CPC did not
give any opportunity to apex JAC for oral deposition in support of the Memorandum
it had submitted. Undoubtedly it is a
major setback and its fallout shall be there on the Accounts and Audit
Employees. Therefore, immediately after the 7CPC submits its recommendations to
the government relevance of the existence of JAC shall be intensely felt by the
Accounts and Audit employees and officers of the country. On this point of view, the joint Delegate
session has felt that the functioning of JAC should be revived/ reactivated/
improved at all levels and directed the NFCAA and its Branches to take
effective measures to reactivate/ revive the local Joint Action Committees and
take initiative to improve the functioning of the local JACs wherever is in
existence.
3. Involvement of Civil Accounts Employees in the Confederation activities
and Working Class movements.
So far as the Confederation
activities and Working Class movements are concerned, the joint Delegate
session expressed its utter satisfaction over the role playing by the NFCAA, its affiliates and their
branches and Units in majority of the states and stations. During the period
under review, several organizational actions including the call of strike for
more than one occasion were given by the Confederation and Central Trade
Unions. All those were not only implemented by the largest section of the Civil
Accounts Employees but the leadership of NFCAA played pioneering role in making
the programmers successful in various parts of the country. However, some of the stations and Branches
are still lagging behind. The Joint Delegate session has directed the
leadership of all those states/ stations/Branches/ Units to rise up from the
slumber and join the mainstream.
The Joint Delegate session
adopted a resolution endorsing the call of One day Strike on 2nd
September 2015 given by the Central Trade Unions and Independent federations of
the Country in support of the 12 point Charter of Demands of working class and
duly endorsed by the Confederation of Central Government Employees and
Workers’. The resolution also dealt on the call of Indefinite Strike from 23rd
November 2015 given by the NJCA of Central Government employees and appealed
upon the totality of the Civil Accounts Employees to participate and make the
strike calls totally successful in the Civil Accounts organization. The resolution has been forwarded to the
Secretary General of the Confederation and endorsed to all branches and Units.

THANKS TO TAMILNADU &
PONDICHERRY BRANCHES
The AICAEA and AICAEACAT II Branches of
Tamilnadu and Pondicherry had hosted the 14th AIC of AICAEA, 6th
AIC of AICAEACAT II and 6th National Convention of Women’s
Committee of NFCAA under the Banner of Reception Committee. All the members of
Reception Committee offered their relentless and round the clock service to
make the Conferences successful. Right from the beginning the reception
committee did its best to ensure that the events become successful. The
Delegates were received at the Railway station and proper accommodations were
provided to each and every Delegate. Women Delegates were given separate accommodations.
Delicious food was arranged. All guests were given best possible reception. On
behalf of the Delegates the Central Headquarters of AICAEA and AICAEACATII
congratulated the entire team of Reception Committee and offered their thanks.
