of the guidelines issued by DoPT, Ministry of Home Affairs and CGA by the
office of the Pr.CCA, Ministry of Shipping and Road Transport and Highways –reg.
Madam,
We the
undersigned have been directed to refer to the letter No. AICAEA/ Delhi Branch
/2020/5 dated 23.07.2020 issued by the All India Civil Accounts Employees
Association, Delhi Branch endorsed to your kind self on the subject mentioned
above and state that, the office of the Principal Chief Controller of Accounts,
Ministry of Shipping and
Road Transport and Highways vide OM. No Pr. CCA/ SRTH/Admin/COVID-19/20-21/348
dated 20-27-2020 has cancelled the roster system and ordered resumption of
regular office with effect from 21-07-2020(Copy enclosed).
Our Branch Association concerned has very correctly stated in its letter
that under the existing guidelines and orders issued by DoPT, Ministry of Home
Affairs, Ministry of Finance and your office, all the Head of Departments are
to prepare a roster so as to ensure that 50 percent of officers and staff
attend office on every alternate day and the staff who are not required on a
particular day, is supposed to work from home. These arrangements had been made
for the purpose of prevention and containment of COVID-19 pandemic. But, when
the county is confronting 45 to 50 thousands infections every day on an
average and many cities and states across the country are passing the stages of
lockdown, the office of the Principal Chief Controller of Accounts,
Ministry of Shipping and Road Transport and Highways, defying the orders of the
higher authorities concerned and without giving any credence to the safety and
health security of employees and all other stakeholders directed them to ensure
their physical presence in the offices throughout the country with effect from
21st July 2020 that too while one of the AAOs in the Pr. Accounts Office,
New Delhi itself fell ill in the recent past due to Corona virus infection
.
The order issued by the
office of Principal Chief Controller of Accounts, Ministry of Shipping and Road
Transport vide O.M. dated 20.07.2020 being not only a gross violation of
the orders/guidelines issued by DoPT, Ministry of Home Affairs, Ministry of Finance
and the CGA for the prevention of COVID-19 pandemic but reflection of lack of
prudence of the Administration of the office, we on behalf of the members
of our Associations request you to kindly take appropriate corrective measures
on the matter urgently in order to
ensure safety of the employee, officers
and their family members.
We shall be thankful if a line intimating the action taken on
this letter is informed to us through a line in reply.
