Subject: - Non-compliance of the guidelines issued by DoPT, Ministry of Home Affairs and CGA by the office of the Pr.CCA, Ministry of Shipping and Road Transport and Highways– reg.

 

Dear Sir,

We on behalf of the National Federation of Civil Accounts Associations (NFCAA) and its affiliates named above have been directed to bring it to your kind information that the office of the Principal Chief Controller of Accounts, Ministry of Shipping and Road Transport and Highways vide OM. No Pr. CCA/SRTH/Admin/COVID-19/20-21/348 dated 20-27-2020 has cancelled the roster system and ordered resumption of regular office with effect from 21-07-2020(Copy enclosed) defying the orders of the DoPT, Ministry of Home Affairs, Ministry of Finance and the office of the CGA without giving any credence to the safety and health security of employees and all other stakeholders and directed them to ensure their physical presence in the offices throughout the country with effect from 21st July 2020 that too while one of the AAOs in the Pr. Accounts Office, New Delhi itself fell ill in the recent past due to Coronavirus infection. Not only this, within seven days of cancellation of roster system, the Dy. Controller of the Pr. Accounts of the Ministry working in Delhi  have been infected by corona virus and quarantined vide OM No Pr. CCA/ SRTH/Admin/Misc /20-21/377-81 dated 27-07-2020 (copy enclosed). But the administration of the Pr. CCA, Ministry of Shipping and Road Transport and Highways did not even order for sanitizing the floor where the Officer has been sitting. 

The orders issued by the office of Principal Chief Controller of Accounts, Ministry of Shipping and Road Transport vide O.M. dated 20.07.2020 being not only a gross violation of the orders/guidelines issued by DoPT, Ministry of Home Affairs, Ministry of Finance and the CGA for the prevention of COVID-19 pandemic but reflection of lack of prudence of the Administration of the office,   the Delhi state Branch of All India Civil Accounts Employees Association vide a  letter dated 23.07.2020 requested the Controller General of Accounts to kindly intervene into the safety and security of employees. Following this, the Central headquarters of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category II vide letter No. AICAEA-AICAEA CAT II/HQ/A-2/2020/1451-1468 dated 24.07.2020 requested the Controller General of Accounts to kindly intervene and take appropriate corrective measures in the matter urgently in order to ensure safety of the employees, officers and their family members. But there is no report of any action taken by the Controller General of Accounts so far.

It is also for your kind information that the present Principal Chief Controller of Accounts, Ministry of Shipping and Road Transport was the Chief Controller of Accounts, Ministry of Agriculture and she is still continuing its charge. No roster was adopted in the Ministry of Agriculture and Cooperation during the lockdown period and she had ordered arbitrarily in a later date for deduction of monthly transport allowance of those employees of Kolkata and Delhi who were either asked to work from home or denied transportation facilities in violation of the orders of the Government of India and Department of Expenditure in specific. This matter was also brought to the notice of the Controller General of Accounts by both the associations namely All India Civil Accounts Employees Association and All India Civil Accounts Employees Association category II but, it is a very sorry state of affair that the Controller General of Accounts did not take any action.  

The Associations are receiving persistent complaints of harassment to the employees in the form of deduction of salary/transport allowances, deduction of leave and threatening of different forms from the administration of the Ministry. It has been reported that no norm of social distancing is being followed and there is no arrangement for hygiene is there in the office premises. 

The Delhi Branch of All India Civil Accounts Employees Association has very correctly stated in its letter No. AICAEA-AICAEA CAT II/HQ/A-2/2020/1451-1468 dated 24.07.2020 that under the existing guidelines and orders, all the Head of Departments are to prepare a roster so as to ensure that 50 percent of officers and staff attend office on every alternate day and the staff who are not required on a particular day, is supposed to work from home. These arrangements had been made for the purpose of prevention and containment of COVID-19 pandemic. But, when the country is confronting 45 to 50 thousands infections every day on an average and many cities and states across the country are passing the stages of lockdown, the office of the Principal Chief Controller of Accounts, Ministry of Shipping and Road Transport and Highways, defying the orders that to when one of AAOs and Dy. Controllers in the Pr. Accounts Office, New Delhi itself have been infected by the Coronavirus. 

            We on behalf of the members of our Associations request your good self to kindly issue directions to all concerned in the matter to ensure compliance of COVID19 health advisories to save the employees and officers from the threat of coronavirus infection.
