EXTENDED FEDERAL EXECUTIVE MEETING: DECISIONS
As informed already, the Extended Federal Executive meeting of National Federation of Civil Accounts Associations was held in Delhi on 12th April, 2017. A presidium comprising Com. Ravinder Kumar, Working President, Com. A. Mohammad, Vice President, National Federation of Civil Accounts Associations and Com. Chinmay Mukhapadhyay, Vice President, All India Civil Accounts Employees Associations Category-II presided over the meeting.
To begin with, the meeting reviewed the decisions taken in the 7th Federal Council meeting held at Jaipur on 17th & 18th December, 2017 and current status of those decisions. It was observed that the decisions of organizational actions adopted by the Co-ordination Committee of Civil Accounts Employees and Officers Associations had been implemented by all major Branches under the banner of state level Co-ordination Committees. However, non-implementation/ participation by a section of the members of some of the stations was the major reason for the setback in the progress of the demands.
The Call of one day Strike given by the Confederation of Central Government Employees and Workers’ in support of the 21 point Charter of Demands was endorsed by the 7th Federal Council Meeting. As per the reports received, large number of employees including Assistant Accounts Officers from all over the country participated in the call of one day strike of Confederation on 16th March, 2017 under the united banner of NFCAA.
While reviewing the position of sectional demands, it was observed by the meeting that the authorities of Principal Chief Controller of Accounts, Central Board of Excise & Customs maintained its adamancy and weakness in the movement in CBEC Units did not allow the issues to make satisfactory progress. Many stations did not even implement the call of protest meeting on 9th February, 2017.
The meeting also noted while reviewing that, due to sustained and serious Organizational actions, the decisions taken by the 7th Federal Council meeting on organizational matters did not make expected progress. The Branch/Unit Conferences and women convention did not take place. The call of special fund mobilization from the arrears of 7CPC has not also been implemented except North East Branch and West Bengal Branch. However, after the brief review, the meeting took up fresh items for discussion.
Agenda No:- 2 Review of the status of Departmental demands: –
(a)Movement under the banner of the COC of Civil Accounts Employees and Officers Associations in support of 11 Point Charter of Demands and functioning of COC at different levels.
(b)Demand of Meeting with the CGA authorities on the pending demands of and the Charter of Demands submitted.
It was observed by the meeting that, though some of the stations formed Co-ordination Committees and implemented the programmes very effectively, but in some of the stations, unity is yet to consolidate. It was considered necessary to build up unity so that the authorities come under required pressure and give their attention towards the demands of officers and employees.
The meeting observed that, despite repeated requests by the Co-ordination Committee and sustained organizational actions in support of the same, the present Controller General of Accounts who assumed office on 1st January, 2017 has neither convened even a courtesy meeting with the representatives of the Co-ordination Committee nor attempted to resolve any of the issues pending with the office of Controller General of Accounts in the form of 11 point Charter of Demands. Instead, the present Controller General of Accounts has inflicted more injury to the future prospects of the officers and employees of Civil Accounts Organization which is already suffering from various deficiencies. The present Controller General of Accounts has taken one of the most disastrous actions of filling up 643 vacant posts of AAOs by calling deputationists from other departments. Instead of granting promotion to eligible persons to next higher grades, she has discarded the eligibly the persons who qualified the Asstt. Accounts Officer (Civil) Examination, 2014 on the pretext of occurrence of serious irregularities in the conducting the examination and on the other hand allowed the persons responsible for such irregularities to move scot free. The Controller General of Accounts instead of according re-recognition and recognition to All India Association of Pay and Accounts Officer (Civil) and All India Civil Accounts Employees Associations Category-II respectively in terms of the CCS (RSA) Rules, 1993 made the status of these issues more complicated by ignoring the orders of DOPT and Ministry of Finance. Not only this,   she has promoted autocracy and favoritism during the last three and a half months.  Her office does not care for rules and regulations of DOPT and Govt. of India. Moreover, against the functionaries of the Association, she and her office have adopted a revengeful approach. On the main demand of Cadre Review, the Controller General of Accounts has exhibited most unsympathetic attitude
In consideration of above situations, the meeting felt the necessity of continuation of the Organizational actions and in this direction the meeting recommended to Co-ordination Committee for considering the proposed of observing protest day on 28th April, 2017 by Wearing Black Badge and holding lunch hour demonstration at all work spots.
Agenda 3:- Implementation of the decisions of Confederation:-
One Strike on 16th March 2017:- The meeting in its initial review, observed that call of various agitational programmes and one day strike on 16th March 2017 given by the Confederation in support of the 21 Point Charter of Demands of the Central Government Employees and workers were implemented by National Federation of Civil Accounts Associations. The strike was total in Assam, West Bengal, Andhra Pradesh and Telengana, Kerala and Mumbai. Participation of more than 95% (Ninety five) percent members has been reported from the State of Tamilnadu and Pondicherry as a whole. Strike was 100% in majority of the units of Tamilnadu. In Karnataka strike was a stupendous success. 85% members participated and the strike was 100% in all major units. Strike in Rajasthan was equally encouraging. More than 80% members were on strike. All major units were totally closed with 100% participation. Success of the strike was more than 60% in Pune and 40% in Nagpur.  Cent percent participations were there in the major Units of these two stations. Strike was partial in Orissa and Delhi. Ignoring the threatening of Controller General of Accounts to take disciplinary action and threatening of certain employees’ organization that no protection shall be extended to the participants of strike if disciplinary action is taken by the authorities, huge number of employees including Assistant Accounts Officers have participated in the strike which made the strike cent percent in 90% offices. The strike was therefore, a stupendous success.
