Reference:-  Minutes of the meeting held on 05.11.2018 between the official side of the  office of CGA and the All India Civil Accounts Employees Association on the Cadre Review of Group B&C of CGA organization issued vide CGA OM No:- A-32014/1/2014/MFCGA(A)/Cadre Review/Gr.B/576 dated 15.11.2018.

Madam,

          With reference to the above, I on behalf of this Association forwarding herewith a Supplementary (self contained) proposal for the 1st Cadre Review of the cadre of Stenographers/Secretarial Assistant. This proposal is being submitted in partial modification of the paras 4.26 to 4.30 of CHAPTER- IV of the composite “Proposal for First Cadre Review of Group B & C Cadres (Multitasking staff to Assistant Accounts Officers)” forwarded vide letter No. AICAEA-AICAEACATII/HQ/A-2/ Cadre Review/2018/147 dated 20th April 2018 for your kind consideration and favorable decision.

          In case it is considered that further clarification is required on the proposal submitted, we may kindly be invited for the oral deposition.

SUPPLEMENTARY PROPOSAL FOR 1ST CADRE REVIEW OF THE CADRE OF STENOGRAPHER’S /SECRETARIAL STAFF IN THE CIVIL ACCOUNTS ORGANISATION

After formation of Civil Accounts Organisation in the year 1976, Cadre Review of the Stenographer’s in the Central Civil Accounts Services has not been done. However, in pursuance of the discussion held in the meeting between the official side and the representatives of the All India Civil Accounts Employees Association on 5th November 2018, following proposals are being submitted herewith in partial modification of the of the paras 4.26 to 4.30 of CHAPTER- IV of the composite “Proposal for First Cadre Review of Group B & C Cadres (Multitasking staff to Assistant Accounts Officers)” submitted vide letter No. AICAEA-AICAEACATII/HQ/A-2/ Cadre Review/2018/147 dated 20th April 2018, which may kindly be considered as the amended proposal for Cadre Review in respect of Stenographer/Secretarial Staff of the Civil Accounts organisation-

Ø PROPOSAL FOR REVIEW OF ENTITLEMENT OF STENOGRAPHIC ASSISTANCE TO VARIOUS CATEGORIES OF ICAS OFFICERS OF CIVIL ACCOUNTS ORGANISATION.
First of all, it is pertinent to mention that the 3rd Cadre Review of Central Secretariat Stenographers Service (CSSS) has been done recently.  The letter No. 15/1/2014-CS-II(A),  dated 22/5/2018 may please be referred to in this context (copy enclosed) vide which the Category of officers, the existing entitlement of secretariat assistance and the revised Entitlements for Secretarial Assistance were communicated and the proposals for restructuring were invited as per the revised Entitlements. 
As per Civil List of ICAS officers there are 3 (Three) Addl. CGAs, 6 (Six) Pr. CCAs, 37(Thirty Seven) Jt. CGAs/CCAs, 102(One Hundred Two) CA level officers, 62(Sixty Two) DCAs level officers and 42(Forty Two) ACAs level officers. Whereas, at present, in the Civil Accounts Cadre the existing Sanctioned Strength in respect of Secretarial Staff as per Gradation List is 6 (Six) Post of Sr. PS attached with Pr. CCAs of various Ministries; 26 (Twenty Six) Posts of P.S. attached with CCAs of various Ministries & 144 (One Hundred Forty Four) Posts of Steno Gr.I/Steno Gr. III attached with CAs/DCAs etc. It may be mentioned here that Secretarial Staff from the Civil Accounts Cadre are not attached with ICAS Officers posted in CGA Headquarter.  It is requested that the Secretarial posts of CGA Headquarters may kindly be encadred in the Civil Accounts organisation.
It is requested that the proposal for Cadre Review of Secretarial Staff of the Civil Accounts Cadre may please be reviewed and restructured so as to harmonize the functional needs with the legitimate career expectations of its members, in the light of the Revised entitlements of Secretarial Assistance for various Category of Officers circulated by DOPT vide their letter No. 15/1/2014-CS-II(A) dated 22/5/2018 mentioned above.  The proposed strength of Secretarial Staff of Civil Accounts Cadre needs to be enhanced from the existing strength. This proposal/review will help in revising/enhancing the Proposed Strength of Posts in various categories.

 The comparative statement of Secretarial Assistance in respect of CSSS Cadre and Civil Accounts Cadre is given hereunder for kind reference:-


Ø  PROPOSAL FOR REVIEW OF PAY SCALES OF SECRETARIAL STAFF OF CIVIL ACCOUNTS ORGANISATION.
The Cadre Review of secretarial staff of the Civil Accounts Organisation has not been done since Departmentalization (in 1976) i.e. almost more than 42 years.  In the meanwhile the organisation has undergone sea change.  In the light of the change in structure of the organisation there is an urgent need of Cadre Review in the interest of strengthening and improving the career prospects of Secretarial Staff of Central Civil Accounts Organisation so that the employee may get fair chance of promotion and career advancement.   
In addition, the problem of stagnation is also acute in the case of Stenographer Gr. I and Private Secretaries of CCAS Cadre.   Also the existing scale of prescribed secretarial staff attached with the officers is not realistic keeping in view the functional requirement. 
Therefore, the following proposed Criteria for promotion, Promotional hierarchy & Pay Scales of Secretarial Staff of Civil Accounts Organisation may be considered/reviewed with a view to increase the promotional avenues of deserving officials

The restructuring exercise may look at the structure of the service which would be sustainable in the long term keeping in view the functional aspects, reporting hierarchy and reasonable career opportunities.  For sustainable cadre structure of Civil Accounts organisation, there is a need to:-
1)    Increase the recruitment of Steno Grade D level.
2)    Introduce additional promotional avenues to meritorious officials.
3)    Upgrade the post of Sr.PS to PPS with Additional Secretary level officer.
4)    Increase the number of posts in accordance with the revised entitlement of secretarial assistance at various Levels.
5)    Encadrement of posts of CGA Headquarters into Civil Accounts Cadre
