DISCONTINUATION OF ALL RELATIONS WITH CONFEDERATION
OF CENTRAL GOVERNMENT EMPLOYEES AND WORKERS AT ALL LEVELS AND TAKE MEASURES TO
PROTECT THE INTERESTS OF MEMBERS OF AICAEA AND AICAEA
CAT-II.
As scheduled, the Federal Executive meeting of the
National Federation of Civil Accounts Associations was held on 23rd February, 2020 in Mumbai.
The meeting was presided over by Com. Amol V. Sule, President.
At the very outset, the meeting discussed the
reporting’s made by Secretary Generals about the decisions taken by the 16th AIC of AICAEA and 8th AIC of AICAEA Cat-II at
Hyderabad from 3rd to 5th January, 2020.
REVIEW OF THE STATUS OF
PENDING DEMANDS
Thereafter, the meeting reviewed the status of the
following major items pending with the Controller General of Accounts and the
Department of Expenditure:-
a.
Finalization of Cadre Review.
The proposal for Cadre Review with recommendations of CGA was forwarded
to the Department of Expenditure on 30th July 2019, there is no
further progress. On 26th December 2019, Addl. Controller General of
Accounts had informed in an informal meeting that the matter is under
persuasion with the Department of Expenditure. But there is no progress.
b.
Restoration of AAO (Civil Examination).
It has been almost three years since the AAO (Civil)
Examination has been discontinued. As a result, a total backlog in the
promotion prospects of totality of the employees’ right from MTS to Sr.
Accountants has been generated. Despite repeated requests, CGA has not taken
any tangible step to restore the AAO (Civil) Examination. Moreover, CGA is not
ready to negotiate on the issue of grant of exemptions to the candidates who
cleared upto 7(seven) papers in the old system of examinations.
c.
Recognition of AICAEA Cat-II.
The AICAEA
CAT II has fulfilled all conditions for recognition under CCS (RSA) Rules,
1993. The DOPT has cleared the file in November 2019. But the Joint CGA
is withholding the file at her level without any reason for the last three
months and thereby the recognition is pending.
d.
Merger of Acctt. /Sr. Acctt.
It was agreed by the CGA authorities to recommend
the merger of Accountant and Sr. Accountant to the Department of Expenditure
and accordingly, the AICAEA was asked to give its proposal. The AICAEA vide its
letter dated 15th December, 2019 has submitted its proposal. On 26th
December 2019, Addl. CGA had assured that necessary action to send the
recommendations shall be taken. But no action has so far been initiated.
e.
Promotion of all eligible MTS as LDC as a onetime measure.
Several posts
of LDCs are vacant in the Organisation due to faulty promotion policy and
non-processing of promotions on time. We have been repeatedly requesting the
authorities to grant promotions at least to the eligible MTS as LDC as a onetime
measure. But CGA is totally unresponsive in the matter.
f.
Promotion of Sr. Acctt. Against 10% quota
Promotion of Senior Accountants as AAOs against 10% promotion quota has
been discontinued by the CGA authorities with effect from October 2015. Despite
repeated requests and discussions in the consecutive meetings, the CGA office
has not taken any action to resolve the issue due to which the Senior
Accountants are retiring from service without even getting their legitimately
due promotions as Assistant Accounts Officers.
g. Non-functioning of
Departmental Council (JCM)
Departmental Council under the Chairpersonship of Secretary, Department
of Expenditure under JCM scheme was created in 2017. But till date no meeting
of the Departmental Council has been convened by the Secretary, Department of
Expenditure as a result of which many issues including the issue of 1st
Cadre Review of Group B&C cadres did not make desired progress.
h.
Other major issues.
Apart from
other issues, the Co-ordination Committee of Civil Accounts Employees and
Officers Associations has submitted a Memorandum to the CGA on 2nd
December 2019 containing 22 (twenty two) pending items. But CGA has not
convened any meeting for the last two and a half months to discuss the issues
submitted by the COC for discussion.
ACTION PROGRAMMES
The meeting, in pursuance of the decisions taken in
the All India Conferences and after threadbare discussion on the status of the
demands has taken following decisions:-
1.
COUNTRY WIDE BRANCH LEVEL DHARNA AT ALL STATIONS ON
27.02.2020.
There
shall be Branch wise Day Long Dharna on 27th February 2020. The Dharna
should be organised under the banner of National Federation of Civil Accounts
Associations (NFCAA) and it should start at 11am and not to be closed before
4pm. During lunch hour meeting a Resolution shall be adopted and forwarded to
the Secretary, Department of Expenditure and the Controller General of Accounts
with endorsement of its copies to central headquarters of NFCAA.
2.
DHARNA BY FEDERAL EXECUTIVES IN FRONT OF
A.
C.G.A. OFFICE ON 19.03.2020
B.
FINANCE MINISTRY ON 20.03.2020
All
Federal Executives members and Branch Secretaries of both AICAEA and AICAEA CAT
II from entire country shall stage a centralised day long Dharna in front of
CGA office on 19th March
2020 and in front of the office of the Secretary, Department of
Expenditure on 20th March 2020. On both the days the Dharna shall
start from 11am. So far as Delhi Branch is concerned, all Branch Committee
members shall also take part in the Dharna programmes of both the days.
3.
REVIEW
The Federal Executives shall meet on 21st
March 2020 to review the situation and decide the future course of action.
ORGANISATIONAL MATTERS
The Federal Executive meeting on 23rd February 2020 held a
detailed discussion on the intentional insult inflicted by leadership of
Confederation of Central Government Employees & workers on AICAEA and
AICAEA CATEGORY II as well as their
leadership. After a marathon discussion for about four hours the meeting
took the united decision that the affiliates of NFCAA i.e. AICAEA and AICAEA
Category II shall cease all relations with the Confederation of Central
Government Employees & Workers with immediate effect. Henceforth, no
programme or call from the Confederation shall be implemented by AICAEA and
AICAEA CAT-II or their Branches/ units/ members. Further, the NFCAA and its
affiliates shall take all necessary steps to protect the interests of their
members.
SECTIONAL DEMANDS
It was decided by the
meeting that all sectional (PCCA/CCA office wise) demands shall be
consolidated by the Branches and forwarded to the Central Headquarters of the
Associations for taking up with the authorities.
