Dear Comrades/Friends,
As per the information given to you, the meeting of
the Co-ordination Committee of Civil Accounts Employees and Officers Associations
was held in Delhi on 12th April, 2017
National Executive members of All India Civil Accounts Employees Association, All
India Civil Accounts Employees Association Category-II and All India
Association of Pay and Accounts Officer (Civil), Branch Secretaries of
different Branches and also the Federal Executive members of National
Federation of Civil Accounts Associations from entire country participated in
the meeting. The meeting was presided over by Shri S.S. Chauhan, Chairperson, COC
and President, All India Association of Pay and Accounts Officer (Civil).
The meeting observed that, despite repeated requests by
the Co-ordination Committee and sustained organizational actions in support t
of the same, the present Controller General of Accounts who assumed office on 1st
January, 2017 has neither convened even a courtesy meeting with the
representatives of the Co-ordination Committee nor attempted to resolve any of
the issues of pending with the Controller General of Accounts office in the form
of 11 point Charter of Demands. Instead, the present Controller General of
Accounts has inflicted more injury to the future prospects of the officers and
employees of Civil Accounts Organization which is already in a very bad shape.
The present Controller General of Accounts has taken one of the most disastrous
actions of filling up 643 vacant posts of AAOs by calling deputationists from
other departments. Instead of granting promotion to eligible persons to next
higher grades, she has discarded the eligibly the persons who qualified the Asstt.
Accounts Officer (Civil) Examination 2014 on the pretext of occurrence of
serious irregularities in the conducting the examination and on the other hand
allowed the persons responsible for such irregularities to move scot free. The
Controller General of Accounts instead of according re-recognition and
recognition to All India Association of Pay and Accounts Officer (Civil) and
All India Civil Accounts Employees Associations Category-II respectively in
terms of the CCS (RSA) Rules 1993 made the status of these issues more
complicated. Not only this, she has promoted autocracy and favoritism
during the last three and a half months. Her office does no care for rules and
regulations of DOPT and Govt. of India. Moreover, against the functionaries of
the Association, she and her office have adopted a revengeful approach. On the
main demand of Cadre Review, the Controller General of Accounts has exhibited
most unsympathetic attitude.
In consideration of above aspects, the meeting of the
Co-ordination Committee has decided that, 28th April, 2017 shall be
observed as Protest Day. All members shall wear Black Badge for the whole day
and hold lunch hour demonstration on 28th April, 2017 (The text of
the badge is furnished below). All local Co-ordination Committees are directed
to prepare the Badge and distribute them among the members-.
The meeting of the Co-ordination Committee has also
decided that, after taking over of charge by new Controller General of Accounts
on 1st May, 2017, he shall be approached to meet and discuss the
pending issues of the officers and Employees with Co-ordination Committee.

Subject:- Observance of
Protest Day on 28th April, 2017 in protest against non-Settlement of
the
Charter of demands of the Co-ordination Committee of
Civil Accounts Employees and Officers Associations.
Madam,
The
apex level Co-ordination Committee of Civil Accounts Employees and Officers
Association had met on 12th April, 2017 in Delhi. The meeting with
absolute disappointment, observed that despite repeated requests and persistent
demands of the members of All India Civil Accounts Employees, All India Civil
Accounts Employees Association Category-II and All India Association of Pay and
Accounts Officer (Civil), the Controller General of Accounts did neither agreed
to convene even a courtesy meeting with the representatives of the
Co-ordination Committee nor taken any favorable action on any of the long
pending issues of the eleven point Charter of Demands within a period of three
and a half months.
The
above action of the Controller General of Accounts being totally unprecedented,
the meeting of the Co-ordination Committee has directed us to inform you that,
totality of the membership of the Associations functioning under the united
platform of Co-ordination Committee shall observe Protest Day on 28th
April, 2017 by wearing Black Badges for the whole day and by organizing protest
demonstration in front of their offices.
