Subject: - Request for issuing the minutes of the meeting held on 10th
April, 2019.
Sir,
We have been directed to refer our
letter No:- COC/CA/2019/Corr-6 dated 30.04.2019 and state that the minutes of
the meeting held on 10th April, 2019 has not yet been issued by your office due to which the staff side is
not able to convince the members on the favorable decisions given by the
official side in the meeting and on certain issues confusions have also
been arisen. We appreciate that delay was
inevitable in a situation in which the majority of the important officials and officers
of the office of CGA were on election duly till the 17th Loksabha
Election was over. But, in response to
an informal inquiry, we have been given to understand that the minutes of the
meeting shall be issued after the rest of the items are discussed in the next
meeting.
In this regard, we would like to
submit that the meeting for discussing the rest of the items has now been fixed
on 24th June, 2019 due to the circumstances beyond the control of
both official side and staff side. Therefore, there shall be nearly 3 (three)
months gap between the date of meeting and the minutes of the discussed on 10th
April, 2019 and the decisions of the meeting would loss the importance and
validity to a large extent.
Earlier also, we have observed that
the minutes of the meeting held between the official side of the office of the Controller
General of Accounts and the National Executive of All India Civil Accounts
Employees Association held on 16.08.2018 was issued on 19th February
2019 which was a gap of more than 6(six) months and the request of the
Association to bring amendments on some of the items due to non-reflection of
those in the spirit under which the discussion took place, have not been finalized
till date.
Under the above circumstances, we
request your good self to appreciate the constraints of the Associations
related with the minutes and direct your office to kindly take necessary steps
to issue the minutes of the items discussed in the meeting of the 10th
April, 2019.
Further, in reiteration of the
request made by us in the 2nd para of our letter dated 30th
April, 2019 mentioned above, we once again request you to kindly arrange for an
informal consultation with the available staff side representatives at the
draft stage of the minutes which is the normal procedure in practice up to the
level of National Council JCM.
We shall be thankful to you for your
early favorable response to the requests made through this letter.
