Subject: issues
arisen due to transfer of employees from different pay and Accounts offices of
GSI - request for settlement through mutual dialogue reg.
Sir,
In pursuance of our letter endorsement No. AICAEA/HQ/ C-1/2018
dated 27th November 2018 on
the above mentioned subject, I have been directed to bring it to your kind information that four
Accountants ( Gr. C) working in the O/O The Controller of Accounts ,GSI,
Kolkata has been transferred to Pr. Accounts office, Delhi from Kolkata. Three
out of those four were not only unwilling but also posted to Kolkata by your
kind office on the basis of their option exercised in 2018 itself.
Further, the orders have been modified repeatedly and it has been mentioned in
the order that, though these employees have been transferred to Delhi
permanently but their salary shall be drawn by Kolkata office. It indicates
non-availability of appropriate posts in Delhi office. Permanent transfer
without necessary sanctioned post at receiving office cannot be accepted as a
proper administrative action.
Our Unit and Branch Associations from Jaipur and Lucknow
have also brought it to our information that, directives to select and transfer
some of the Accountants/Sr. Accountants to Delhi office has been issued and it
has created serious resentment among the employees.
Perhaps
all these problems stemmed from the order No.PAO/3(12)/DFPR/Vol III/2018-19/
1118-1180 dated 01-11-2018(copy
enclosed) in which CCA, Mines has seized
the powers and status of Controller of Accounts, GSI in contravention of the provisions
of DFPR which clearly speaks for two distinct position of HOD for CCA, Mines
and CA, GSI.
As
per the directive of the National Executive of this Association, Secretary
General and Financial Secretary had met the Hon'ble Jt. CGA (Gr.B) at her
office on 29.11.2018 and reported about the above situations.
It has been reported by our West
Bengal Branch in the meantime that, CCA, Mines is pressing hard for release of
those employees ordered by him for transfer from Kolkata and hence an
impasse is created in Kolkata, Mines office. Soon similar situations may
arise in the stations like Lucknow and Jaipur too.
Therefore, I on behalf of this Association request you
kindly to intervene immediately to stop transfer of unwilling non-gazetted
employees and also to take appropriate actions to set aside the irregularities
in orders issued by the office of the CCA Mines.
