Subject: - Discrimination in granting Grade Pay on Grant of Financial Benefits under M.A.C.P. – Violation of Government Order and Judicial Verdicts.

Sir,

          I have been directed to draw your kind attention to the letter No:- AICAEA/HQ/A-2/2018/412 dated 08.10.2018 of the Association on the above mentioned subject.

        In this connection, we once again bring it to your kind notice that the Principal Chief Controller of Accounts, C.B.D.T., New Delhi vide order No. PCCA/CBDT/Estt/Rep/2018-381-382 dated 01-08-2018 has granted the 3^rd MACPs benefit to Senior Accountants to the Grade Pay of Rs:- 5400/- from Rs:- 4800/-. That means they were in receipt of Grade Pay of Rs. 4800/- and have been granted the Grade Pay of hierarchical post of Asst. Accounts Officer. Similarly, the Controller of Accounts, C.B.D.T., Mumbai in compliance of orders of the C.A.T. Mumbai order had issued order No. ZAO/MUPC/ADMN/2015-16 dated 01-02-2016 granting grade pay of Rs:- 4800/- as benefit of 2^nd MACPs to Senior Accountants. But rest of Senior Accountants of Civil Accounts Organization have been given the Grade Pay of Rs:- 4600/- as 2^nd MACPs benefit and grade pay of Rs:- 4800/- as 3^rd benefit MACPs which amounts to discrimination and violative of Article 14 and 16 of the Constitution of India.

          We therefore, in reiteration of our request in the letter dated 08.10.2018, once again request you to remove the discrimination by issuing orders for granting grade pay of Rs:- 4800/- and Rs:- 5400/- respectively as 2nd  & 3rd MACPs benefits to all left out Senior Accountants of the Civil Accounts Organization and place them on par with the Senior Accountants of ZAO, CBDT, Mumbai without further delay.