The Central Government Gazetted Officers Organization (CCGGOO) had extended its official support to strike call given by the Confederation of Central Government Employees and workers (CCGE&Ws) and directed its affiliates to organize solidarity programmes in support of the strike.
Responding to this, the All India Association of Pay and Accounts Officers (Civil) had directed its Branches to organize lunch hour demonstration and other supportive actions on 16th March, 2017. As per our report, solidarity programmes were organized in Shillong, Guwahati, Kolkata, Hyderabad, Bangalore, Chennai, Cochin, Trivandrum, Mumbai and Delhi by the Branches of All India Association of Pay and Accounts Officers (Civil).
However, it was noted that in some of the stations members did not participate in the strike. The reason behind this situation was mainly the inaction of Branch/local leaders and non-visiting those stations by Federations leaders. The meeting decided to take necessary corrective measures in this regard.
Trade Union Camp at Trivandrum - As regards participation in the Trade Union Camp being organized by the Confederation at Trivandrum on 6th & 7th May, 2017, all Federal Executive members confirmed that their Branches shall depute the allotted number of persons. Agenda 4:- Organizational Review:-
(a)      Recognition to All India Civil Accounts Employees Association Category-II and National Federation of Civil Accounts Associations:-
The meeting noted that, as per the upto date record, more than 30% percent of AAOs on role are paying membership subscription to All India Civil Accounts Employees Association Category-II and as per verification report of Controller General of Accounts 27% AAOs are the members of All India Civil Accounts Employees Association Category-II. Therefore, it is beyond doubt that the Association is eligible for recognition as 2nd major Association in terms of CCS (RSA) Rules, 1993. Moreover, the process of membership verification for Employees Associations of Category-II (AAOs) undertaken by Controller General of Accounts and recognition granted to one of the Associations in the Category and denying recognition to the other one was not in conformity with the DOPT instructions and it is a gross violation of CCS (RSA) Rules, 1993. The meeting therefore, decided to take up the matter with the appropriate authorities.
(b)      Enhancement of membership and continuation of Foreign Service of Secretary General:-
It was observed by the meeting that, the membership of both AICAEA and AICAEACAT II has improved. Many new members have joined the Associations. The meeting congratulated all the Branch and Unit Secretaries and requested the members to strengthen the unity and ensure their participation in struggles. It is the united struggle which is the only path by walking through which the demands can be achieved. 
(c)       Unit and Branch Conferences and Branch level women convention:-
                The meeting decided that, in pursuance of the directive of the 7th Federal Council meeting, the Joint All India Conferences of All India Civil Accounts Employees Associations and All India Civil Accounts Employees Association Category –II shall be held at Cochin during 1st/2nd week of September, 2017. The dates for the same shall be finalized and intimated by the Branches of Kerala.
                As it was concluded by the meeting that the functioning of the organization was not upto the mark and it needs much improvements, following decisions were taken.-
1.         Unit conferences of all Units should be completed within 30th June 2017.
2.         All Branches of AICAEA and AICAEA CAT II shall hold Branch Conferences after their Unit Conferences. Branch Conferences should be completed within 31st July 2017.
3.         Along with Branch Conferences, Branch level Women Convention should invariably be conducted.
4.          Secretary Generals or any other accredited National Executive member of the concerned All India Associations and Office Bearers of National Women Committee should be invited to attend the Branch Conferences.
5.         As per the decisions taken NFCAA Branches should be formed.
6.         In order to strengthen the unity between the NFCAA and AIAPAO (Civil), all NFCAA Branches should form state /region level Co-ordination Committees of two organizations before the next joint All India Conferences of AICAEA and AICAEA CAT II.
7.         Branches and Federal Executive members shall take special efforts to ensure that above decisions are implemented in letter and spirit.
8.         Representatives of NFCAA shall visit all such stations where Branches have become defunct due to various reasons. Prime responsibility of this shall rest with the Secretary Generals of two Associations.

VINDICTIVE ACTIONS OF AUTHORITIES
The meeting was surprised to note that the authorities of Pr. CCA, CBEC took a unilateral decision to discontinue the Foreign Service of Secretary General on the plea that the term has crossed three years. The Foreign Service was accorded by Controller General of Accounts. But the Pr. CCA, CBEC did not feel it necessary to take approval of Controller General of Accounts before taking any decision in this respect and it asked the President of All India Civil Accounts Employees Associations vide a letter dated 28.03.2017 to relieve Secretary General with the direction for reporting duty in PAO, CBEC, Delhi. Since, as per DOPT norm, the Foreign Service to Service Association can continue and time limit of normal deputations is not applicable here, the meeting had directed the National Executive of All India Civil Accounts Employees Associations to take appropriate decision and take up with Controller General of Accounts.
The meeting considered above action as a vindictive action of Pr. Chief Controller of Accounts, Central Board of Excise and Customs.
The meeting also noted that, while promoting the AAOs recently, the office of Controller General of Accounts  has ordered posting of Secretary General, All India Civil Accounts Employees Association Category – II to Lakshadweep from Kolkata on promotion as AO.
This is therefore, another vindictive action of the authority. The meeting directed All India Civil Accounts Employees Association Category-II and Secretary General, National Federation of Civil Accounts Associations to take appropriate actions they consider necessary.

CANCELLATION OF AAO © EXAMINATION 2014 AND RE-EXAMINATION REGARDING
Cancellation of AAO © Examination and conducting of re-examination was thoroughly discussed and condemned by the meeting. It is nothing but an action to shield the guilty and harass the Group-C Employees. The meeting authorized Federation Head Quarters to appropriately draft a letter and issue to the authorities.
