DECISION OF
NATIONAL EXECUTIVE MEETING OF CONFEDERATION:
ONE DAY STRIKE ON
15TH FEBRUARY, 2017
·
Against the Breach of Assurance and
Betrayal of Group of Ministers of NDA Government.
·
To uphold the self respect and dignity
of 33 Lakhs Central Government Employees and 34 Lakhs persons.
You are aware, as per the
decision taken in the Secretariat meeting of the Confederation on 14th
December, 2016, Secretary General of the Confederation had declared in the
rally of the Central Government Employees at Parliament Street on 15th
December, 2016 that the affiliates of Confederation of Central Government
Employees and workers’ shall organize one day strike on 15th February
2017 in support of the 21 Point Charter of Demands of the Confederation. The
National Executive meeting of the Confederation held on 16th
December, 2016 has unanimously decided to implement the strike decision in a
most successful manner and directed all affiliates to serve strike notice to
their respective heads of the departments/organizations on 28th
December, 2016. (Circular of Confederation annexed).
N.F.C.A.A. ENDORSED THE STRIKE CALL
The 7th Federal
Council Meeting of National Federation of Civil Accounts Associations held at
Jaipur on 17th and 18th December, 2016 has endorsed the
call of strike and unanimously decided to implement the call in the Civil
Accounts Organization in a befitting manner. It has appealed upon the members
of AICAEA and AICAEA Category – II to make the strike a stupendous success
through their cent percent participation.
STRIKE NOTICE SERVED
As per the direction of
Confederation, the Central Headquarters of AICAEA & AICAEA Cat-II served
the strike notice to the Controller General of Accounts jointly on 28th
December, 2016. The copy of the strike notice served is available in the
website:- nfcaahqnd.blogspot.com.
A separate direction shall be
issued to Branches and Units by the Federation headquarters regarding the
method in which they are to serve the intimation of strike to the local
authorities.
DECISION OF
COC OF CIVIL
ACCOUNTS EMPLOYEES AND OFFICERS ASSOCIATIONS
The
meeting of the Co-ordination Committee of Civil Accounts Employees and Officers
Associations held at Jaipur on 17th December, 2016 has declared the
following propgrammes in support of the demand of Cadre Review and ten other
demands:-
· Three
week long campaign from 2nd January, 2017 and lunch hour
demonstration on 20th January, 2017.
· Mass
Dharna at all state capitals/important centers on 23rd February,
2017.
· Half
day walk out on 9th March, 2017.
The copy of
COC/CA/2016/Circular-12 dated 20.12.2016 issued by the Co-ordination Committee
(COC) of Civil Accounts Employees and Officers Association with detailed
guidelines is annexed to this Circular.
Mobilization
Programmes/Tours
Confederation CHQ Leaders shall visit all important
centres throughout the country and address Joint meetings of the
employees. The tour programme has already been issued by the Confederation. In
synchronization with the same we are issuing following campaign programmes. All
leaders enlisted below are requested to carry out the responsibilities
entrusted to them. The visiting leaders and Branches are requested to keep in
touch with COCs so that tours of leaders of Civil Accounts are synchronized
with visits of Confederation leaders.
During the tour, mobilization for the Mass Dharna on
23rd February, 2017 and half day walk out on 9th March,
2017 should also be done in addition to the campaign for strike on 15.02.2017.

The meeting of the
Co-ordination Committee of Civil Accounts Employees and Officers Associations
was held at Jaipur on 17th December 2016. More than 49 representatives of NFCAA (AICAEA
and AICEA CAT II) and AIAPAO (Civil) from Rajasthan, Gujrat, Mumbai, Pune,
Nagpur, Tamilnadu, Kerala, Andhra Pradesh & Telengana, West Bengal, North
East and Delhi participated in the meeting. The meeting was jointly presided
over by Com.S.S. Chauhan, President, AIAPAO (Civil) and Com. G. K. Nair,
President, NFCAA being Joint Chairpersons of the Co-Ordination Committee.
At the outset, the meeting hailed the leaders and members of the
Co-ordination Committee for making the calls of the action programmes like
signature campaign, country wide station wise Dharna on 26th October
2016 and day long Dharna on 16th December 2016 in front of the
office of the Controller General of Accounts totally successful inspite of
issuing threatening and warning memos by the office of CGA. .
