THE MEETING OF THE APEX LEVEL
COORDINATION COMMITTEE OF CIVIL ACCOUNTS EMPLOYEES AND OFFICERS ASSOCIATION
HELD AT NAGPUR ON 13TH JULY 2017 RESOLUTELY URGED UPON THE HON’BLE
PRIME MINISTER, FINANCE MINISTER, MINISTER OF STATE FOR FINANCE, CABINET
SECRETARY AND EXPENDITURE SECRETARY TO KINDLY INTERVENE TO UNDO INJUSTICE BEING
DONE ON THE OFFICERS AND EMPLOYEES OF CIVIL ACCOUNTS ORGANIZATION.

As per the decision, the apex level Co-ordination Committee had
met at CPWD Guest House, Nagpur on 13th July, 2017. Representatives
of National Federation of Civil Accounts Associations and All India Association
of Pay and Accounts Officers (Civil) from different parts of the country attended
the meeting. Com. S.S. Chauhan, one of the Chairpersons of the apex level
Co-ordination Committee of Civil Accounts Employees and Officers Associations
and the President of All India Association of Pay and Accounts Officers (Civil)
presided over the meeting.
The meeting discussed the status of the 14 (fourteen) Point Charter
of Demands of the Co-ordination Committee keeping in view the outcome of the
official meeting held between the National Executive of All India Civil
Accounts Employees Association and the official side of the office of the
Controller General of Accounts under the Chairpersonship of Joint Controller
General of Accounts on 9th June, 2017.
It was observed by the meeting that, no progress of any of the
items discussed in the meeting on 9th June, 2017 held between the
National Executive of All India Civil Accounts Employees Association and the
official side of the CGA was there. Totally negative attitude of the
authorities on some of items discussed was reflected in the minutes of the
meeting issued by the authorities subsequently.
It was also observed by the meeting that the present Controller
General of Accounts is maintaining a complete indifferent and anti-employee
attitude. He has neither responded to the request of convening a courtesy
meeting between him and the representatives of the Co-ordination Committee nor
initiated any favorable action on any of the issues concerning with the
employees and officers after he took over the charge of Controller General of
Accounts on 1st May, 2017.
While taking part in the deliberations, all the representatives
present in the meeting had expressed their total displeasure over the
indifferent attitude of Controller General of Accounts on the demands of Cadre
Review of the officers and Employees and his anti employee approaches like
conducting reexamination by cancelling
the 2013/2014 AAO (Civil) Examinations, dealing the CCS (RSA) Rules, 1993 in an
unfair manner, not granting re-recognition to All India Association of Pay and
Accounts Officers (Civil) and recognition to All India Civil Accounts Employees
Association Category II by conducting repeated re-verification of membership of
these two Associations, refusal to grant benefits granted to officers and
employees of IA & ID, operation of
in-transparent transfer polices, refusal to grant legitimately due
promotional/ACP/MACP benefits to the employees and officers, permanently
closing the existing promotional quota for different categories of
employees and non implementation 7CPC recommendations in
respect of the pay scales of the AAOs and Senior Accountants etc.
After detailed deliberations, the meeting unanimously adopted a
resolution and forwarded it to the Hon’ble Prime Minister, Finance Minister,
Minister of State for Finance, Cabinet Secretary and Expenditure seeking their
intervention. The meeting also took the decision of endorsing the copies of the
Resolution to Secretary, Staff Side (JCM), Secretary General, Confederation of
Central Government Employees and workers and Secretary General, Central Government
Gazetted Officers Organizations.
The meeting also
decided the following:
1. DAY LONG DHARNA AT
ALL STATIONS ON 9TH AUGUST, 2017: Regional/Branch /State Level
All
Regional/Branch /State Level Co-ordination
Committees of Civil Accounts Employees and Officers Associations shall stage a
Day Long Dharna at a Centralized spot on 9th August, 2017 from 11.30
A.M. to 3.30 P.M.
The Co-ordination Committee of
Delhi shall organize the Dharna in front of the office of Controller General of
Accounts.
2. HALF DAY WALK OUT
ON 13TH SEPTEMBER 2017
All members of Co-ordination
Committee shall stage half day walk out on 13th September, 2017. All
members shall leave the office after the lunch on 13th September,
2017.
3. VISIT TO STATIONS.
Joint
teams represented by apex level Co-ordination Committee shall visit such
stations which are not yet organized under the banner of Co-ordination
Committee of Civil Accounts Employees and Officers Associations.
The copy of the Resolution adopted on 13th July, 2017
and the letter issued to CGA etc are annexed to this Circular for information
of all.
In pursuance of the
above decisions taken by the meeting of the Co-ordination Committee held at
Nagpur, we call upon all the members of our respective Associations to
implement the decisions and make the programmes successful.

