DHARNA ON 19TH AND 20TH MARCH INEVITABLE
 NO PROGRESS ON THE PENDING DEMANDS

INDIFFERNT ATTITUDE OF C.G.A.
Despite our best effort to open the door of negotiation both at the CGA level and the Department of Expenditure level, no head way could be there. In pursuance of the memorandum submitted from the platform of Co-ordination Committee of Civil Accounts Employees &Officers Associations on 2nd December 2019, CGA was requested repeatedly to convene a meeting with the representatives of the Co-ordination Committee of Civil Accounts Employees and Officers Associations on the pending 22 point Charter of demands. But it is more than three months now, no meeting has been fixed by CGA.
Further, it was requested to CGA to kindly take initiative for restoring the system of AAO (Civil) Examination by introducing the Computer based AAO (Civil) Examination as no examination was conducted for last three years, and also resolve the issues connected with the continuation exemptions acquired by the candidates in the previous AAO (Civil) examination system through mutual dialogue.  But CGA has not given any response to the repeated requests of the Associations and none of the Senior Officers of CGA office is ready even to discuss any of the burning issues.
Therefore, totality of the Employees and Officers are suffering extremely due to non-settlement of following most important issues, -
·         CADRE REVIEW OF GROUP B&C CADRES.
·         RESTORATION OF AAO (CIVIL) EXAMINATION SYSTEM AND NEGOTIATED SETTLEMENT OF SYSTEM OF EXEMPTIONS.
·         GRANT OF RECOGNITION TO AICAEA CAT-II LYING PENDING IN CGA OFFICE FOR MONTHS.
·         MERGER OF ACCOUNTANT AND SR ACCOUNTANT
·         PROMOTION OF ALL MTS/LDC TO NEXT HIGHER GRADES AGAINST THE VACANCIES AS ONE TIME MEASURE.
·         RESTORATION OF THE SYSTEM OF GRANT OF PROMOTION TO SR ACCOUNTANT AS AAO AGAINST 10 PERCENT PROMOTION QUOTA 
·         MERGER OF DEO WITH THE CARE OF ACCOUNTANT
AND
·         SETTLEMENT OF REST OF THE DEMANDS IN 22 POINT CHARTER.


APPROACH OF DEPARTMENT OF EXPENDITURE, MIN. OF FINANACE
On 9th March 2020, an effort was taken to ascertain the status of the issues pending with the Department of Expenditure and after discussing with the authorities of Department of Expenditure, it could be discovered that, no initiative on the most vital issue like Cadre Review of Group B&C cadres has been taken. Instead, it has been indicated to us that while processing the lone Cadre Review issue of Gr A cadres earlier, it had consumed nearly three to four years and thus the Group B &C being multiple numbers of cadres, it might take more time for finalisation. This apart the authorities of Department of Expenditure could not be able to update us about the status of other long pending issues like-
1)            DATE OF CONVENING THE VERY FIRST MEETING OF THE DEPARTMENTAL COUNCIL (JCM) FOR DISCUSSION AND SETTLEMENT OF 15 PENDING ITEMS (EVEN THOUGH IT WAS FORMED THREE YEARS EARLIER),
2)            RECOGNITION TO ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION CATEGORY II.
3)             INCREASING THE STRENGTH OF STAFF SIDE MEMBERS IN DEPARTMENTAL COUNCIL (JCM) TO ELEVATE IT TO THE PRESCRIBED SIZE IN TERMS OF THE JCM SCHEME
4)            ALLOTMENT OF PROPORTIONATE NUMBER OF STAFF SIDE (2ND )  SEATS TO THE CIVIL ACCOUNTS ORGANISATION  IN THE NATIONAL COUNCIL (JCM),
5)            RESTORATION OF 10% PROMOTION FOR SENIOR ACCOUNTANT
6)            CONVERSION OF D.E.O. AS ACCOUNTNAT.
7)            ONETIME RELAXATION FOR PROMOTION OF MTS AND LDCS NEXT GRADE AGAINST EXISTING VACANCIES 


