Departments to issue and circulate Seniority/Gradation lists for the purpose of
promotion to all grades: item No. 19 of minutes of the meeting held between the
official side of CGA office and the National Executive of AICAEA and AICAEA CAT
II etc. on 10-04-2019 and 26-04-2019 respectively - reg

Madam,
I have been directed to invite your kind attention to the
above, and state that, against the Item No. 19 of the meeting held between
the official side of CGA office and the National Executive of AICAEA and AICAEA
CAT II etc. on 10-04-2019 and 26-04-2019 under the Chairpersonship of the then
Additional Controller General of Accounts, following bilaterally accepted
minute was recorded:-
“The staff side has demanded
publishing of GL in respect of Group ‘C’ and Group ‘B’ (Non-gazetted)
officials. The staff side was informed that, Maintenance of GL in respect of
Group ’C’ and Group ‘B’ (Non-gazetted) is the purview of the concerned CCAs
being appointing authority in respect of such officials. Instructions will be
issued to the Ministries/ Departments to prepare the Gradation List annually
and forward a copy to the CGA office.”
But
it is nearly a year now, this Association has not received any copy of the
instructions issued by your office directing the PCCAs/CCAs/CAs to publish the
Gradation List in respect of Group ’C’ and Group ‘B’ (Non-gazetted) and none of
the PCCAs/CCAs/CAs has issued any Gradation List.
Due
to non-issuing of gradation list by the PCCAs/CCAs/CAs for years’ togather, the
employees concerned are suffering extremely as they are not able to locate
their inter-se seniority with reference to their juniors who may be drawing
more than them consequent on revision of pay after implementation of recommendations
of consecutive Central Pay Commissions. It would cause a cumulative loss to
such seniors even after their promotions or financial upgradation(s) under
MACPs.
Moreover, many senior level employees are
of the apprehension that, they might retire without stepping up of pay with
reference to the pay of their juniors which would cause huge financial loss in
their terminal pensionary benefits and also in regular pensions.
We
therefore, request you to kindly appreciate the gravity of the issue raised by
the Association in the official meeting of 24th June 2019 and kindly
implement the assurance given to the representatives of Associations.
