By Holding Mutual Dialogue with the Representatives of Co-Ordination Committee and Its Affiliated Associations
As scheduled, the meeting of the Co-ordination Committee of Civil Accounts Employees and officers Associations had met in Delhi on 18th June 2018 to review of the status of the demand of Cadre Review and other pending common demands of the officers and employees and officers of Civil Accounts organization. Representatives of AICAEA, AICAEACAT II and AICAPAO (Civil) from different parts of the country participated in the meeting. The Meeting was presided over jointly by Com. S.S.Chauhan, Joint Chairman of the Co-ordination Committee and President, AIAPAO (Civil) and Com. Ravinder Kumar, Working President, NFCAA.
CADRE REVIEW
The meeting observed that, due to sustained united struggle of the All India Civil Accounts Employees Association, All India Civil Accounts Employees Association Category-II and All India Association of Pay and Accounts Officer (Civil) under the banner of Co-ordination Committee of Civil Accounts Employees & Officers Associations for nearly a year, the Controller General of Accounts for the purpose of under taking Cadre Review of Group B&C cadres after of 42 years of the existence of Civil Accounts Organization, appointed an "Internal Cadre Review Committee" on 16th January, 2018 and directed it to submit its recommendations within a period of three months.
But within last six months the Internal Cadre Review Committee did not do any work except conducting 2/3 meetings with the official side of different departments and representatives of a few Associations. The representatives of All India Association of Pay and Accounts Officer (Civil) and All India Civil Accounts Employees Association were invited on 14th March 2018 for a brief discussion.
Being responsible employees' organizations, the All India Civil Accounts Employees Association and All India Association of Pay and Accounts Officer (Civil) had committed to submit their independent proposals for Cadre Review to the Internal Cadre Review Committee within a month's time.
Accordingly, the Co-ordination Committee had met consecutively on 5th & 9th April 2018 in Mumbai and Delhi respectively and the independent Associations i.e. NFCAA represented by AICAEA and AICAEA Cat-II and AIAPAO(Civil) had submitted their proposals within 20th April 2018. The Co-ordination Committee, in endorsement of the proposals submitted by the NFCAA and the All India Association of Pay and Accounts Officer (Civil) submitted a consolidated proposal on 2nd May, 2018. In the meantime the Controller General of Accounts vide an order dated 19.04.2018 had enhanced the tenure of Internal Cadre Review Committee upto 15th August, 2018.
As such, all the affiliates of COC wrote to the Controller General of Accounts to direct the Internal Cadre Review Committee to submit its report to Controller General of Accounts within 31st May, 2018 on the ground that, after submissions of the proposals by All India Civil Accounts Employees Association, All India Civil Accounts Employees Association Category-II and All India Association of Pay and Accounts Office (Civil), the Internal Cadre Review Committee is left to complete only 20% works.
But unfortunately, Controller General of Accounts has ignored the request of the Co-ordination Committee and its affiliates and the Internal Cadre Review Committee has not submitted its report till we prepare this Circular.
The headquarters of affiliates of the Co-ordination Committee took the matter very seriously due to the reason that, when the Internal Cadre Review Committee was initially appointed for a period of three month's only and all required information and data have been made available to the Internal Cadre Review Committee by the three major Service Associations, there is no reason that the Internal Cadre Review Committee should continue to function for a period of eight months. Therefore, if this situation allowed to continue without any protest; the Cadre Review of Group B&C cadres shall not be there for another two more years.
Under the above circumstances, the Co-ordination Committee had decided that all local/state/branch level Co-ordination Committees shall organize a joint lunch hour demonstration at every station in a centrally located place in which right from Sr. AO to MTS shall participate and send a Resolution to Controller General of Accounts. Delhi being wide spread, the Co-ordination Committee of Delhi shall plan and organize demonstration in different areas from 11th June to 15th June 2018.
The programme was implemented by the Co-ordination Committees of Delhi, Mumbai, Chennai, Nagpur, Kerala, Bengaluru, Hyderabad, Kolkata, Guwahati, Shillong and many other stations.
But, there is no improvement in the situation. Instead, the CGA and his officers are acting very fast for the 6th cadre review of the ICAS cadres and that too surpassing all guidelines of DOP&T.