Sir,
We on
behalf of this Co-ordination Committee have been directed to inform you that
the representatives of this Co-ordination Committee had met at Nagpur on 13th
July, 2017 to review of the status of the demands of the employees and officers
of Civil Accounts Organization raised by this Co-ordination Committee with the
Civil Accounts authorities.
After
detailed deliberation, the said meeting of the Co-ordination Committee has
adopted a Resolution and forwarded it to Hon’ble Prime Minister, Hon’ble
Finance Minister, Hon’ble Minister of State for Finance, the Cabinet Secretary
and the Secretary, Department of Expenditure vide letter No:-
COC/CA/2017/Corr-20-24 dated 19.07.2017. The Resolution along with the copy of
its forwarding letter is enclosed herewith.
The
meeting of the Co-ordination Committee further decided that, if the
Co-ordination Committee does not receive any favorable response of Civil
Accounts authorities on the Charter of Demands pending with the office of the
Controller General of Accounts, all the state level forums of the Co-ordination
Committee shall hold a Day Long protest Dharna in different stations on 9th
August, 2017 to register the protest of the employees and officers of Civil
Accounts Organization.
We hope,
you will not kindly ignore this letter and take early favorable action to
settle the Fourteen Point Charter of Demands that has been submitted by this
Co-ordination Committee.
For

Controller General of Accounts, Ministry of Finance, Department of Expenditure
is maintaining complete indifferent and anti-employee attitude. He is neither
ready to meet the employees and officers representatives to discuss the
grievances of the employees and Officers nor ready to settle their grievances.
As
the totality of the members of All
India Association of Pay and Accounts Officers (Civil), All India Civil
Accounts Employees Association Category–II and All India Civil Accounts
Employees Association are tremendously suffering due to the adamant attitude of
the Controller General of Accounts, the meeting the Co-ordination Committee has
adopted the enclosed resolution and sought your kind intervention.
We shall
be highly grateful if you kindly consider our request sympathetically and take
appropriate action for the settlement of the grievances of the officers and
employees of Civil Accounts Organization at an early date.

