THE CO-ORDINATION COMMITTEE OF CIVIL ACCOUNTS EMPLOYEES & OFFICERS ASSOCIATIONS
HELD UNDER THE CHAIRMANSHIP OF SHRI J.P.S.CHAWLA, ADDITIONAL CONTROLLER GENERAL OF ACCOUNTS
ON THE REMAINING ITEMS OF 21 POINT CHARTER OF DEMANDS OF THE CO-ORDINATION COMMITTEE OF CIVIL ACCOUNTS EMPLOYEES AND OFFICERS ASSOCIATIONS HELD ON 24TH JUNE 2019
Representatives of AICAEA, AIAPAO (Civil) & AICAEA Cat-II attended the meeting.

To begin with, the staff side had raised the issue of non-issuing of the minutes of the earlier meeting held on 10th April 2019 for nearly two and a half months. Chairman appreciated the most justified point of the staff side and directed the Official side to issue the minutes of both the meeting without further delay.

Abnormal delay in finalising and sending recommendations of CGA to the Department of Expenditure for the 1st Cadre Review were protested by the staff side and  attention of the Chairman  was invited  about the wide spread resentment of the employees and officers on this matter. Further, as agreed in the last meeting, grant of level 6 of the pay matrix to Accountant cadre and merger of the Cadre of DEO with Accountants in the Pay level-6 were also raised. The issues were agreed for consideration by the official side with the condition of matching saving.

Staff side has made a written request to fill up atleast fifty percent vacancies at the level of ACA/Dy. CA by granting adhoc promotions to eligible Sr. AOs and handed over a letter on the subject matter to the Chairman of the meeting.
Since the Chairman, desired to open up discussion on agenda items first, these were discussed thereafter.

SETTLEMENT OF ALL PENDING COMPASSIONATE APPOINTMENT CASES.

Already actions in this regard have been initiated. Staff side may submit the details of pending cases and specific cases pending in Ministry of Commerce/CBDT.
Cases pending with CBIC shall be discussed in a meeting in CBIC

SETTLEMENT OF REQUEST TRANSFERS OF AO/SR. AO/ AAO/ACCTT/SENIORACCTT/DEO/LDC/MTS.
In the posting of AAOs adequate care has been taken. Some pending cases below the level of AAO have been considered.
Heads of the Departments shall be requested to take action about the matter.
CBIC matter shall be discussed in a meeting in CBIC

HOLDING DPC FOR MACPS ON THE DATE PRESCRIBED BY THE DOPT AND GRANT OF MACP BENEFITS ON DUE DATES.
Almost all cases being the pending in CBIC, the staff side may submit the list and shall be decided in the meeting in CBIC.
Official side informed that commencement of online APAR for Gr.B Officers is also in progress.

TAKING MEASURE TO STOP THE CYBER FRAUDS, ENSURING ADEQUATE TRAINING ON CYBER SECURITY TO ALL EMPLOYEES AND OFFICERS UNDER CCAS CADRE IN A TIME BOUND MANNER AND PROTECTING THE INNOCENT OFFICERS AND EMPLOYEES FROM BECOMING THE VICTIMS.
Circulars giving the guidelines shall be issued.  
In appreciation of the suggestion of Staff regarding generation of sanction ID to be based on OTP at the PD level, the Chairman asked the staff side to give their suggestions in details in this regard and proposed that on the basis of the suggestions and the orders/ circulars being issued from time to time by CGA office, a compendium by incorporating all guidelines shall be published before the retirement of present CGA.
Actions for imparting training to the staff and officers shall also be taken.

FOLLOWING THE PROVISIONS OF THE SECTIONS OF RTI ACT 2005 BY THE CPIOS AND APPROPRIATE ACTION AGAINST THE CPIOS SUPPLYING INFORMATION DEFYING THE PROVISIONS OF RTI ACT 2005.
Agreed by official side. Necessary action shall be taken.

ISSUING OF SENIORITY LISTS FOR THE PURPOSE OF PROMOTION TO ALL GRADES.
Direction to Departmental Heads shall be given for preparation gradation list and CGA office shall prepare and publish the seniority list. Attention of official side was invited to the discussion held in the last meeting regarding discrimination in granting promotion to the Grade of LDC from MTS in Mumbai and demanded an early action on the matter.

UPGRADATION OF TRAINING INSTITUTES AND PROVIDING TRAINING TO ALL CATEGORIES OF EMPLOYEES REGULARLY WITHOUT DISCRIMINATION.

In response to the protest of the staff side against running of parallel private Training Institute in Mumbai and on  the demand of restoration of effective functioning of INGAF in all stations including Mumbai, staff side has been requested to submit detailed note.
Necessary action for upgradation of Training Institutes and imparting training particularly on PFMS shall be taken.

SETTLEMENT OF ALL ITEMS DISCUSSED IN THE MEETING BETWEEN THE OFFICIAL SIDE OF CGA OFFICE AND THE NATIONAL EXECUTIVE OF AICAEA ON 16TH AUGUST 2019.
Actions on almost all items have been taken. However a review shall be undertaken.

After the agenda items, staff side referred the proposal it had submitted as a follow-up of decisions of the last meeting  with regard to AAO(Civil) Supplementary Examination 2018 and conducting of examination under new syllabus in 2019. In this regard Chairman informed that, the decision on grace mark is awaited from Deptt. Of Expr.  On the demand of Association for continuation of exemptions of old patter to new pattern, no decision has so far been taken.

Staff side also raised the issue of abnormal delay in granting recognition to AICAEACAT II which is having more than 21% membership. Official side reported that the confirmatory reports from some of the Nodal Authorities are yet to be received.  Staff side recorded its protest and Chairman has kindly directed the official side to expedite the process of granting recognition to the Association at the earliest.

The issue connected with the PAO, Jute Cell, Kolkata was raised by the staff side but the discussion was inconclusive.