PENDING DEMANDS
It was observed by the meeting that, the present Controller General of Accounts has neither met the representatives of the Co-ordination committee nor the representatives of the recognized service Associations of the Civil Accounts organization from the date of his assuming office. In the in the history of the Civil Accounts organization, no earlier CGA had acted in this manner and flouted the Government of India instructions and JCM norms. As such, not less than a hundred grievances of different categories of officers and employees are pending and the officers below the CGA are not only acting arrogantly and independently but imposing their own decisions flouting the government of India Rules and Orders.
Under the above circumstances the meeting decided the following:
1. All the affiliates of the Co-ordination Committee shall write to the Secretary, Department of Expenditure , Ministry of Finance to kindly intervene and ensure that the1st (first) cadre review of Group-B&C cadres takes place before the 6th Cadre review of the Group "A" i.e. ICAS officers are done by the Government of India.
2. An updated common charter of demands of the officers and employees shall be drawn up and submitted to CGA on 25th June 2018 demanding a meeting keeping the Demand of immediate Cadre Review on the top.(copy of the letter and the charter of demands are annexed to this circular)
3. If no favorable response is received till 10th July 2018, following programmes shall be held
a) DAY LONG DHARNA ON 12TH JULY 2018 AT ALL STATIONS:- All state/ station/ regional level Co-ordination Committees shall hold day long Dharna in a centralized place on 12th July 2018. The Co-ordination Committee of Delhi shall sit for Dharna in front of CGA office.
b) BLACK BADGE WEARING FROM 7TH TO 9TH AUGUST 2018:- totality of the membership shall wear Black Badge from 7th to 9th August 2018 to register their protest.
AND
c) TWO DAYS DHARNA AT ALL STATIONS FROM 8TH TO 9TH AUGUST 2018:- All state/ station/ regional level Co-ordination Committees shall hold two days continuous Dharna in a centralized place from 8th to 9th August 2018. The Co-ordination Committee of Delhi shall sit for Dharna in front of CGA office.
4. If here is no improvement in the situation after the above agitational programmes, the Co-ordination Committee shall meet and decide more intensified programmes.
REVITALISATION OF STATE/ STATION/ REGIONAL LEVEL COCS
The meeting of the apes level Co-ordination Committee also decided to revive/ revitalize the functioning of the Co-ordination Committees of State, Station and Regional Level COCs The meeting has requested all Branches and Units of affiliates of Co-ordination Committee to take urgent steps to activate the Branch co-ordination Committees at all stations. They have also been requested to peruse their respective Branches and Units to build up unity among the members of AICAEA, AICAEACATII and AIAPAO (Civil) spread up the umbrella of Co-ordination Committee over the members.
The meeting further decided that a two phased tour programmes shall be decided for some of identified stations. The first phase shall take place before 12th July and 2nd phase shall be after 12th July but shall be completed before 7th August, 2018. The apex level representatives of three Associations shall visit all those stations jointly as one team. The detailed tour programme shall issued separately by the apex COC.

Subject: - Request for discussion and settlement of Charter of Demands of the Co-ordination Committee.

The apex level Co-ordination Committee of Civil Accounts Employees and Officers Associations had met in Delhi on 18th June, 2018 under the Chairpersonship of Shri S.S.Chauhan, President, AIAPAO (Civil) and Joint Chairperson, Co-ordination Committee and Shri Ravinder Kumar, Working President, NFCAA. The meeting reviewed the status of the pending issues of the Employees and Officers of Civil Accounts organization and observed that due to non-settlement of the issues of the Officers and Employees, they are suffering extremely. On the other hand, the present Controller General of Accounts, despite several requests did not convene any meeting with the Co-ordination Committee or its affiliated Associations for more than a year now which was never done by any of the earlier Controller Generals of Civil Accounts organization.
However, the Co-ordination Committee after detailed discussion in its above mentioned meeting, identified the major issues which require settlements immediately and we, the undersigned are forwarding herewith those issues in the form of a "Charter of Demands" with the request to you to kindly convene a meeting with the representatives of this Co-ordination Committee at the earliest.
The meeting of the Co-ordination Committee further decided that, if it does not receive any favorable response from the Controller General of Accounts within 10th July 2018, the state/station level forums of the apex level Coordination shall hold day long dharna on 12th July 2018 at all stations and the Co-ordination Committee of Delhi shall sit for the Dharna in front of your Office.

