Subject: - Request for restoration of AAO (Civil) Examination System.
The Civil Accounts Employees of the country could see a ray of hope after the OM No:- A.34012/MF.CGA (E)/AAO online Exam/Vol II/1049 dated 15th January, 2020 had been issued by your office conveying the regulation and syllabus for AAO(Civil) Examination. Specifically, the prospective and existing candidates for the examination were aspiring that, after a gap of two years the AAO (Civil) Examination shall now be conducted by the office of the Controller General of Accounts very soon. Therefore, the system of AAO (Civil) Examination shall stand restored in the Civil Accounts Organisation and they shall be able to take effort for their career advancements without any interruption. But it is very disappointing to observe by this Association and its members that, no notable progress in this direction has been there for nearly a month now.
As we have explained already, due to non-conducting of AAO (Civil) Examination for years togather by the Civil Accounts Authorities, the career prospects of nearly four thousand Civil Accounts Employees as well as the members of this Association right from the level of MTS to Sr. Accountant are at stake. Since a few hundred posts of AAOs are lying vacant for years togather, the works in the Civil Accounts Organization is suffering very badly on one side, and hundreds of the aspiring candidates are facing irreparable damage to their career prospects as they are not able to appear the examination which is very much connected with their future benefits on the other side. Not only this, it has been causing non-creation of promotional posts below the level of AAO which is also causing equal harm to the future prospects of low paid employees.
Since the above situations have created wide spread resentment among the rank and file membership of this Association, I on behalf of this Association, once again request you to kindly
take urgent steps for restoration of AAO (Civil) Examination system immediately so that the Association is not compelled to resort to organizational action(s) and the existing congenial atmosphere prevailing in the Civil Accounts Organization can travel a long way.
Copy to the Hon’ble Secretary, Department of Expenditure, Ministry of Finance, Room No. 129-A, North Block, New Delhi – 110001 with the request to intervene and kindly take early favorable action.
