AAOs GRANTED LEVEL 9 OF PAY MATRIX

ON COMPLETION OF 4 YEARS

Dear Comrades,

Vide above orders, the AAOs have been granted level 9 of the Pay Matrix after they complete four years service. A person who doesn't even know wherefrom this demand had taken birth, what was the demanded before the consecutive CPCs by apex level Joint Action Committee of Accounts and Audit employees &  Officers organizations, what are the functions of Implementation Cell of Ministry of Finance and what are the roles played by different heads of accounting departments on this issue, has been claiming now that the demand has been settled by him and the innocent members, out of their simplicity are  believing him.

When the information on the decision of the Government on this subject matter was placed in the Whatsapp groups by the President of All India Civil Accounts Employees Association Category II (AICAEACAT II) and the information had spread like wildfire, one of the veteran leaders of the Audit & Accounts movements has not only expressed his doubt about the authenticity of the news but conveyed the employees that he doesn't " go to town beating the drum”. This is also an unfortunate comment. 

Anyway, the organizations like AICAEA and AICAEACAT II which believe in unity and persistent persuasion of the demands through struggle, continued their endeavor to clinch the issue and finally succeeded. 

No doubt, settlement of this demand is also a product of the struggle of Co-ordination Committee of Civil Accounts Employees and Officers Associations as this Co-ordination Committee have been unitedly fighting for settlement of different demands of all cadres from level of MTS to Sr. AOS including this item.

Therefore, we congratulate all the members benefitted with this order of the Government and offer thanks to all the leaders and members of the AICAEA, AICAEACAT II and AIAPAO (Civil) for their support and co-operation in clinching the item.

It would be unjust if we do not offer our thanks to CGA authorities and Officers of Department of Expenditure for the settlement of the demand of grant of pay level 9 to AAOs on completion of 4 year's etc. 

Earlier CGA, Shri M.J.Joseph had arranged meetings with the officers of Implementation Cell which was attended by Com. V. Bhattacharjee, Secretary General, NFCAA and Com. S.S.Chauhan, President, AIAPAO (Civil). This apart, the present CGA authorities had provided us the copy of the recommendations given by them to the Government so that we could be aware of the approach of CGA authorities. These were very helpful actions of the CGA authorities  for us in perusing the issue with the higher authorities. 

All the Officers of Department of expenditure had extended their full co-operation and responded very amenably whenever we approached them.

Therefore, on behalf of NFCAA and COC of Civil Accounts Employees and Officers Associations, we offer our sincere thanks to CGA authorities and Officers of Department of expenditure, Ministry of Finance. 

According to us, 7CPC has recommended for parity between Sr. Accountant/Auditor and the Assistants of Central Sectt. We are therefore, perusing this issue also with the authorities of different levels and we are sure, if we fight unitedly, we shall definitely be able to settle this issue in favour of the employees. But, the progress on this issue is slow because of the fact that some leaders differ with us.
