Subject:- Injustice to newly recruited
Accountant in respect of 1st increment of service life – Request for
redressal regarding.
Sir,
I am directed to draw your kind
attention to the following facts for your favourable action -
1.
Earlier, the newly recruited
Accountants were allowed 1st increment of their service career on
the 1st day of subsequent month of completion of one year irrespective
of the fact whether such dates were before or after passing of departmental Confirmatory
Examination. But now, due to an unscientific amendment in the Recruitment Rules
in 2012, the newly recruited Accountants get their 1st increment
after 17/18 months of service though they may be otherwise eligible for such
increment on the 1st day of July of the previous year. As
illustrations we would like to state that following -
a)
If an Accountant joins in November–2014,
the present systems of examination etc. makes him eligible to sit for
Departmental Confirmatory Examination only in the beginning of the year of 2015.
As such, he is getting his increment w.e.f. 1st July 2016 i.e. after
17/18 month from his date of joining service. The situation become more
miserable if someone misses a chance for any reason.
b)
In respect of promotee, there is an example
that, one of the employees had to retire without a single increment in the
grade of Accountant after serving for 20 months as Accountant.
These are grossly against the very purpose of Confirmatory
Examination and highly demoralizing.
Under
such circumstances, I would request you to issue orders to effect the increment
retrospectively i.e. from the 1st day of July that comes immediately
after joining of six months of a newly recruited Accountant who qualifies the
Department Confirmatory Examination even on a later date.
2.
It has
been learnt that the Civil Accounts authorities have decided not to conduct any
type of departmental examination in the year 2015 including the Departmental
confirmatory test. As a result, the Accountants who are eligible to appear the
Departmental examination this year shall not be able to get any chance of
appearing and clearing the examination without any fault of theirs.
As this condition shall be causing a
very serious dent in the service career and permanent financial loss to
hundreds of Accountants, I request you to kindly appreciate the gravity of the
situation and conduct the examination at the earliest.
We
shall be thankful if early favourable actions on the above requests are taken
and this Association is appraised about those.
