SECOND MEETING BETWEEN THE CGA AUTHORITIES AND THE REPRESENTATIVES OF AICAEA ON 1ST CADRE REVIEW WAS HELD 5TH NOVEMBER 2018
The second meeting between the official side of the CGA authorities and the representatives of AICAEA on 1st cadre review was held on 5th November 2018 under the Chairpersonship of Smt. Suman Bala, Jt.CGA (NGE).
Com. Ajit Huparikar, President (Hyderabad), Com. B. Sitharam, Working President (Chennai), Com. V. Bhattacharjee, Secretary General(Delhi), Com. Ajay K Patole (Mumbai), Com. Pranab K Acharjee, Jt. Secretary General  (Kolkata), Com. Ravinder Kumar, Finance Secretary (Delhi)and Com. Dharampal Singh, Asstt. Secretary General (Delhi) represented the staff side in the meeting. Before commencement of the discussion, we have handed over a letter to the Joint CGA and the copy of the same is annexed to this circular.
Synopsis of the meeting is as below:-
1.       It was assured by the official side that, as discussed in the first meeting held on 17th August 2018 with the representatives of AICAEA and AICAEACAT II, steps shall be taken to minimize the reduction of the posts of Gr.C to the extent possible.
2.       Proposal of staff side on 10 years residency in a grade and reservation of 33.33% posts as promotional post for immediate lower grades shall be considered. It shall be considered right from the level of MTS to AAO.
3.       Proposal of staff side for elevation of post of LDC as Accounts Assistant shall be considered if technical problems do not come in the way.
4.       Proposal of staff side for merger of Acctt and Sr. Acctt shall be considered.
5.       As proposed by staff side merger of DEOs with the newly composed Accountant cadre shall be done.
6.       Regarding Stenographers/ Secretarial Assistant, staff side shall submit a fresh proposal in seven days.
It has been agreed by both side that, the proposal of Cadre Review shall now be finalized by the official side for submission to the Department of Expenditure and in the process of its finalization staff side shall be discussed informally whenever considered necessary by the official side.

Madam,

            At the very outset, we offer our sincere thanks for conducting this meeting today in continuation of the earlier meeting convened by your kind self on 17th of August 2018. In continuation of the detailed cadre review proposal submitted by us jointly with the All India Civil Accounts Employees Association Category II vide letter No. AICAEA-AICAEACATII/HQ/A-2/Cadre Review /2018/ 147 dated 20th April 2018 and Co-ordination Committee of Civil Accounts Employees and Officers Associations letter No. COC/CA/2017/Corr-3 dated 2nd May 2018 and in pursuance of the discussions held in the previous meeting and the minutes of the same, we would like to submit the following:-
1.                 Objective of formation of “Departmentalized Accounting Wings” now called as “Civil Accounts Organization” has been achieved but the elevated status of Group B & C cadres ought to be there is still a far cry - need to be resolved.
2.                 In last forty two years there is growth of more than 62.5% of ICAS cadres and the Group C & D (now MTS) suffered negative growth to the extent of 20% which caused serious imbalance of hierarchical pyramid of the Civil Accounts Organization -  needs to be brought in order.
3.                 In spite of computerization and automation, need for manpower requirements in the lower formation of the organization due to increase in workload as a result of expansions of Ministries/Departments, introduction of various new schemes and plans with target of making the Digital India a success, at least 25% of Group B and C cadres may be created.
4.                  Long pending demand of the Associations and scientifically established justified equal status and pay scales to Group B and C Employees on par with Central Secretariat cadres may kindly be accorded.
5.                 Concept of one work one salary- one post one salary and equal pay for equal work may be made the criteria for devising the pay structures in the cadre review process and multiple cadres performing same work may be merged as a single cadre.
6.                 Each and every Group B and C personnel from entry level should be entitled to five promotions in the entire service career.
7.                  In order to give minimum relief to the officers and employees from the existing condition of absolute blockage from career advancements, 33.33% posts in all grades may kindly be made promotional posts from lower grades.
8.                  There should not be more than ten years residency in one post/scale.
9.                 We propose the following cadre structure for civil accounts organization (CCAS).

          (a) Seniority cum-fitness 
          (b) Departmental competitive and qualifying examinations.

2.         Being Group C Employees may be allowed to appear the Departmental examination for the post of Accountant on completion of three years (proposed for merger with Sr. Accountant).
3.         Graduates may be allowed to appear AAO (Civil) examination after completion of three years.

ACCOUNTS ASSISTANT 
(Upgradation of LDCs)
Level–4 of Pay Matrix Rs:- 25500/-
Promotion as Senior Accountant
By reserving at least 33.33% percent posts in the grade  of Senior Accountant ( proposed for merger of Accountant/Sr. Accountant as Sr. Accountant) by following methods:-
1.         on seniority basis on completion of 5 years
2.         With one year continuous regular service in the grade and on passing the Departmental Examinations for Senior Accountants.
3.         On passing four papers of AAO (Civil) Examination after completion of three years.

 SR. ACCOUNTANT
 ( through merger of Sr. Accountant, Accountant, DEO Grade- A, DEO –Grade –B, Computer Operator) 
Level 7 of Pay Matrix Rs. 44900/-
PROMOTION

As Assistant Accounts Officer
33.33% posts of AAOs may be reserved for promotion of Senior Accountants on seniority–cum fitness basis with removal of condition of 53 years of age for eligibility.  May be granted the pay scale of AAO on completion of 10 years of service as Senior Accountant.

Level 9 of Pay  Matrix Rs. 53100/-
1. Posting as AAO after qualifying in the Departmental Examination to be treated as direct recruitment.
2. Promotion of AAOs to the post of PAO may be in five years.
3. Mutually agreed transparent transfer policy for the AAOs.
4. 33.33% posts in the grade of AAOs may be filled by promotion of Sr. Accountants on seniority-cum fitness basis with removal of condition of 53 years of age for eligibility and 66.66% by AAO(Civil) examination