Resolution
The apex level Co-ordination Committee of
Civil Accounts Employees and Officers Associations which is a monolithic platform
of Accounts/ Senior Accounts
Officers, Assistant Accounts Officers and all Non-Gazetted and
Group- C employees of Civil Accounts Organization representing through the All India
Association of Pay and Accounts Officers (Civil), the All India Civil Accounts
Employees Association Category II and the All India Civil Accounts Employees
Association met today the 13th
July, 2017 at Nagpur. This meeting held detailed deliberation on the indifferent and anti-employee attitude of the
Civil Accounts authorities and the present Controller General of Accounts,
Ministry of Finance, Department of Expenditure in particular and his method of
functioning in defiance of the Government of India norms .
1. In spite of clear-cut orders of DOPT, the Civil Accounts
authorities had never done any cadre review of the Group B officers & group
C employees even after lapse of more than forty years while they have done
Cadre Review of the ICAS cadres five times within a time span of thirty five
years flouting all the Government instructions and in this process they have
abolished a large number of promotion posts of AO/Sr.AO thereby stalling their
further promotions. Controller General
of Accounts has added and upgraded
hundreds of the posts of ICAS grade in
the Civil Accounts organizations within last four decades by reducing the
promotional quota of AOs/Sr. AOs from the prevailing 33.33% of entire ICAS
posts to 50% of Junior Time Scale (ACAs) posts, and abolishing a good number of
posts of Dy. Controller of Accounts so as to justify the creation of higher
posts which are directly beneficial only to the direct ICAS officers and
depriving the existing promotion prospects to AOs and Sr. AOs.
When Present Controller General of Accounts was approached by
us, he preferred to ignore our request and did not initiate any action for
undertaking cadre review of Group –B and C officers and employees respectively.
Such a situation is not there in any of the Central Government
Department and majority of the Group B officers and employees of the Civil
Accounts organization are not getting even a single upliftment in their entire
service career and retiring in the same grade they are being recruited.
2. The Controller General of
Accounts is not obeying the provisions of CCS (RSA) Rules, 1993 and the Government of India instructions on JCM
norms as regards the facilities to be extended to the recognized service
Associations. Further, the Controller General of Accounts maintains a complete
biased approach in the matter of extension of recognition to the Service
Associations and all these would be evident from the following facts-
a) Controller General of Accounts has
arbitrarily derecognized the All India Association of Pay and Accounts Officers
(Civil) on the plea of no re-verification of membership was held after
stipulated five years period while the membership re-verification was supposed
to be done by the office of the Controller General of Accounts itself before
five years period was over.
b) Despite several requests by the
Employees and Offices Associations, Controller General of Accounts is not
processing the membership verification in terms of the CCS (RSA) Rules 1993 in
respect of the All India Association of Pay and Accounts Officers (Civil) which
represents the AO/Sr. AOs and the All India Civil Accounts Employees
Association Category –II which represents the Assistant Accounts Officers. With
the intention of not extending recognized status to these Associations,
Controller General of Accounts is ordering re-verification of membership of
these two Associations repeatedly for years together.
c) On contrary to the above, Controller
General of Accounts has granted recognition to a local Association without
following the norms of recognition under CCS (RSA) Rules 1993.
d) In spite of giving specific instance
with proof of sabotaging the membership verification process of All India Civil
Accounts Employees Association Category II by another Association in violation
of the CCS (RSA), 1993, Controller General of Accounts is reluctant to take any
action on the matter.
e) Defying the DOPT guidelines, the
Controller General of Accounts has declined to extend due facilities relating
to Foreign Service to the All India Civil Accounts Employees Association and
shrugged off his responsibility on this matter to his subordinate while this is
not the procedure as per Government of India guidelines and no heads of the
organizations of Central Government Departments has been acting in this manner.
f)
Controller General of Accounts is not allowing the Ministry of Finance,
Department of Expenditure to form the Departmental Council (JCM) under JCM
Scheme for last two years by sponsoring the non-entitled Associations for
incorporation in the Departmental Council (JCM).
3. Controller General of Accounts has completely ruined the
departmental promotional
examination system in Civil Accounts organization for last half
decade by mismanaging and indulging in malpractice which shall be crystal clear
from the following actions of Controller General of Accounts-
a) The Departmental Examination for promotion as Assistant Accounts
Officers conducted in 2013 and 2014 were cancelled in 2017 arbitrarily on the ground of irregularities
after declaring of results in 2015 and all candidates appeared in those
examinations have been mandatorily forced to appear the re-examination
conducted in July 2017 defying the directive of Central Administrative
Tribunal. The Central Administrative Tribunal has kindly directed to isolate
the persons responsible for irregularities and grant benefit of promotion to
other genuine candidates passed the examination.
b) Thousands of the employees have lost their eligibility for
appearing the AAO (Civil) examination on the condition of age limit for not
conducting the examination after 2014.
c) Despite being eligible, hundreds of the lowest category
employees i.e. Multi Tasking Staff have lost their lone opportunity of
appearing Departmental Examination for Promotion to the level of Lower Division
Clerks on the condition of age bar for not conducting the examination since
2012.
As such, it is a precarious condition for the officers and
employees of Civil Accounts organization.
