Dear Comrades,
 CONGRATULATIONS
At the very outset, we congratulate the totality of the AOs and Sr. AOs for making call of Black Badge wearing program on 1st and 2nd September, 2016 in support of the demands raised by CCGGOO an overwhelming success. We also congratulate the members of NFCAA for making the one day strike call given by Central Trade Unions and Confederation of Central Government Employees and Workers on 2nd September, 2016 a grand success.
PREPARE FOR UNTIED ACTIONS
It is nearly two months, this co-ordination committee (COC) did not issue any circular. It is because of various developments at the National level centering the recommendations of 7CPC.  We were required to observe the situation before taking any decision. Therefore, we abstained from taking step in a hurry.
Since the situation emerged now has been indicating the move to be taken by us unitedly, we have discussed the developments at the COC level and decided to revive joint actions in support of our pending demands and on the issue of Cadre Review in particular.
 We were assured by CGA that, as soon as the 7th CPC recommendations are implemented, his office would take appropriate action for referring the demand of Cadre Review to the Ministry of Finance. But, it is more than a month after 7 CPC report has been implement and CGA has not taken any action in this regard.
This apart, the issues like continuation of recognized status of AIAPAO (Civil) – grant of recognition to AICAEA Cat-II – conducting the departmental examinations - issuing orders for posting of AAO(C) qualified candidates - filling up of vacant posts of AAO through adhoc promotions of AAO(C)  Examination qualified persons and senior most Senior Accountants etc. – grant of higher pay scale to DEOs as per the directive of CAT - grant of ACP/MACP benefits to Gr-B&C employees as had been granted in other departments- improvement in promotion prospects of MTS- Improvements in the service conditions benefits  of Stenographers  as available in other departments and various other issues of our combined charter of demands have not made any progress.
ORGANISATIONAL ACTIONS
In view of the above situations, we have arrived at the conclusion that, unless there are united and
sustained organizational actions by all of us, no action shall be taken by the authorities.  We have therefore, decided to submit joint letter from the apex level organizations on 21st September 2016 to CGA and hold following action programmes. We appeal upon all to implement the programs unitedly:-
1.     Joint Lunch Hour demonstration on 27th September, 2016 in front of senior most Officer of the station and forwarding of Resolution to CGA (Draft Resolution enclosed).
2.     Signature Campaign from 27th September, 2016 onwards for mobilization of members (draft shall be sent separately).
3.     Day Long Joint Dharna at all centers on 26th October 2016. Dispatch of Signature sheets to CGA Jointly by the Branches.
4.     Joint Dharna by Central Working Committee members of AICAEA, AICAEA Cat-II and AIAPAO (Civil) in front of the office of CGA in November, 2016 (date shall be informed later).

FORM STATE/BRANCH/REGIONAL FORUMS OF CO-ORDINATION COMMITTEE
Since the programmes decided would be possible to be implemented effectively if the leadership of NFCAA & AIPAO (Civil) works together as one under the common banner of Co-ordination Committee, we have decided that all Branches should form the state/ station/ region level Co-ordination Committees and complete this task within 20th September, 2016. The composition of the Branch/Station level Co-ordination Committee shall be as under:-

For the better functioning of the coordination committee, necessary modifications may be done locally.
We further request all (except West Bengal where State level COC exists) that, immediately after formation of local coordination committees, the Central Headquarters concerned may be informed and wide publicity about its formation may be given so that each and every officer and employee of the Branch/ station/ state concerned could know about the formation of the Co-ordination Committee.

RESOLUTION

This joint meeting of the members of All India Civil Accounts Employees Association, All India Civil Accounts Employees Association Category II functioning under National Federation of Civil Accounts Associations (NFCAA) and All India Association of Pay and Accounts Officers (Civil) held today the 27th September 2016 at……………(name of the place) expressed its strong resentment against inordinate delay in implanting the Cadre Review for Group B and C officers and Employees and non-settlement of pending demands.

The meeting therefore, urges upon the Civil Accounts authorities to discuss and settle following demands at the earliest.
 
