Sir,
I
am directed to draw your kind attention to the above letter of your office
issued in connection with the initial Recognition to All India Civil Employees
Association CAT II (for two years). In this regard I am to state that the
matter was discussed in the formal meeting held between the official side of
the office of CGA and the representatives of the Co-ordination committee of
Civil Accounts Employees and Officers Associations on 15TH November
2016 under the Chairpersonship of Jt.CGA as item number 3 of Charter of Demands.
In the said meeting the locustnadi of AICAEA CAT II regarding recognition was
clarified. As per the verification report published by your office after the
official meeting on 17th July 2014 the AICAEA CAT II is having the
membership strength of 27%.
Therefore, in terms of the CCS
(RSA) Rules, 1993 and also in terms of Para 5(d)(i) of DOPT notification
No.2/10/80 JCA(Vol.II) dated 5th November 1993, the AICAEA CAT II may
kindly be granted recognition as second Association simultaneously along with other
Association of Assistant Accounts Officers (i.e. same category) which is being
considered by your office for grant of
recognition on the ground that 35% employees have opted to become the members
of the said Association so that the Assistant Accounts Officers who are the
members of AICAEA CAT II are not
deprived from their legitimate right .