The meeting reviewed the status of the eleven point demands which were
discussed in the formal meeting held between the Joint Controller General of
Accounts and the representatives of the Co-ordination Committee. It was
observed that, though there were some progress on some of the items discussed,
but none of the issues had reached to finality. Further, instead of
concentrating their attention towards settling the issues or perusing those
with the appropriate higher authorities, the CGA office always exerts and
wastes more time in threatening the employees about consequences of
participating in protest actions by quoting irrelevant provisions of conduct
rules and court pronouncements.
After detailed
deliberation the meeting concluded that, without united and sustained struggle
of serious nature, the demands would not move towards the direction of
settlement. The meeting unanimously adopted a Resolution and forwarded it the
Finance Minister of India, the Secretary Department of Expenditure and the
Controller General of accounts. The meeting also adopted following action programmes
and applead upon all to implement the programmes.
Three week
long campaign from 2ND January 2017 and lunch hour demonstration on
20th January 2017
In order to
strengthen the unity among the AO/Sr. AO, AAO and rest of the categories of
employees of Civil Accounts organization further, it has been deiced that,
campaign to all Units by National and Branch office bearers of co-ordinating
organizations shall be initiated with effect from 2nd January 2017
and this campaign shall culminate by holding a centralized Lunch hour
Demonstration on 20th January 2017 at all stations. During the
period of campaign, joint delegations of the Branch leaders shall visit all
offices/ units and explain the latest situations. A Resolution shall be adopted
by the meeting and forwarded to all authorities concerned. Draft of the resolution shall be circulated
by apex level Co-ordination Committee.
It has also been decided that, in the places where
the Co-ordination Committees have not yet been formed or not functioning effectively
would be identified and all Branches of such stations shall be asked to take
early steps to form the Co-ordination Committees. The representatives of
Rajasthan, AP& Telegana assured that, the Co-ordination Committee shall be
formed immediately. For formation of COC in Pune and Nagpur, representatives of
three Associations shall undertake visit together. In Gujrat, representatives
of AIAPAO (Civil) shall visit.
Similarly, Branches of all other left out stations shall be directed to fix the dates for formation
of COCs and joint delegations of the apex level co-ordination committees shall
visit such stations.
Mass dharna at all state capitals/important centres on 23rd February 2017
A joint day long
mass dharna shall be organized by the state/ regional level Co-ordination
Committees at all stations in centralized place on 23rd February
2017. All National, Branch and Unit level Office bearers of NFCAA (AICAEA and
AICAEACAT II) and AIAPAO(Civil) shall participate in the Dharna which shall
commence at 11 am sharp and continue upto 4 pm.
HALF DAY WALK OUT FROM WORK SPOT ON 9TH
MARCH 2017
In case no
settlement is there, then entirety of the members of Co-ordination Committee
shall stage half day walkout form the work spot/ office after on 9th
March 2017 i.e. all shall leave the office during lunch hour and shall not
return to the office on that day.

PENSIONERS.
ABOUT 15 LAKHS
CENTRAL GOVERNMENT EMPLOYEES AND AUTONOMOUS BODY EMPLOYEES WILL PARTICIPATE IN
THE STRIKE
v Central Government employees and Pensioners
betrayed by NDA Govt. by breach of assurance given by Group of Cabinet
Ministers including Shri Rajnath Singh, Shiri Arun Jaitely and Shri Suresh
Prabhu regarding increase in Minimum Pay and Fitment formula. This is the worst
pay revision after 2nd CPC report in 1960. Government
implemented the report without any modification suggested by Staff side (JCM).
