  Subject: ACP/MACP Scheme- Treatment of promotion to the Grade of A.A.O. as entry Grade.

Madam,
               Respectfully I am to draw your kind attention to Association’s letter bearing numbers AICAEA/CTII/CHQ/2016/44 dated 27.06.2016 and of even no. 47 dated 28.09.2016.
You are aware that as per recommendations of 7th CPC, the merged and only Grade of AAO (Group B Gazetted) is provide with Level -8 and thereafter Level 9 after 4 years of service as AAO. Therefore, the AAOs are left with no real interest to strive further for career prospects. The promotion to the grade of PAO from AAO takes nearly 18-20 years of service as AAO. As AAO has already earned the pay level of PAO (Level 9) the promotion to the grade of PAO does not extend any actual financial benefits. There is serious resentment amongst the AAOs over the matter. The CGA’s Office sharing the same feelings is exploring avenues for finding solution.    
 2. Similar problem in the IA&AD has been solved under the provision of relevant Recruitment Rules. The SAS qualified departmental Staff on promotion to the post of Asst. Audit Officer is given the equal treatment as Direct Appointment i.e. entry Grade for the purpose of extending benefits under ACP/MACP Scheme. In the Civil Accounts Organization the corresponding provision of Recruitment Rules for AAOs is similar and equal.
3. The said issue was also raised in a meeting with Jt. CGA on 15.11.2016 as point no.6 and the same has been included in the minutes issued by CGA Office with comments that the Association will provide requisite details.
As desired, I am sending herewith copies of circular bearing number 23/staff wing/2016/Entt/184-2014 dated 20.06.2016  issued by the Comptroller and Auditor General of India together with the clarifications as in OM bearing no.38-staff wing /2016 no.62-Staff wing/2016  no.62-staff(Entt)-1 /184-2014 dt 19.10.2016 for your kind perusal .
As directed by the Executive Committee of the Association, I am to request you to kindly review the issue in the analogy of action taken by the Comptroller & Auditor General of India considering the historical parity that exist in all matters between the staff of the IA&AD and the Civil Accounts.
