Dear
Comrades,
We
hope, you have formed the Branch/State level COC of Civil Accounts Employees
and Officers Organizations and prepared well for the Lunch hour demonstration
on 27th September, 2016. By the time you receive this Circular, the
programme preparation shall be at the end point. Therefore, immediately after
implementation of the programme please send compliance report to us.
LETTER WRITTEN TO CGA
We have issued the letter to CGA on 21st
September, 2016 as per our decision. For information of all members we are annexing
the text of the letter.
START SIGNATURE CAMPAIGN
As per our decision, Signature Campaign should start from
28th September, 2016. This signature campaign programme shall culminate
on 26th October, 2016. On this day, there should be a Day long
Branch/Station wise Dharna in front of the office of the Senior most officer of
the station by the Executive Committee members and activists of the Branches of
AICAEA, AICAEA Cat-II and AIAPAO (Civil). Details guidelines on Dharna shall be
given through another Circular.
The Branch level COCs are requested to move unitedly for
collection of signatures from the offices and Employees of their respective
stations/Branches. Signatures of 100 percent members of all Associations should
be collected.
Signatures collected should be retained by the Branch level
COCs. Those are not to be forwarded to headquarters of the Associations because
the signatures sheets are to be forwarded by the COC Branches directly to CGA
on 26th October, 2016 after observing the Day Long Dharna.
The Draft of letter below which the signatures are to be
taken from the members are annexed to this Circular.
We hope all of you shall take all sincere efforts for
making the programmes successful so that our charter of demands could see the
light of the day at the earliest.

Subject:- Forwarding of Charter
of demands of the Co-ordination Committee of Civil
Accounts Employees and Officers Associations
Sir,
It is more than a year, the Co-ordination Committee
of Civil Accounts
Employees and Officers Associations has been requesting for the settlement of
issues concerning with the employees and officers of the Civil Accounts
organization. However, the
Associations were assured
that the matter of cadre restructuring of CCAs would be initiated and taken up
with the Min. of Finance, immediately after implementation of the report the
7th CPC. But, even after more than two
months of implementation of 7CPC recommendations no action has been taken in
this regard.
This apart, the issues like
continuation of recognized status of AIAPAO (Civil) – grant of recognition to
AICAEA Cat-II – conducting the departmental examinations - issuing orders for
posting of AAO © qualified candidates - filling up of vacant posts of AAO
through adhoc promotion of AAO © Examination qualified persons and senior most
Senior Accountants – grant of higher pay scale to DEOs as per the directive of
CAT - grant of ACP/MACP benefits to Gr-B&C employees (as has been granted
in other departments) - improvements in promotion prospects of MTS-
Improvements in the service conditions and benefits of Stenographers (as available in other departments) and
various other issues disused in the formal meeting held with the National
Executive members of All India Civil Accounts Employees Association on 6th November 2015 have not made
any progress.
We are therefore, forwarding herewith the
updated Charter of Demands for your kind perusal and early favourable action.
Since, the resentment has been precipitating
among the officers and employees who are being represented by this
co-ordination committee, we request you to kindly take early favourable action
to settle the demands.

(Post should be re-designated as Principal Private
Secretary] Post of PPS may be allocated to Principal Chief Controller of
Accounts and Chief Controller of Accounts (Addl. Secretary/Joint Secretary
level officers)
As per para 2(iii) of DOPT Order No.20/51/2009-CS.II
(A)(Vol.II) dated 25th February, 2011 -625 newly created posts of
PPS have been allocated against Joint Secretaries and equivalent level officers
in different Ministries Departments participating in CSSS on functional
jurisdiction
12.
Merger
of the PAOs/AOs and Sr. AOs with PB3 and
GP Rs. 6600 in Level 11 w.e.f. 1-1-2006 immediately and after two year PB 3 with GP Rs. 7600 in Level 12.
13.
De-link
CCAS from ICAS Cadre for the purpose of promotion.
2.
Continuation of
recognition status/ facilities to AIAPAO (Civil) till re-verification of
membership is completed
3.
Grant of
recognition to AICAEA CAT II having requisite number paid members for the
purpose of recognition.
4.
Conduct the AAO (Civil) Examination immediately and issue orders for posting of all candidates
qualified AAO (Civil) examination, 2013 and 2014
5.
Grant
promotions to the Senior Accountants as AAOs who are eligible for promotion
under 10% promotion quota.
6.
Treat joining to the post of JAO/AAO after passing
the examination as fresh appointment on the basis of date of examination/w.e.f
date of examination
7.
Conduct regular DPC
meetings for timely promotion of PAOs/Sr.AOs to the higher posts
8.
Grant adhoc
promotions to the eligible persons in case vacancies exist after issuing orders
for promotion to the persons discussed in Sl. No. (4) and (5) above
9.
Settle
following pending issues discussed in the formal meeting held with AICAEA on 6th November
2015:-
(i)
Adoption
of mutually agreed transfer policy for AAOs and implementation of the existing
policy transparently without any discrimination.
(ii)
Counting
of service for grant of benefit of II ACP to Sr. Accountant appointed as
Accountant–
(a) From the date passing
departmental competitive examination conducted by SSC
(b)
From the 1st July of the next
year of passing open examination conducted by SSC as per orders of DoPT and
MHA.
(iii)
Grant
of Pay Scale of Rs. 1350-2200 from 01.01.86 to DEOs as has been granted by the
Defence Accounts Department as well as in terms of the CAT judgments.
(iv)
Removal
of injustice to newly recruited Accountant in the matter of granting 1st
increment through rectification of the procedure of Departmental Confirmatory
test and also imparting training to the candidates.
(v)
Grant
of two financial up gradations MTS under ACP scheme who had completed 24 years
of service before implementation of MACP Scheme as has been done by the O/o the
Pr. Of Audit and Director, Economic and
service Ministries, Delhi vide order dated 24.06.2014.
(vi)
(a)
Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in office of CGA.
(b)
Improvements in promotional avenues of secretarial assistance through creation
of posts and promotion of eligible persons working in Civil Accounts
organization.
(vii)
Removal
of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in
Civil Accounts Organization.
(viii)
Relaxation
for revision of option for fixation of pay in the revised pay structure for
persons promoted to the grade of Asstt. Accounts Officer (AAO) after
01.01.2006.
10.
Suitable office accommodation with amenities
to CHQ of AIAPAO (Civil).
11. Provision
of alternative accommodation and amenities to the Central Office of AICAEA.