4. Controller General of Accounts has completely disgruntled the scant opportunities of promotion
prospects available for different categories of officers and employees in the
following manner-
a) Controller General of Accounts has arbitrarily stopped operation
of 10% (ten percent) promotional quota for Senior Accountants for the posts
Assistant Accounts Officers for last three years and thereby closed down the
solitary promotion prospects of the largest cadre of the Civil Accounts
organization permanently.
b) Controller General of Accounts has not
taken any action to add or upgrade required number secretarial assistants posts
while adding and upgrading the posts of ICAS cadre.
c) As there are nearly 800(eight hundred)
posts of Assistant Accounts Officers are
laying vacant for last three years the Senior Accountants are attending all works including PFMS etc. But, Controller
General of Accounts is not even ready to grant promotions on adhoc basis to the
eligible Senior Accountants as Assistant Accounts Officers.
5. Controller General of Accounts has not taken any initiative to implement the 7CPC recommendations regarding-
a) Grant of Level – 9 of Pay
Matrix to AAOs after 4 years
b) Level – 7 of Pay Matrix to Senior Accountants.
and
c) Benefit of bunching to Assistant Accounts
Officers as per the 7CPC recommendations and in terms of the orders of
Implementation Cell so far.
6. Though the Governments of
India and the Pay Commissions have always extended same benefit and status to
the employees and officers of organized Accounts and IA&AD, but Controller
General of Accounts is not honoring it and declined to extend following benefit
to employees and officers of Civil Accounts organization which have been
granted by IA&AD-.
a) IA&AD is granting fresh appointee status to JAO/AAO with effect from the date of passing
examination. But the Controller General of Accounts has refused to provide this
benefit to the concerned AO/Sr. AO/AAOS of Civil Accounts organization as a
result of which they are facing tremendous financial loss.
b) IA&AD has granted
relaxation for revision of option for fixation of pay in the revised
c) pay structure for persons promoted to
the grade of Asstt. Accounts Officer (AAO) after 01.01.2006. But Controller
General of Accounts has not agreed to extend this facility to the AAOS of Civil
Accounts organization causing them to suffer financially.
d) IA&AD and all Central Government Departments have granted headquarter allowance to
Sr.PS/PS/Stenos working in the headquarters of the Departments/ Ministries. But
CGA has not granted it to the Sr.PS/ PS/ Stenos working in his office.
e) IA&AD has provided
33.1/3% promotional quota to the post of LDC for Gr-D/MTS. But Controller
General of Accounts is not agreeable to extend similar facility to the MTS of
Civil Accounts organization despite the fact that MTS in Civil Accounts are not
getting promotion as LDC even after thirty years of service as MTS.
f)
As the Group D post(s)
have been merged as MTS after implementation of 6th CPC
recommendations, IA&AD in terms of the para 6 below Annexure-I to DOPT’s OM
No.35034/1/97-Estt. (D)dated 09-08-1999 ordered on 04.06.2015 to extended first
two financial up-gradation under ACP
scheme and third financial up-gradation under MACP scheme to the employees of
the cadre of MTS ignoring financial up-gradation granted to them prior to implementation of 6CPC. But the Controller General is not ready
to take any action on this matter which is causing severe financial loss to the
lowest paid employees.
7. Controller General of Accounts
operates a most in-transparent and unscientific transfer policy in respect of
Gr. B and C Cadres and it is often being used as a tool for vindictive actions
against the individuals who seek justice. Though the employees are worst
causality of such a defective transfer policy, but Controller General of
Accounts and his officers are not ready to accept this reality and adopt an
employee friendly mutually agreed transfer policy by having dialogue with the
employees Associations while all Government departments and Public Sector Under
Takings are following this method.
8. Controller General of Accounts is not
correcting and updating the defects in the recruitment orders of different
categories of employees or in respect of the officials inducted in the cadres
from other departments laterally in terms of the DOPT and Government
instructions. As a result of this, hundreds of the Civil Accounts employees are
not getting their legitimately due ACP/MACP benefits for years together.
This meeting of the co-ordination
Committee is extremely disappointed to observe that, despite acute sufferings
of the officers and employees, the Controller General of Accounts is neither
ready to discuss the problems with the employees/officers representatives nor
taking any action to settle the problems.
In view of the above circumstances, the meeting, finding no
other way, resolves to urge upon the Hon’ble Prime Minister, Government of
India to kindly intervene and direct the authorities concerned to negotiate and
settle the grievances of the officers and employees of Civil Accounts
organization.
The meeting further resolves to
forward the Resolution to Hon’ble Prime Minister, Hon’ble Finance Minister,
Hon’ble Minister of State for Finance, Hon’ble Cabinet Secretary and Hon’ble
Secretary, Department of Expenditure, Government of India and all others
concerned.

rectification of the procedure of Departmental Confirmatory test.

of two financial up gradation to MTS under ACP scheme who had completed 24
years of service before implementation of MACP Scheme as has been done by the
O/o the Pr. Of Audit and Director, Economic and service Ministries, Delhi
vide order dated 24.06.2014.
(v) (a) Grant
of Headquarter allowance to Sr.PS/PS/Stenos posted in office of CGA.
(b) Improvements in promotional avenues
of secretarial assistance through creation of posts and promotion of eligible
persons working in Civil Accounts organization.
(vi) Removal of anomaly in grade pay arisen
in PAO, CRPF after amalgamation of the office in Civil Accounts Organization.
(vii) Relaxation for revision of option for
fixation of pay in the revised pay structure for persons promoted to the grade
of Asstt. Accounts Officer (AAO) after 01.01.2006.

SETTLE THE ISSUE OF THE BENEFIT