In 1960 entire employees went on five days strike.
v Central Government Pensioners and Family
Pensioners betrayed by NDA Government by not implementing Option-I (parity)
recommended by 7th CPC and accepted by Cabinet.
v Autonomous bodies employees betrayed by NDA
Government by issuing instructions NOT TO IMPLEMENT 7th CPC
benefits to Autonomous body employees and Pensioners UNTIL FURTHER ORDERS.
v Three lakhs Gramin Dak Sevaks of the Postal
Department betrayed by NDA Government by not extending the benefits of 7th CPC
to them and also by not publishing the separate one-man committee report
already submitted to the Government.
v Thousands of Casual, Part-time, contingent
employees, daily rated mazdoors and contract workers are betrayed by the NDA
Government by not regularizing their services and by not revising their wages
on the principle of “Equal Pay for Equal Work”.
v 7th CPC Submitted its report
after 21 months on 19th November 2015. Even after 13 months the
NDA Government has not implemented the revised HRA, Transport Allowance and all
other Allowances. Government is deliberately delaying it further to deny
implementation from 01.01.2016 and also to delay it to next Financial year
2017, thereby denying arrears.
v Government betrayed Central Government
employees and Pensioners by denying eligible 3% Dearness Allownace with effect
from 01.07.2016. DA for pre-revised Minimum pay of 7000 is 7% = 490 per month.
Same pre-revised pay of 7000 revised to 18000 after merger of 125% DA as on
01.01.2016. New DA granted for revised minimum pay of 18000 is 2% = 360 per
month. Thus there is a recurring loss of Rs. 130/- per month in DA granted to
Minimum pay. For other higher pay scales the loss is still higher.
v In the past, only one Committee before
implementation of CPC report and one Anomaly Committed after implementation was
constituted. This time Committee after Committees are constituted but no
negotiated settlement with the JCM (NC) staff side on any of the issue, but
only one-way hearing of the views of the staff side. Implementation Committee,
Empowered Committee, Allowances Committee, Pension (Option-1) Committee,
Anomaly Committee, New Pension System (NPS) Committee and Senior officers
Committee (?) to discuss the issues arising out of 7th CPC
recommendations. (no formal orders constituting the Group of Senior Offices
Committee and no terms of reference made public). Almost six months are over
after Cabinet approving pay scales and one year is over after submission of 7th CPC
report, but no outcome of any committee).
v No negotiated settlement on Confederation’s
21 Point Charter of demands which includes increase in minimum pay, Fitment
formula, no reduction of HRA rate, Revision of all allownaces, Restoration of
abolished Advances, Option-1 for pensioners, Scrap New Pension System,
Autonomous bodies wage revision, GDS Issues, Casual Labour issues, MACP
promotional hierarchy and “Very good” bench mark, filling up of vacancies,
removal of 5% compassionate appointment restriction, Five promotions, LDC/UDC
pay upgradation, Parity in pay scales with Central Secretariat Staff, removal
of CCL adverse condition, equal pay for equal work etc.
WHAT HAPPENED ON 30TH JUNE
2016 ?
AND WHO BETRAYED THE
EMPLOYEES AND PENSIONERS ?
On the night of 30th June
2016, Shri Suresh Prabhu, Hon’ble Minister for Railways informed the Secretary,
JCM (NC) Staff side Shri Shiv Gopal Misra that the Prime Minister had
empowered three Cabinet Ministers, viz: Shri Rajnath Singh, Hon’ble Home
Minister, Shri Arun Jaitely, Hon’ble Fiance Minister and Shri Suresh Prabhakar
Prabhu, Hon’ble Railways Minister, to negotiate with the staff side, JCM (NC),
and invited staff side (JCM) for a meeting at the Official residence of Shri
Rajnath Singh, Hon’ble Home Minister on the same night 21:30 hrs. On persistent
demand of the staff side (JCM), the Group of Ministers assured that the
issue of increase in the Minimum wage and Fitment formula will be referred to a
High Level Committee and the Committee will submit its report to the Government
within four months.
NOW SIX MONTH’S ARE
ALMOST OVER.
WHERE IS THE HIGH LEVEL COMMITTEE
REPORT?
CHEATING……………….CHEATING…………………..
CHEATING
WHEN CABINET MINISTERS
BETRAY, WHAT SHALL WE DO?
STRIKE…………….STRIKE………………..
STRIKE
Strike is the only
BEFITTING REPLY to those who betrayed the cause of the Central Government
employees and pensioners.
We cannot go on begging
before the NDA Government.
WORKERS ARE NOT BEGGARS.
Let us make the 15th February
2017 one day strike a resounding success.
Let us not surrender our
prestige and self-respect before those who betrayed our cause.