CHARTER OF DEMANDS
1. Immediate finalization of Cadre Review proposals of Gr. B & C Officers & Employees and its implementation without further delay after discussion with the Co-ordination Committee of Civil Accounts Employees' & Officers' Associations.
2. De-linking CCAS from ICAS Cadre for the purpose of promotion.
3. Grant of Recognition to AICAEA Cat-II immediately in terms of CCS (RSA) Rules, 1993 and on the basis of actual report of membership verification.
4. Grant of Level-7 of Pay Matrix to Sr. Accountants in terms of 7th CPC recommendations.
5. Grant of Non-functional scales (NFS) to AAOs of Civil Accounts Organisation w.e.f. 01-01-2006 in the similar line made applicable to CSS cadres vide OM. No. 6/4/2015-Cs-I(s) dated 16-09-16 and extension of the consequential benefits as per 7th CPC recommendations in para 11.12.140implemented vide Deptt. Of Expr. O.M. No.25-2/2017-IC/E-II (A) dated 18-06 2018.
6. Grant of entry pay to LDCs and Accountants promoted from the posts of MTS & LDC respectively as has been granted to the AAOs.
7. Grant of basic functioning facilities to the Service Associations in terms of the Govt. Rules and JCM norms:
(a) Allow uninterrupted Foreign Service facility to AICAEA like all other Central Govt. Departments.
(b) Provide Suitable Office Accommodation with Amenities to Central Headquarters of AIAPAO (Civil) and AICAEA CATll
(c) Stop vindictive transfers of office bearers of the Association.
8. Formal meeting with the Association representing the examinees before restructuring of AAO (Civil) Examination and its syllabus.
9. Ensuring regular promotions and implementation of MACP on the due dates of the incumbents in all cadres by conducting DPC at regular intervals.
10. Conducting all Departmental Examinations in all cadre regularly - Grant of promotion of all eligible MTS to the post of LDC as one time measure - age relaxation for MTS and other Group- C employees as no examination was conducted between the years 2012/2015 and 2017 respectively.
11. Allowing Multi Tasking Staff to appear AAO (civil) examination being Group – C and conduct special examination for graduate multi tasking staff for the post of Accountant as has been done by C&AG.
12. Grant of promotion to eligible Sr. Accountants as AAO under the existing 10% promotional quota and ad-hoc promotions as per CGA orders dated 30-12-2016 and Government of India rules
13. Merger of the cadre of Data Entry Operators to the Cadre of Accountant/ Sr. working under the control of Pr.CCA, CBEC and Central Pension Accounting office now in isolation and performing the duties of Accountant/Sr. Accountant.
14. Filling up of vacancies in all cadres and creation of adequate P.A.O.s in CBEC due to increase in work and huge no. of DDOs after introduction of GST.
15. Issuance of orders of enhanced Qualification Pay on passing Departmental Confirmatory Examination of Accountants and AAO (C) passed candidates as per 7th CPC recommendation.
16. Grant of benefits to Gr. B Officers already granted by C&AG: Treat joining to the post of AAO after passing the AAO (C) exam as fresh appointment on the basis of date of exam/w.e.f. date of exam.
17. Adoption of mutually agreed transfer policy for AAOs by holding dialogue with employees & officers Associations and implementation of the existing policy transparently without any discrimination.
18. Removal of injustice to newly recruited Accountant in the matter of granting 1st increment through rectification of the procedure of Departmental Confirmatory test.
19. Set up of "complaints committees" under all heads of the Departments in terms of the "Sexual harassment of women at work place (Prevention, Prohibition and Redressal) Act 2013".
20. in promotional avenues of secretarial assistance through creation of posts and promotion of eligible persons working in Civil Accounts organization
21. Counting of service for grant of benefit of II ACP to Sr. Accountant appointed as Accountant–
(a) From the date passing departmental competitive examination conducted by SSC.
(b) From the 1st July of the next year of passing open examination conducted by SSC as per orders of DoPT and MHA.
22. Settlement of all pending Compassionate Appointment cases.
23. Introduction of Sparrow in all cadres.
24. Removal of eligibility condition of 8 years for deputation of AAOs.
25. Stoppage of re- employment of retired employees.