1.          Immediate Cadre Review of Group-B and C Officers and Employees of Civil Accounts organization in the following manner.
2.       Allotment of 33.1/3% promotional quota to the post of LDC for Gr-D/MTS and clearing of backlog by promoting all eligible MTS to the grade of Accounts Assistant as a onetime measure.  
3.      Accounts Assistant (by upgradation of post of LDCs )  –                         Grade Pay Rs. 2400/- PB 1
4.       Staff Car Driver Gr. II                                                                                                Grade Pay Rs. 2400/- PB 1
5.        Stenographer Gr. III  -                                                                                      Grade Pay Rs. 2800/- PB 1

(Post should be re-designated as Principal Private Secretary] Post of PPS may be allocated to Principal Chief Controller of Accounts and Chief Controller of Accounts (Addl. Secretary/Joint Secretary level officers)
As per para 2(iii) of DOPT Order No.20/51/2009-CS.II (A)(Vol.II) dated 25th February, 2011 -625 newly created posts of PPS have been allocated against Joint Secretaries and equivalent level officers in different Ministries Departments participating in CSSS on functional jurisdiction
13.   Merger of the PAOs/AOs and Sr. AOs  with PB3 and GP Rs. 6600 in Level 11 w.e.f. 1-1-2006 immediately  and after two year  PB 3 with GP Rs. 7600 in Level 12.
14.   De-link CCAS from ICAS Cadre for the purpose of promotion.
2.         Continuation of recognition status/ facilities to AIAPAO (Civil) till re-verification of membership is completed
3.         Grant of recognition to AICAEA CAT II having requisite number paid members for the purpose of recognition.
4.         Conduct the AAO (Civil) Examination immediately and issue orders for posting of all candidates qualified AAO (Civil) examination, 2013 and 2014
5.         Grant promotions to the Senior Accountants as AAOs who are eligible for promotion under 10% promotion quota.
6.      Treat  joining to the post of JAO/AAO after passing the examination as fresh appointment on the basis of date of examination/w.e.f date of examination 
7.      Conduct regular DPC meetings for timely promotion of PAOs/SrAOs to the higher posts
8.         Grant adhoc promotions to the eligible persons  in case vacancies exist after issuing orders for promotion to the persons discussed in Sl. No. (4) and (5) above
9.         Settle following pending issues discussed in the formal meeting  held with AICAEA on 6th November 2015:-
(i)                     Adoption of mutually agreed transfer policy for AAOs and implementation of the existing policy transparently without any discrimination.
(ii)                   Counting of service for grant of benefit of II ACP to Sr. Accountant appointed as Accountant–
(a)From the date passing departmental competitive examination conducted by SSC
(b)From the 1st July of the next year of passing open examination conducted by SSC as per orders of DoPT and MHA.
(iii)            Grant of Pay Scale of Rs. 1350-2200 from 01.01.86 to DEOs as has been granted by the Defence Accounts Department as well as in terms of the CAT judgments.
(iv)           Removal of injustice to newly recruited Accountant in the matter of granting 1st increment through rectification of the procedure of Departmental Confirmatory test and also imparting training to the candidates.
(v)                   Grant of two financial up gradation to MTS under ACP scheme who had completed 24 years of service before implementation of MACP Scheme as has been done by the O/o the Pr. Of Audit and Director, Economic and  service Ministries, Delhi vide order dated 24.06.2014.
(vi)           (a) Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in office of CGA.
(b) Improvements in promotional avenues of secretarial assistance through creation of posts and promotion of eligible persons working in Civil Accounts organization.
(vii)          Removal of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in Civil Accounts Organization.
(viii)        Relaxation for revision of option for fixation of pay in the revised pay structure for persons promoted to the grade of Asstt. Accounts Officer (AAO) after 01.01.2006.
10.     Suitable office accommodation with amenities to CHQ of AIAPAO (Civil).
11.   Provision of alternative accommodation and amenities to the Central Office of AICAEA.
The meeting resolves that, if above demands are not settled immediately, then the officers and employees shall resort to sustained agitational actions across the country.
The meeting further resolves to forward the resolution to the Controller General of Accounts, Ministry of Finance, Department of Expenditure, senior most officer of the station and Secretary Generals of National Federation of Civil Accounts Associations and All India Association of Pay and Accounts Officers (Civil).
