OUT COME OF THE DISCUSSION HELD WITH C.G.A. ON 22ND NOVEMBER 2019
Com. V. Bhattacharjee, Secretary General AICAEA and NFCAA had met Shri J.P.S. Chawla, C.G.A on 22nd November 2019. After a brief discussion, CGA had asked him to submit the list of long pending important items pending for settlement along-with brief note against each in the letter head pad of the Association, so that those could be examined and considered . Accordingly a letter under the signatures of Secretary Generals of AICAEA and AICAEACAT II has been submitted to Shri J.P.S. Chawla, C.G.A. Since Shri J.P.S. Chawla shall be retiring at the end of the current month, only following priority items have been referred through the letter with the request for their early settlement-
1.         Grant of Recognition to the All India Civil Accounts Employees Association Category II:-
Since the DOP&T has accorded its approval for grant of recognition to the All India Civil Account Employees Association Category II, the Association may now kindly be granted recognition at the earliest.

2.      Settlement of pending MACPs benefit:-
Due to the personal interventions of CGA it was given to understand by the authorities concerned that the long pending MACP cases shall be settled at the earliest. But some of the cases being pending till date may kindly be looked into.

3.      Grant of promotion to Senior Accountants as AAOS against 10% promotion Quota: -
It was assured to the staff side in the meetings held between the official side of CGA and the representatives of the Associations in the recent past that, the matter being settled very shortly. Since the controller General of Accounts is competent to take decision on this issue, favorable decision in this regard may be taken at the earliest so that Senior Accountants who are retiring without having their legitimately due promotions do not suffer from financial loss for the rest of their life.

4.      One time age relaxation to MTS for appearing departmental examination for promotion as LDC:-
The MTS are eligible to appear Departmental examination for Promotion as LDC upto the age of 45 years. There was no examination during the period between 2012 and 2017. As a result, many MTS who have crossed the age of 45 years during that period lost the chance of appearing and qualifying the examination. As per the provisions of the RR of the LDC, CGA is competent to relax the provisions of RR. It is therefore requested that these lowest paid employees may kindly be given an opportunity of attempting for their career advancements by appearing the departmental examination for promotion as LDC. 

5.      Adhoc promotion as AAO:-
As per existing orders, adhoc promotions can be granted to Senior Accountants who have completed 10 years of service in the grade and crossed the age of 53 years.  For granting the adhoc promotions, a DPC exists in which CCA of the concerned Ministry/ Department is one of the members and Joint CGA is the Chairperson. This DPC decides the eligibility of a person for promotion. But the authorities of Ministry of External Affairs instead of following this procedure follow a pick and choose method which is a violation of the rules and against the interest of the office as well as the employees. We therefore, request CGA to intervene resolve the issue.