DAY LONG DHARNA IN FRONT OF THE
1.     OFFICE OF CONTROLLER GENERAL OF ACCOUNTS OFFICE ON 19TH MARCH, 2020.
2.    FINANCE MINISTRY ON 20TH MARCH, 2020.
Therefore, under the prevailing situation the National Federation of Civil Accounts Associations is having no alternative but to go ahead with the organizational actions decided by it in its Federal Executive meeting held on 23rd February 2020 in Mumbai.
As per the decisions, all Federal Executive members and the office bearers of the Branches of Delhi shall sit for Day Long Dharna in front of Controller General of Accounts Office on 19th March 2020 and in front of the Office of Secretary, Department of Expenditure, (Chairman Departmental Council, JCM) on 20th March 2020. Dharna shall commence at 11 AM on both the days and continue till 4 PM.
The outcome of the implementation for two consecutive days of Dharna shall be reviewed in the Federal Executive meeting which shall be held on 21st March 2020 in Delhi.
In view of these, all Federal Executive members are hereby requested to ensure their arrival
in Delhi well before the commencement of the Dharna on 19th March 2020 and book their return journey tickets in the evening of 21st March 2020. They are also to inform their itinerary in advance so that proper arrangements for their boarding and lodging could be done. The Accommodation shall be available from 18th March 2020.
Posters of the programmes have been sent by post all Branches and Units of the country. However, the leaders of Delhi Branch shall do the postering by visiting the Units individually.

ENDEAVOUR FOR MOVEMENT UNDER THE BANNER OF C.O.C.
We are also in touch with the All India Association of PAO (Civil) as the demands in support of which we are resorting to organisational actions are the demands of the Co-ordination Committee of Civil Accounts Employees & Officers Associations too.  Since the Memorandum on 22 point Charter of Demands was submitted on behalf of the Co-ordination Committee of Civil Accounts Employees and Officers Associations to CGA on 2nd December 2019, the Charter of Demands contain several demands which are the demands of the All India Association of Pay and Accounts Officers (Civil) like merger of AO and Sr. AO  as Senior AO apart from the common demand of Cadre Review and in case any negotiation/meeting is arranged by the CGA, participation of representatives of AICAEA, AICAEACAT-II and AIAPAO (Civil) shall be the need of the situation.
Therefore, it is the unity of three all three Associations which has pushed our demands towards settlement and many major demands including the demands like re-recognition of AIAPAO (Civil), upgradation of status and pay scales of AO/Sr.AO, AAO, Accountant/  Senior Accountant, MTS and several other demands have  been settled.
Keeping these aspects in to consideration and the importance of the role of Co-ordination Committee of Civil Accounts Employees & Officers Associations in fighting and resolving the issues of the employees and officers of Civil Accounts organisation, we are perusing the leaders of AIAPAO (Civil) and requesting them to join the fray to strengthen the movement.

NO CORONA VIRUS THREAT
No epidemic has been spread in Delhi due to Corona virus. Some media has been purposefully trying to create panic among the citizens probably to help the pharmaceutical companies. Life in Delhi is totally normal. Cases detected are only foreign return persons and the government has been taking adequate care to quarantine and treat those persons. All measures have been taken by the health regulating machinery of state and Central Governments so that the disease does not affect common citizens. It would be more clear from the fact that, we have not so far  been  able to book accommodation in the places where we are normally arranging accommodation for our out station federal Executive members due to the reason that all these accommodations are totally booked for various mass based programmes of various programmes of trade union and social organisation. Therefore, we request our federal executive members not to panic and travel confidently.

INTERNATIONAL WOMEN'S DAY 2020
On the occasion of International Women's day on 8th March 2020, NFCAA offers warm greetings to all and particularly the Women members of the National Federation of Civil Accounts Associations. Persistent and sustained struggle by the National Women's Committee of NFCAA and whole hearted support of women members   of NFCAA have elevated the dignity and status of the Women employees of Civil Accounts organisation. Our women members are playing a pivotal role in the growth of women's movement among the Central Government Employees.
We request all Branch level Women's Committees to organise events in connection with the
International Women's day on a date between 9th and 12th March2020
Branches are requested to extend required help to the Women committees for organising the event.  Our National Women's Committee members are requested to play their role in the matter. The role of women in the question of unity in diversity may be chosen as the subject.  
Please send a report on the observance of the programme. 

UNITY AMONG CENTRAL GOVERNMENT EMPLOYEES AND WORKING CLASS
As informed already, endeavour for consolidating the unity amongst the Central Government employees Unions and Associations is progressing and development if any shall be conveyed.
In this connection the NFCAA headquarters likes to convey its members that, NFCAA never took any action against the interest of its members and the members therefore, are once again reassured that NFCAA shall not take any step which shall damage the interest of its members. Instead, it shall keep the interests of its members at the top while taking any decision.
