Subject:- Settlement of all long pending issues concerning
with employees and officers of Civil Accounts Organisation- request reg.
Madam,
We, the undersigned have been directed by of our respective Associations
to draw your kind attention to the following few lines:-
1.
Immediately after your taking over charge as
Controller General of Accounts on 1st December, 2019, the
representatives of the Co-ordination Committee of Civil Accounts Employees and
Officers Associations which represents the AICAEA, AICAEACAT II and AIAPAO
(Civil) had handed over a Memorandum to you in
person on 2nd December 2019 containing 22 demands with the request
of convening a meeting with the representatives of the Associations. Subsequently,
the Co-ordination Committee vide its letter dated 27-01-2020 had once again
requested you to kindly convene the meeting at your earliest convenience. But, it is two and a half months now no
meeting with the representatives of the Associations has been convened so far.
2.
When a two member Delegation had attended an
informal discussion arranged by the Additional Controller General of Accounts
on 26th December 2019, 10(ten) major issues conveying the grievances
of the employees and Officers were placed by the staff side representatives for
consideration. But, other than two minor items, no assurance given in the
meeting has so far been honoured. Regarding
AAO (Civil) Examination (which was also discussed), only Regulations and
Syllabus had been published vide OM dated 15th January, 2020 while
the AAO (Civil) examination is not being conducted for last three years.

After waiting for nearly a month from the
date of informal meeting with the Additional Controller General of Accounts,
the AICAEA vide its letter No:- AICAEA/HQ/A-2/2020-665-667 dated 27.01.2020 had requested your kind self to kindly
convene an exclusive meeting for bilateral settlement of following issues
connected with the AAO(Civil) Examination:-
1.
Exemptions
secured by all the candidates may be allowed to carry forward in the respective
papers, and the chances availed by those candidates be exhausted as per para 5
of the OM dated 15th Januarys 2020 (e.g. If a candidate has availed
two (02) chances and has passed three (03) papers, he/she may be exempted to
appear those respective three papers and allowed to appear rest five (05)
papers in 04 more chances as per para 5 of Regulations 2020).
2.
Those
candidates who are due to clear only one paper i.e. who have cleared 7 out of
total 8 papers by exhausting 6 (six) chances may be given at least one chance
to appear as per the CGA’s Special Examination Regulations 2011.
Subsequently, vide letter of even number dated 11.02.2020, the AICAEA in
addition its persuasion to different officers of the office of Controller
General of Accounts personally, requested you once again to kindly convene the
meeting at your earliest convenience. But,
these requests have been ignored.
4.
Since the AAO (Civil) Examination system has
been made inoperative by the authorities of Controller General of Accounts for
last three years, the AICAEA vide its letter No:- AICAEA/HQ/A-2/2020/126 dated
12.02.2020 explained the harmful effects of discontinuation of the AAO (Civil)
Examination for last three years on the totality of Civil Accounts Employees
right from MTS to AAOs and requested
you to kindly take urgent steps to
restore the AAO(Civil) Examination immediately. But, you have neither agreed to
meet the representatives of the Associations nor taken any tangible step to
resolve the stalemate.
5.
Further it is more than three years now, the
authorities of the Department of Expenditure have not convened a single meeting
of the Departmental Council (JCM) with the AICAEA. Had this forum been brought
into operation and had the meetings been there during the last three years,
many of the long pending issues
including the major issues now would have been settled long back.
6.
We
request for immediate action and settlement of following long pending issues:
·
RESTORATION OF AAO (CIVIL) EXAMINATION SYSTEM AND
NEGOTIATED SETTLEMENT OF SYSTEM OF EXEMPTIONS.
·
IMPLEMENTATION OF CADRE REVIEW OF GROUP B&C
CADRES.
·
GRANT OF RECOGNITION TO AICAEA CAT-II KEPT PENDING
IN C.G.A. OFFICE FOR MONTHS TOGATHER.
·
MERGER OF ACCOUNTANT AND SR ACCOUNTANT AS HAS BEEN DECIDED
IN RESPECT OF JAO-AAO AND AO-SR.AO ON FUNCTIONAL GROUNDS.
·
PROMOTION OF ALL MTS/LDS TO NEXT HIGHER GRADES
AGAINST THE EXISTING VACANCIES AS ONE TIME MEASURE.
·
RESTORATION OF THE SYSTEM OF GRANT OF PROMOTION TO
SR ACCOUNTANT AS AAO AGAINST 10 PERCENT PROMOTION QUOTA
·
SETTLEMENT OF REST OF THE DEMANDS IN 22 POINT
CHARTER THROUGH BILATERAL NEGOTIATION.
·
HONOURING THE DECISIONS OF JCM (NC) MEETING DATED
13TH APRIL 2019, SUBSEQUENT ORDES OF THE GOVT. OF INDIA AND
CONVENING THE MEETING OF DEPARTMENT COUNCIL (JCM) BY THE SECRETARY, DEPARTMENT
OF EXPENDITURE IMMEDIATELY.
We therefore, once again request you
to kindly settle the above issues and also inform us the date for the formal
meeting with the representatives of the Associations so that the issues need
oral corroborations could be given by the staff side representatives and the
official side could take favorable decisions on those.
The Associations are hopeful that,
you would kindly appreciate the plight of the employees and officers reflected
through the contents of this letter of ours and shall kindly revert with
immediate favorable response so that the Associations are not forced to
initiate protest actions by resorting to country wide day long Dharna and lunch
hour demonstrations on 20th February 2020 and thereafter.
